Authorization to establish a "No Parking Any Time" zone on Orange Show Road between Auto Plaza
Drive and Arrowhead Avenue.

Engineering staff received a request for a "No Parking" zone on Orange Show Road in front of the
blood bank property. The request came from Joe Fonzo, the Vice President/Chief Financial
Officer of the San Bernardino/Riverside Blood Bank. Mr. Fonzo is concerned that although there
isn't a high demand for on-street parking within this section of Orange Show Road, motorists are
occasionally parking near driveways, creating visibility obstructions for motorists attempting to
enter Orange Show Road from the blood bank.
Traffic Engineering staff evaluated the request and confrrmed the requestor's concerns. Cars were
observed parked near the driveways creating visibility problems for vehicles attempting to enter
Orange Show Road. Additionally, the same is true for a number of driveways on the north side
Orange Show Road between "E" Street and Arrowhead Avenue. On the south side of Orange
Show Road, within the same limits, there is already a "No Parking" zone in place; however, it has
not been formally adopted by the Mayor and Council. This restriction was probably installed when
striping/street improvements were implemented within this area and should be kept in place.
Furthermore, during the evaluation process, it was noted the area of Orange Show Road between
Auto Plaza Drive and "E" Street is "officially" unrestricted, although there are some "No
Parking" signs in the area. This area is heavily traveled due to the direct freeway access, and
parking should not be allowed. A "No Parking Any Time" zone would resolve these concerns.
In addition to the blood bank, there are two other major businesses within the section of Orange
Show Road between "E" Street and Arrowhead Avenue. These are: Video Mart and Furniture
Mart. Staff contacted the managers of these two businesses relative to the proposal to install the
"No Parking" zone. They both agreed that it was a good idea.
Based on the above findings, staff recommends that the attached resolution be approved,
authorizing the installation of a "No Parking" zone on Orange Show Road between Auto Plaza
Drive and Arrowhead Avenue. The businesses concur with this proposal and provide ample off-
street parking for their customers and patrons; consequently, the parking prohibition will not
adversely affect parking demand in the area.
Financial Impact:
The estimated cost of $1,200 for installing the new "No Parking" signs will come from Account No.
001-402-5111 (Street Maintenance).
Recommendation:
Adopt Resolution.

RESOLUTION OF THE CITY OF SAN BERNARDINO AMENDING RESOLUTION
NO. 3985 ENTITLED, IN PART, "A RESOLUTION...PROHIBITING PARKING UPON
CERTAIN DESIGNATED STREETS, ALLEYS, OR PORTIONS THEREOF..." TO
ESTABLISH A NO PARKING ANY TIME ZONE ON ORANGE SHOW ROAD
BETWEEN AUTO PLAZA DRIVE AND ARROWHEAD AVENUE.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
BERNARDINO AS FOLLOWS:
SECTION 1: Resolution No. 3985, which prohibits parking upon certain
designated streets or portions thereof, Section One, is amended by adding Subsection (25.07)
ORANGE SHOW ROAD to read as follows:

(A) Between Auto Plaza Drive and Arrowhead Avenue."
