CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION Staff Report Subject: Resolution of the Mayor and Common Council of the City of San Bernardino awarding Golden State Fence Company a Purchase Order in the amount of $176,238 for the purchase and installation of wrought iron security fences at six (6) community pools: Jerry Lewis Swim Center; Mill Community Center; Rudy Hernandez Center; Ruben Campos Center; Delmann Heights Center; and Boys & Girls Club. Background: The safety and security at the city community pools during after hours has been an on-going concern. A committee was organized to evaluate and develop a solution. The committee members were: Lemuel Randolph, Director of Parks, Recreation and Community Services; Jim Sharer, Director of Facilities Management; Mitch Assumma, Senior Recreation Supervisor; Dan Ustation, Parks Project Manager; Linn Livingston, Director of Human Resources; and Mark Andes, Risk Management Coordinator. Committee members recommended the following: . Insta112 or 3-foot outward angled spiked fence to existing wrought iron fence. . Remove existing chain link fence at Jerry Lewis Swim Center and replace with a ten-foot wrought iron fence with outward angled spiked extension. . The entry gate located at the west side of the Boys & Girls Club building will be re-designed and outward angled spiked iron will be added to the top of the gate to prohibit entry. . Remove chain link fencing around the pool equipment at Delmann Heights Center and replace with wrought iron fence with outward angled spiked extension. Parks, Recreation and Community Services Department prepared the appropriate specifications and the Purchasing Division of the Finance Department published and furnished request for quote (RFQ) documents to nine (9) vendors. RFQ documents were advertised in the Sun Newspaper, San Bernardino Chamber of Commerce and City web page. A mandatory job walk was scheduled for November 15, 2004; Golden State Fence Company was the only fence company that attended. The job walk was cancelled and purchasing re-advertised the RFQ and scheduled another job walk for November 30, 2004. Proposals were publicity opened and declared on December 14,2004. Bids were received from the following vendor(s): ComDanv Golden State Fence Co. City Riverside Bid $176,238 The following fence companies were faxed bid requirements and contacted by phone but did not submit a bid. ComDanv A & A Fence Co. Alcorn Fence Co. Elrod Fence Co. Empire Fence Co. Franks Fence Co. Gray's Fence Co. Victor Ornamental Iron Works City Yucaipa Riverside Riverside Highland San Bernardino Beaumont San Bernardino Financial Impact: Funding for this project is from the Park Construction Fund, which has funds available in the Park Construction Fund balance. Recommendation: Motion 1: Adopt Resolution. (b()/PY RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AWARDING GOLDEN STATE FENCE COMPANY A PURCHASE ORDER IN THE AMOUNT OF $176,238 FOR THE PURCHASE AND INSTALLATION OF WROUGHT IRON SECURITY FENCES AT SIX (6) COMMUNITY POOLS: JERRY LEWIS SWIM CENTER; MILL COMMUNITY CENTER; RUDY HERNANDEZ CENTER; RUBEN CAMPOS CENTER; DELMANN HEIGHTS CENTER; AND BOYS & GIRLS CLUB. BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1. That Golden State Fence Company is the lowest and best responsible bidder for purchase and installation of wrought iron security fences for a total of $176,238. Pursuant to this determination the issuance of a Purchase Order by the Purchasing Manager or designee to Golden State Fence Company in the amount of $176,238 is hereby authorized and all other quotations therefore are hereby rejected. SECTION 2. Authorize the Director of Finance to appropriate $176,500 from available Park Construction Fund balance to CIP project 243-363-5504-7504 for the purchase and installation ofwrougbt iron fences at community pools. SECTION 3.
