CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION Staff Report Subject: Resolution of the Mayor and Common Council of the City of San Bernardino awarding a Purchase Order in the amount of $44,650.00 to Inland Acoustics, Inc. for the purchase and installation of three metal roofs: two (2) metal roofs on restrooms located at Anne Shirrells Park and Speicher Park and one (1) metal roof on picnic shelter located at Nicholson Park. Background: The restrooms located at Anne Shirrells Park and Speicher Park and the picnic shelter at Nicholson Park currently have composition roofs. Over the years, numerous sections have been removed or painted with graffiti by vandals. Park staff constantly paints over the graffiti and repairs the roofs. Over the last several years, the Department has standardized the use of metal roofs on all new restrooms and picnic shelters constructed in the parks. Installing metal roofs on the restrooms and picnic shelter will eliminate expensive repairs, extend the longevity of the roofs, and improve the aesthetics of the parks. A mandatory job walk was scheduled on October 25, 2004; only two contractors were in attendance. Park staff requested that the Purchasing Division extend the advertisement of the Request for Quote (RFQ) and provided the Purchasing Division with twelve (12) additional roofing companies to contact. A second mandatory walk was held on November 10, 2004, and the same two contractors were in attendance. The Parks, Recreation and Community Services Department prepared the appropriate specifications and the purchasing division of the Finance Department published and furnished the RFQ documents to fourteen (14) vendors. RFQ documents were advertised in the Sun Newspaper, San Bernardino Chamber of Commerce and City web page. Proposals were publicly opened and declared on November 29, 2004. Roofing Tremco City Riverside San Bernardino San Bernardino Los Angeles Rialto Colton Downey Orange Financial Impact: Funding for the re-roofing is from the Prop. 40 Per Capita State Grant Program. The project is included in the 2004/2005 CIP budget, PR05-05. PR05-05 has a total project cost of $223,200 that includes this project and a companion item on the January 10, 2005 agenda requests an award of a Purchase Order for 1 gazebo and 4 picnic shelters in the amount of $93,096.25. Bids for both projects combined came in at $137,746.25, which is $85,453.75 lower than estimated. RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO A WARDING A PURCHASE ORDER IN THE AMOUNT OF $44,650.00 TO INLAND ACOUSTICS, INC. FOR THE PURCHASE AND INSTALLATION OF THREE METAL ROOFS: TWO (2) METAL ROOFS ON RESTROOMS LOCATED AT ANNE SHIRRELLS PARK AND SPEICHER PARK AND ONE (1) METAL ROOF ON PICNIC SHELTER LOCATED AT NICHOLSON PARK. BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1. That Inland Acoustics, Inc. is the lowest and best responsible bidder for purchase and installation of the three (3) metal roofs on two (2) restrooms and one (1) picnic shelter for a total of $44,650.00. Pursuant to this determination the issuance of a purchase order by the Purchasing Manager to Inland Acoustics, Inc. in the amount of $44,650.00 is hereby authorized and all other quotations therefore are hereby rejected. SECTION 2.
