"'.1" CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION Staff Report Subject: Resolution of the Mayor and Common Council of the City of San Bernardino awarding a Purchase Order in the amount of $93,096.25 to Coast Recreation, Inc. for the purchase and installation of one (1) gazebo at Meadowbrook Park and four (4) picnic shelters: (1) at Meadowbrook Park; (1) at Littlefield/Shultis Park; and (2) at Anne Shirrells Park. Background: The picnic shelters and gazebo will be used on a regular basis for community events, birthday parties and weddings. The parks are used for several events each year that draw from the entire city for promotion of various city services and community events. The picnic shelters and gazebo will significantly enhance each park. One 20' x 40' picnic shelter and one 20' x 20' picnic shelter will be installed at Anne Shirrells Park. One 20' x 40' picnic shelter and one 20' gazebo will be installed at Meadowbrook Park. One 20' x 40' picnic shelter will be installed at Littlefield/Shultis Park. The Parks, Recreation and Community Services Department prepared the appropriate specifications and the purchasing division of the Finance Department published and furnished request for proposal (RFP) documents to eight (8) vendors. RFP documents were advertised in the Sun Newspaper, San Bernardino Chamber of Commerce and City web page. Proposals were opened and declared on December 1, 2004. There were no local vendors who could support the specifications. The following bids were received: Companv Coast Recreation, Inc. City Costa Mesa Tustin Fountain Valley Fontana Orange San Diego Placentia Signal Hill Bid $ 93,096.25 $ 99,682.43 $ 99,987.15 $122,530.00 $129,629.04 $138,123.00 $175,199.00 incomplete The lowest acceptable bid of $93,096.26 by Coast Recreation, Inc. meets all specifications and is therefore, the best bid. Financial Impact: Funding for the picnic shelters and gazebo is from the Prop. 40 Per Capita State Grant Program. The project is included in the 2004/05 CIP budget, PR05-05. PR05-05 has a total project cost of $223,200 that includes this project and a companion item on the January 10, 2005 agenda requesting an award of a Purchase Order for three metal roofs on two restrooms and 1 picnic shelter in the amount of $44,650. Bids for both projects combined came in at $137,746.25, which is $85,453.75 lower than estimated. BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1. That Coast Recreation, Inc. is the lowest and best responsible bidder for purchase and installation of the one (1) gazebo and four (4) picnic shelters for a total of $93,096.25. Pursuant to this determination the issuance of a purchase order by the Purchasing Manager or designee to Coast Recreation, Inc. in the amount of $93,096.25 is hereby authorized and all other quotations therefore are hereby rejected. SECTION 2.
