STAFF REPORT
Subiect:
Resolution of the Mayor and Common Council of the City of San Bernardino supporting
full Federal funding of the Community Development Block Grant Program
Back2round:
The Community Development Block Grant (CDBG) program provides approximately
$4.3 million to the City annually. These funds are administered by the Economic
Development Agency, and are used for a variety of critical programs and services.
Attachment A shows a list of CDBG allocations for FY 2004-05.
Over the years, the City has become more dependent upon CDBG to fund vital programs.
During the late 1990's, the City's code enforcement efforts were expanded through the
use of CDBG funds. This year, most of the Code Compliance Division's $3 million
budget is funded through CDBG. Similarly, the City's deteriorated fleet of Fire
Department apparatus was brought up to date in the late 1990's using CDBG funds to pay
for equipment leases. Those lease payments total approximately $500,000 annually.
In addition to funding City programs, CDBG is used to fund many of the Agency's work
in business revitalization programs, including business improvements, small business
loans, and business planning programs. Special projects, such as the restoration of the
second floor of the historical California Theater, are also being funded with CDBG, along
with other public improvements to the downtown area.
CDBG also provides important funding to many non-profit agencies in the community.
These agencies are involved in providing many services to seniors, low-income
individuals, and other disadvantaged members of the community. These services provide
an important safety net for many individuals.
As the proposed resolution indicates, the President's proposed budget includes a
restructuring of the CDBG program that would effectively reduce the program's funding
by nearly 25%. If this proposal is approved by Congress, it would have serious impacts
in San Bernardino. The League of California Cities and National League of Cities are
encouraging local governments to support the continued full funding of the CDBG
program, and communicate that support to federal officials.
Financial Impact:
None by this action. If the CDBG program is reduced, the Mayor and Council would be
forced to consider significant budget reductions, such as reductions in services that are
currently funded by CDBG.

The SI,462,026 fuqds are to be realloca~ as follows: California Theater (phase I) ($600,000); Business

* Please note that Attachment I, Section B of the Staff report, specifically Code Enforcement and City Demolition's
allocations, were changed after the RDA Committee had approved the 2004-2005 recommendations at their
March 1~, 2004 meeting. Staffunderbudgeted for the City's Code Compliance Department During the program
year, stiff will be evaluating COBG expenditures. If additional Demolition funds are needed, Staff can
- recornniend the reprogramming of funds from unexpended or cancelled CDBO projects, to City Demolition.

RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO SUPPORTING FULL FEDERAL FUNDING OF THE
COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM
WHEREAS, for thirty years America's cities, including both large and small cities in
California, have used Community Development Block Grant (CDBG) grants to create jobs,
provide affordable housing, eliminate blight, and generate new economic investment; and
WHEREAS, CDBG funds have played a critical role in community and economic
development in the city of San Bernardino; and
WHEREAS, the CDBG program is a key mechanism for funding code enforcement
efforts to improve the condition of the City's housing stock, as well as the demolition of
seriously blighted structures; and
WHEREAS, CDBG funds have improved public safety in the city of San Bernardino
by funding the replacement of aged fire apparatus with new apparatus needed to serve the
City's most distressed neighborhoods; and
WHEREAS, the CDBG program has increased the quality of life in the city of San
Bernardino by providing funds to non-profit agencies, which in turn provide an important
safety net of services to senior citizens, low-income families, and other disadvantaged members
of the community; and
WHEREAS, the President has proposed a new "Strengthening America's Communities
Initiative" which combines 18 direct grant programs, including CDBG, into one within the
Economic Development Administration (EDA); and
WHEREAS, at $3.71 billion, the new program (which combines 18 programs) is nearly
$1 billion less than the current CDBG program alone; and
WHEREAS, without proper funding for CDBG, we risk undermining the economic
well being of our communities, the future generations that live there, and the nation as a whole.
NOW, THEREFORE, IT IS RESOLVED by the Mayor and Common Council of the
City of San Bernardino, California, as follows:
1. We hereby request that Congress enact a FY 2006 budget and appropriations
package that funds CDBG formula grants at no less than $4.355 billion, which is at the level
with FY 2005 allocations.

2. We hereby request that Congress maintain the CnBG as a separate and distinct
program from other economic development programs that provides a direct and flexible source
of funding to local governments; and
3. We hereby request that Congress maintain the current "dual formula" system
where 70 percent ofCDBG funds go to entitlement communities based on population.
