""'..,~,~"' " CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT Subiect: Resolution of the Mayor and Common Council of the City of San Bernardino authorizing an annual purchase order in the amount of $30,127 to Waterline Technologies for swimming pool chemicals (chlorine and acid) for FY 2005/06. Backeround: The Parks, Recreation and Community Services Department contracts for the delivery of swimming pool chemicals for use at the city's four swimming pools, two wading pools (Perris Hill and Blair Park), one slide pool, Boys & Girls Club pool and Dehnann Heights pool (Boys & Girls Club), and City Hall and Carousel Mall fountains. These two chemicals (chlorine and acid) are required year-round to maintain proper water balance and sanitization, with heaviest consumption during the high-use summer months (June - September). The Parks, Recreation and Community Services Department prepared the appropriate specifications and furnished request for proposal (RFP) documents to six (6) vendors. There were no local vendors who could support the specifications. The bid process was completed on April 1, 2005. The City received four (4) bids, one of which was a partial bid. Bid Amount $30,127 $31,393 $34,588 No Bid No Response Location Santa Ana Azusa Anaheim San Bernardino Torrance Late Response B's Pool Supplies $39,968 Riverside The amount of chemicals needed for the six aquatic locations fluctuate due to wf?ather changes, equipment breakdowns and/or level of usage of the pools. These chemicals are required on a year round basis at all city pools. The extended hot weather patterns common in Southern California can cause the use of pool chemicals to increase quite substantially, as can increased user loads. The City currently has an annual purchase order with Waterline Technologies for (liquid chlorine and acid) supply and delivery. The lowest acceptable bid of $30,127 by Waterline Technologies meets all specifications to include liquid chlorine and liquid acid and is therefore, the best bid. This bid is consistent with 2004-05 actual pool chemical use and need. However, due to industry-wide low supply and dramatically increased transportation costs, the cost of chlorine is up 30% and acid is up 10% over last year's bid. ._, Financial Impact: v The purchase order in the amount of $30,127 is funded through the Sports and Aquatics Materials and Supplies line item Account No. 001-389-5111, as part of the Department's Fiscal Year 2005/06 request for funds. BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE 6 CITY OF SAN BERNARDINO AS FOLLOWS: 7 8 9 10 SECTION 1. That Waterline Technologies provides routine restocking of chemicals at city swim pools through an annual contract. Pursuant to this determination the Purchasing Manager is hereby authorized and directed to issue an annual contract in the amount of $30, 127 11 to Waterline Technologies for FY 2005106. 12 13 14 SECTION 2.
