The NID Coalition's mission is to communicate the concerns of residents and business owners which live and do business in high risk neighborhoods, and to be the forerunner in the development of that community; To advocate equality of services, resources and safe living conditions for the residents of low income neighborhoods within our community; To secure opportunities for the residents of our community in the area of;Ouall~ ~duciltlon. for every juvenile and adult; Economic Emoowerment for every family; and EmolovrnJnt DeveloDment for every able person within our community; To mend fences and restore trust between merchant and consumer; And to combine concerned business owners and concerned residents within the community, to an established coalition that will build a fortress of stregnth and foster civil and moral relationships with consistancy. l Curfew C9ntrol " Proiect In BY Ten" "~ . - The NID is preparing to stand before the City Counsel on March 7th at 3 :00 p.m. to advocate a call for curfew in the known demographic area of; Date Street, south to Pacific; and Arden, west to Del Rosa. Our research indicates that 73% of violent crimes and deaths in this area occur after night fall and particularly during the hours after our proposed curfew. Many parents are afraid to allow their children to play outside due to the potential danger. The children and teens in our community are terrified of the ever present threat of violence and even death. Many of the children that live in this area have attended our town hall meetings and are suprisingly supportive of this action. There are as many as 50 youth from this area that are members of the Praise Tabernacle Church, which is the church that has given leadership to the NID Coalition and this call for curfew. Goal and Objective: Our goal is to create an unattractive neighborhood to the negative element that has seemed to plague our streets. We also are hoping that this action will restore family interaction and foster parent ineteraction with their student/child which will increase learning. We envision a restructuring that will take place in the family unit, and parents will be able to regain authority that has been lost to many of them in the home. Curfew Stipulations - All minor children must be in doors by 100:00 p.m. ....7.-days- of the week. The only exception being if minor is accompanied by patent/guardian. (proof may be required) . < Curfew Detnogrilphics - Date St. south to Pacific; Arden St. west to Del Rosa; . Curfew Enforcement - Law Enforcement Officers will be responsible for patrolling and. enforcing curfew. Parents will be held accountable for enforcing curfew in the home. . Curfew Penalties - For violators of the curfew, the following will be the reprecussion for failure to comply; a) Each violator will receive one warning. Violators will be picked up by police and escorted to their home. Written warning will be given to parent. b) Second violation, violators will be escorted home and a citation will be issued to minor. Minor will be required to perform community service. . c) Third violation, violators will be detained, parent will be required to appear at place of detention for release of minor, and a citation will be issued to minor's parent. Parent will be responsible for fee that will go into fund for minors who are victims of violent crimes. d) Fourth violation, violators will be detained and parent must sign for release of minor. Parent will be required to attend parenting classes and remit payment of citation. e) Fifth violation, violators will be detained and dentention shall become a matter of record. Parent and minor will be required to attend together, violence prevention seminars. A citation will be given and parent will be responsible for remittance. f) Any violation beyond the fifth violation, parent and minor will be required to appear in court and submit to ruling of the court. Parent will be cited and will be responsible for remitting amount of citation. . Curfew Duration - Curfew shall be for an indefinate period of time. Untill at such tiine a determinable decrease in violence, crime and vagrancy is observed. . Curfew Affiliates - There are other communities that have instituted curfew systems and they have experienced significate success; 1. Ontario 2. Redlands 3. Upland 4. Beaumont 5. Yucaipa The NID, is comprised of community churches, residents and business owners who have all consented to this particular action.
