March, 2004 Mayor and Common Council approved authorization to execute Agreement with Transtech
Engineers, Inc. for Traffic Engineering Services for the design of New Signals, Modified
Signals, and Signal Interconnect Systems, per Resolution 2004-72.

Recommended Motion:
1. Authorize the Director of Finance to amend the FY04/05 adopted budget and transfer $59,300 to Account
No. 129-367-5504-7338, TC04-02, "City-Wide Traffic Signal Improvements" from Account No. 129-367-
5504-7331, TC04-14, "Victoria Avenue and Lynwood Drive New Traffic Signal" (previously allocated
Measure "I" funding), and transfer $6,500 to Account No. 250-370-5504-7338 (TC04-02) from Account No.
250-370-5504-7481, TC04-23, "6th Street Pedestrian Signal Upgrade."
2. Authorize the Director of Finance to amend the FY 04/05 adopted budget and transfer $26,300 to Account

Resolution awarding a contract to Macadee Electrical Construction, Inc. for construction of Traffic Signal
Improvement at 5th Street and Waterman Avenue (TC04-02); 3rd Street and Waterman Avenue (TC04-02);
Baseline Street and "E" Street (TC04-02; Baseline Street and Arrowhead Avenue (TC04-02); Pepper Avenue
and Rialto Avenue (TC04-02); Hunts Lane and "E" Street (TC04-19); and Arden Avenue and 20th Street
(TC04-25), per Plan No. 1117
Back2round:
On September 7, 2004, the Mayor and Common Council approved the FY 2004/05 Capital Improvement
Program (CIP), which included various projects for new installation and upgrade of traffic signals at various
locations.
This contract work will consist of installation of the following improvements:
1. TC 04-02 - City-Wide Traffic Signal Improvements:
a) Upgrade of existing traffic signal at 5th Street/Waterman Avenue adding protected/permissive
left-turn phasing.
b) Upgrade of existing traffic signal at 3rd Street/W aterman Avenue adding protected/permissive
left-turn phasing.
c) Upgrade of existing traffic signal at Baseline Street/''E'' Street adding protected/permissive
left-turn phasing.
d) Upgrade of existing traffic signal at Baseline Street! Arrowhead Avenue adding
protected/permissive left-turn phasing.
e) Installation of a new traffic signal at Pepper A venuelRialto Avenue.
2. TC 04-19 - Install a new traffic signal at Hunts Lane and "E" Street.
3. TC 04-25 - Install a new traffic signal at Arden Avenue and 20th Street.
The purpose of this project is to improve the traffic operation and safety at the subject intersections.
The Specifications for this project was completed and advertised locally in the San Bernardino County Sun
Newspaper, F. W. Dodge, High Desert Plan Room, Reed Construction Data, Construction Bidboard, Bid
America, Construction Bid Source, Bid Ocean, the City's web sites, and with the San Bernardino Area
Chamber of Commerce.
Bids were received and the results are listed below:

Staff Report (Continued)
Based on review of the sealed competitive bids received, staff has determined that Macadee Electrical
Construction, Inc., of Chino Hills, the apparent low bidder, has met the minimum requirements of the
specifications and bid guidelines; and therefore, recommends that the Mayor and Common Council award
the referenced contract to Macadee Electrical Construction, Inc.
The estimated project costs are as follow:

If approved, this project is expected to begin construction in March of 2005 and be completed by October
of 2005.
Financial Impact:
The total funding available in the FY 2004-05 Capital Improvement Program under Account No. 250-370-
5504-7338 (TC04-02); Account No. 250-370-5504-7434 (TC04-19); and Account No. 250-370-5504-7450
(TC04-25) is $281,300, leaving a shortfall of $124,804. Staff has identified $59,300 in Measure "f' Funds,
allocated to Account. No. 129-367-5504-7331, which is for "TC04-14 Victoria Avenue and Lynwood Drive
New Traffic Signal." Since the improvements associated with CIP project TC04-14 have been included in
the "Victoria Avenue Improvements," funded by the San Manuel Band of Mission Indians, staff is
recommending that the Measure "f' funds previously allocated to TC04-14 be reallocated to TC04-02. Staff
has also identified a savings of $32,800 in each of TC04-23 and TC04-24 and is recommending that $32,800
of the "Traffic Systems Fee" allocated to each project (a total of $65,600) be transferred to TC04-02. These
transfers will allow the subject traffic signal improvements to be constructed, using existing CIP funds (see
attached accounting ledgers).
Recommendation:
1 Authorize the Director of Finance to amend the FY04/05 adopted budget and transfer $59,300 to
Account No. 129-367-5504-7338, TC04-02, "City-Wide Traffic Signal Improvements" from Account

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF mE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. Macadee Electrical Construction, Incorporated, 14771 Cherry Circle,

" the City Clerk and incorporated herein by reference as fully as though set forth at length.
Chino Hills, CA 91709, is the lowest responsible bidder for Traffic Signal Improvements at
51h Street I Waterman Avenue, 3'd Street I Waterman Avenue, Baseline Street I "E" Street,
Baseline Street I Arrowhead Avenue, Pepper Avenue I Rialto Avenue, Hunts Lane I "E"
Street, and Arden Avenue I 20th Street, per project Plan No. 11177. A contract is awarded
accordingly to said bidder in a total amount of $338,420.00, with a contingency amount of
$33,842.00, but such award shall be effective only upon being fully executed by both parties.
All other bids, therefore, are hereby rejected. The Mayor is hereby authorized and directed
to execute said contract on behalf of the City; a copy of the contract is on file in the office of

SECTION 2. This contract and any amendment or modifications thereto shall not
take effect or become operative until fully signed and executed by the parties and no party
shall be obligated hereunder until the time of such full execution. No oral agreements,
amendments, modifications or waivers are intended or authorized and shall not be implied
from any act or course of conduct of any party.
SECTION 3. This resolution is rescinded, if the parties to the contract fail to execute
