Staff Report
SUBJECT:
Resolution making application to the Local Agency Formation Commission for an annexation of
an unincorporated island generally north of Highland Avenue, east of Golden Avenue.
BACKGROUND:
On January 21, 2000, Assembly Bill 1555 became effective, allowing for the annexation of
unincorporated territory of 75 acres or less, without the need to obtain property owner or
registered voter approval. Subsequently, an amendment increased the qualifying area to 150
acres. The island under this proposal, located north of Highland Avenue and east of Golden
A venue, is the only island that qualifies to be annexed under this bill. The elimination of this
island would result in a more efficient delivery of services by reducing the irregular boundaries
that currently exist. Additionally, this island is located in an area of frequent crime. Due to the
numerous islands in this general area, delivery of law enforcement services is under multiple
jurisdictions and less efficient than if it were under one jurisdiction. The annexation of this island
will improve this efficiency by placing a larger area under one jurisdiction.
This proposal was submitted to the Legislative Review Committee for consideration on July I9,
2005. The Committee recommended the initiating of proceedings for the proposed annexation.
A summary of the proposal submitted to the Committee by the Police Department, including an
impact analysis is attached for your review.
Under AB 1555, this annexation can be completed without property owner or registered voter
approval. However, a letter, map, and information sheet, copies of which are also attached,
were mailed to the property owners advising them of the proposed annexation. Although crime
appears to be the significant issue and concern, staff will meet with the property owners if they
desire and also address other concerns and issues that may arise pertaining to the impact of the
annexation.
Pursuant to a legal opinion by Tim Sabo, Special Counsel relative to a prior annexation under
AB 1555, it has been determined that the City's Utility Users Tax could not be imposed unless
approved by a majority of the registered voters in the island. Since approval of this tax would be
highly unlikely, the UUT will not be imposed within this island after approval of the annexation.
Staff will notify all utility companies in advance of the effective date of the annexation to advise
them that the City's Utility Users Tax will not apply to these areas.
The attached resolution initiates the formal proceedings for this annexation proposal to the Local
Agency Formation Commission. (LAFCO). Other than conducting tax transfer negotiations with
the County, which will occur at a later date and be conducted by the City and the County, all
proceedings will be conducted by LAFCO including mailed notices and a public hearing.

INTRODUCTION
This report clarifies specific details regarding annexation parcel 6, more accurately
defined as the SBSD Reporting District # SB040 or SBPD reporting District 5050. This is
the area generally south of Citrus, East of Golden, West of Del Rosa and north of 23rd.
General Review
The reporting district is mostly residential, mixing single family homes and apartment
complexes. A small part of the reporting district has commercial/retail businesses. The
single-family homes are well-maintained older middle class homes primarily in south end
of the RD. The north end ofRD has mostly high-density apartments and limited
commercial along Del Rosa. There is evidence of moderate to high code enforcement
issues including trash, weeds, problem vehieles plus heavy evidence of graffiti. These
issues appear to be centered in the vicinity of the high-density housing.
The primary residential type appears to be high density, lower income apartment units
with approximately 37. They are located predominantly on Pumalo (B), Conejo (12) and
Date (8). The number of units per apartment building is not known. The only
commercial/retail section is along Del Rosa and it consists of older, service-oriented
businesses such as convenience stores, gas stations and fast food restaurants. There is one
elementary school (Hunt), one assisted living facility and one children's day care in the
reporting district.
Based on estimates from the most recent census and maps prepared by GIS, the
population for the Eastern District is about 40, 000. Population for RD SB040 area is
about 2, 476. Assuming an "accelerator" of 5%, the District population without the
annexation is about 42, 036. Applying the "accelerator" to the annexation land increases
the population to about 2, 600. Assuming this land will result in an Eastern District
population of about 44, 636.
Crime Review I .
The crime review considered the level of parolees, sex registrants, probationers, raw call
for service data and raw Part 1 crime data. Using the information received the geographic

location concentration for these factors was determined. As a comparison similar data
from the surrounding City of San Bernardino reporting districts 2300, 2290, 2295 and
2280 is provided as well. The analysis considered all of 2004 and year to date 2005
information. The Sheriffs Department provided data for January I-May 31,2005. San
Bernardino City Police data was compiled through June 2005.
Parolee Population
There are 33 parolees listed in RD S8040 with 32 active, I parolee at large and no
revocations. The five dominant "controlling offenses" are CVC 10851 (grand theft auto),
PC 496 (possession of stolen property) and PC 245 (ADW), PC 666 (theft with priors)
and PC 12021 (felon with a firearm). The geographic concentration is in the 1200-1500 E
Date Street (16) and 1400-1500 E. Pumalo (8).
The surrounding City RDs show an average of 18 parolees per RD with the highest in RD
2295 (35) and the low at RD 2290 (8). The cumulative five dominant controlling offenses
for the four RDs are for PC 496, H&S 11350 (possession for sales), and for PC 212.5
(residential robbery), PC 273.5 (spousal abuse) and PC 245. The geographic
concentrations appear to be in RD 2295 at 1300 E. Lynwood (II), 2900 N mountain (9)
and in RD 2300 at 1700 E Date (8). This number for 1700 E. Date is probably inaccurate
because of recent evictions, code enforcement action and directed law enforcement in the
apartments at that address.

Probation Population
Probation populations could not determined for the City of San Bernardino due to
collection and retrieval problems with the County probation Department. While we were
able to obtain some data for S8SD RD 5050, we could not determine controlling
offenses, felony or misdemeanor probation, or other particulars.
There are 60 probationers in, RD 5050. The geographic concentration is in the 1400-1500
E. Date (23). '
Sex Registrants
There are 6 registered sex offenders in RD SB040 and all are classified as "serious". The
geographic concentration is in the 1400 Blk E. Date (4). There are no "high risk"
offenders listed.
Comparatively, the City averages 3 registrants per RD with the highest number in RD
2300 (7) with 6 classified as "serious" and 1 as "regular". RD 2295 has 5 with 4 being
"serious" and 1 "regular", The concentration is in RD 2295 in the 1200-1400 E. Lynwood
with 4. There are no "high risk" offenders listed.

CalI for Service Data
There were 2,10 I calIs for service in 2004 and 915 year to date in 2005 in RD SB040.
The top five calIs for service types are listed below. The primary calI type, "No RMS
Code" requires further inquiry to detennine exactly what the content of this means.
The dominant CFS type is PC 415 with 343 in 2004 and 118 year to date. The top CFS
location is the 1400 Blk E. Date with 774 CFS in 2004 and 279 year to date. A
consolidation of the top five CFS types and locations is attached for review.
Total 2004 calIs for service for all four City RDs was about 6, 632. This averages to
about 1,658 CFS per RD. It appears the dominant CFS type is 911 hang-ups, traffic
stops, and 415 type calls. RD 2290, closer to SB040 shows concentrations of CFS in the
areas Highland and Del Rosa, 1275 E. Date and 1522 E. Highland.
Given these concentrations it is apparent that those people who reside in RDSB040 and
may be involved in criminal activity will often conduct that activity in the surrounding
City RDs. This effect is probably realized most often in the CFS the City manages in the
1500 Blk. E. Highland, Highland and Del Rosa and the 1200 Blk. E. Date. Some of the
more distant RDs also reflect this probability, particularly the Target center at 2380 N.
Sterling where this is a top location for RD 2300.

Part 1 Crime Data
In reviewing the Part 1 crime data the dominant Part 1 crimes are similar for alI RDs and
are consistent with trends in law enforcemc::nt. in general. The highest number of offenses
committed are in property crimes such as burglary, larceny and GT A. With respect to
violent crime, aggravated assaults and robberies appear to be the dominant crimes.
In addition to the raw Part 1 crime data there is a comparison as to where the Part 1
crimes appear to be most prevalent For detailed Part I Crime infonnation see attached
reports. Below are graphs depicting some Part 1 Crime statistics comparisons. The SBSD
infonnation is for Jan-May, 2005. SBPD infonnation is from Jan-June, 2005.

Anticipated Workload Impact
Based on the expected population and crime data we can anticipate a significant increase
in workload if RDSB040 is annexed. Below is the workload increase estimate, based on
2004 data provided in earlier SBSD reports and included in earlier memos.

This graph does include the average including RD 2280. This additional Rd actually
reduces the average to about 1, 600 CFS. Given these numbers it is apparent the City
efforts in the surrounding RDs are more efficient and effective.
Based on the crime data obtained and the statistics for parole, probation and sex
registrants, the center of workload is found in the 1200-1500 Blk. E. Date. This is closely
followed by the area of 1400-1500 E. Pumalo. It is not surprising to see that these higher
crime concentrations are also location of high-density housing/apartments. It is also not
surprising that this demographic mirrors the crime data concentrations found in the City
RDs; the highest levels are centered around apartment complexes.
It would appear that despite lower calls for service, the SBPD enjoys higher production
on average. This can be attributed to our beat plan, proactive work of the beat officers,
District Command influence as well as the various special projects the department
engages in the surrounding RD's. With annexation, RD SB040 would be routinely
included in these operations and the respective numbers would invariably increase.
RD SB040 is located within the Eastern District, beat 3. Beat 3 is the smallest Eastern
District beat in geographic terms which translates to a higher concentration of activity in
that area. The inclusion of this RD will certainly disrupt the balance used to determine
beat boundaries and staffing. Adjustments to the beats and certainly personnel increases
will be needed to accommodate this workload.
Very rough estimates of the call for service per officer ratio indicates that per shift the
average officer handles about 14 call for service. Officers average about 180 shifts per
year. The results in the average call for service load per officer being about 2, 520 calls
for service per year. The annexation of the reporting district will increase this workload
by about 2, 095 CFS based on the latest 2004 data. This is nearly ODe full officer
workload for one year. It will certainly place an imbalance in the beat structure of the
Eastern District. .i

Summary
The annexation ofRD S8040 will result in an increase in calls for service, Part I crimes
and certainly will impact enforcement requirements for other City agencies such as Code
Enforcement and Fire. The level of CFS and Part I crimes is consistent with those found
in the surrounding City reporting Districts. It is probable and reasonable to assume that
many of the CFS found in a\1 RDs are a result of criminal activity from RD S8040 and
vice versa. The statistics bear out the premise that as the primary law enforcement agency
having the ability to impact crime and persons involved in crime in RD SB040 will, in
the long term, have a positive effect in the surrounding RDs and City in general.
That being explained, there wi\1 be significant costs and effects in assuming this
community. The balancing of beat boundaries and assignments, call for service load,
District configurations, crime statistics reporting a\1 are impacted. The level of Part I
crimes reported to the FBI and DOl wi\1 increase and this negative number must be
understood. The level of personnel providing that service cannot remain at current levels
and workload studies are needed to determine the exact adjustments necessary for District
Command configuration, beat boundaries number of personnel required.
Sti\1, annexation wi\1 most likely provide improved continuity of service to the
community and wi\1 improve the ability of the Police Department to reduce crime by
proactively working current county areas that contribute to crime rates in the city.

Dear Property Owner:
As you probably are aware, your property is located in an unincorporated
"island" surrounded by the City of San Bernardino. Because this island is
completely surrounded by the City of San Bernardino it can never become a part of
any other city. The County of San Bernardino currently services the island.
Historically, these types of islands have caused a great deal of confusion and
inefficiency in terms of the delivery of service. This can be detrimental to
emergency and law enforcement response. In an effort to eliminate the confusion
and inherent problems caused by the existence of these islands, and to allow for
more uniform and efficient delivery of service state-wide, the State of California
passed legislation several years ago (Assembly Bill 1555). This bill allows for a
more streamlined process for annexing islands containing 150 acres or less. This
new process eliminates the property owner election requirement and authorizes the
annexation of these islands through mutual concurrence between the County and
the City of San Bernardino. The Local Agency Formation Commission (LAFCO)
is the agency responsible for oVf':rseeing the annexation process.
The island in which your property is located meets the qualifications under
this special legislation and this letter is to inform you that the City will be initiating
an annexation proposal in the very near future. The area proposing to be annexed
is generally located between Del Rosa and Golden on the east and west, just above
Highland up to Citrus. A public hearing to discuss this proposal will be scheduled
by LAFCO at a future date. All of the property owners in the proposed annexation
area will be notified of the public hearing date by LAFCO and will be invited to
attend.

Many questions arise from residents and/or property owners as to the effects
of annexation. A short Question and Answer sheet has been attached that
addresses the most commonly asked questions. Additionally, you will be notified
of a neighborhood meeting I am scheduling in the very near future. If you require
additional information before that time, please contact Mr. Les Fogassy,

As a property owner, we are confident that you will realize the benefit of this
annexation. We will do our best to make this a smooth transition. Once the
annexation becomes final, this area will be incorporated into the Seventh Ward of
the City of San Bernardino, which I currently represent on the City Council.

Commonly Asked Questions Regarding Annexation

Q. Will my property taxes increase as a result of annexing to the City of San Bernardino?
A. No. Property taxes are calculated pursuant to Proposition 13 and will not be affected by annexation. The City
will receive a portion of your property taxes currently being paid to the County of San Bernardino.
Q. Will I be subject to paying the City of San Bernardino's Utility User Tax?
A. No. Since the annexation is proceeding without election, the Utility User's Tax could only be imposed if
approved by a majority of the registered voters in the island.
Q. What new fees must I pay after annexation?
A. If you own a rental unit or a own a business in the island area, you will be subject a City of San Bernardino
Business License. Please contact the Business Registration Division of the City at (909) 384-5302 for the
specifics to your situation. Other fees that may apply would for specific use of service such as permit fees or
refuse collection fees.
Q. Will my Water and Sewer service change?
A. No. Water/Sewer service is currently provided by East Valley Water District and will not change as a result
of annexation.
Q. What about my refuse service?
'\. You may continue using your current refuse service for up to five years after annexation, after which time
\u must change to City service. You may, however, begin receiving City service prior to the five year
. ,'nitation at any time after annexation. The City also has a comprehensive recycling program in which you may
participate in. Some of the services are included in the monthly refuse fee. Other services may be available for a
fce.
Q. Who will provide emergency response?
A. You will receive Fire/Paramedic and Police services from the City of San Bernardino. If your health
insurance does not cover paramedic fees, you may pay an annual fee of $24 per household. which will cover all
raramedic service for one year, or you may choose to be billed on a per-call basis. No fees are charged for fire
suppression or police response.
Q. What other services will I receive from the City?
A. The City provides various services including. but not limited to, street repair, street light maintenance.
animal control, monthly street sweeping, street tree trimming, code enforcement. planning services,
development and building permits. Except for permit fees involved in obtaining specific permits. no fees are
charged for these services.
Q. WiII my property address change?
,\. \ormally, new property addresses are assigned to comply with the City's overall addressing grid. However,
it appears that the County's addressing in this area matches the City's and in such a case, no new addressing
\\ill be needed. In the event we later find a conflict between your with the City's addressing, you will be given
ample notice and regarding any changes. Your zip code is assigned by the U.S. Post Office and will not change
a result of annexation.

WHEREAS, the City of San Bernardino desires to initiate proceedings pursuant to
Cortese-Knox-Hertzberg Local Government Reorganization Act of2000 (Section 56000 et. Seq.
of the Government Code) for the reorganization of unincorporated territory generally located
north of Highland A venue, east of Golden A venue, more specifically shown on the attached map
as Exhibit "A" attached hereto and made a part hereof and as described in Exhibit "B" attached
hereto and made a part hereof; and
WHEREAS, said reorganization is to include annexation of said area to the City of San
Bernardino and detachment from certain County of San Bernardino Service Area(s); and
WHEREAS, the area proposed to be annexed is consistent with the Sphere ofInfluence
of the City of San Bernardino; and
WHEREAS, the reason for this proposed reorganization IS the elimination of
unincorporated areas consisting of 150 acres or less within the City of San Bernardino's Sphere
of Influence pursuant to Section 56375.3 of the Government Code.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. Application is hereby made to the Local Agency Formation Commission
of the County of San Bernardino to initiate proceedings for the reorganization of unincorporated
territory generally located north of Highland A venue, east of Golden Avenue, more specifically
shown and described in said Exhibit "A" and Exhibit "B".
SECTION 2. The Mayor of the City of San Bernardino is hereby directed and authorized
to execute, on behalf of said City, the justification for proposal,

City refuse service -- residents have option to retain existing service for five years from
annexation date. Current city rate is $19.86 per month for single family residence.
Residents will also have the option of paying an annual paramedic fee of $24.00 per
residence. Area will not be subject to the city's utility user tax.
3. Will the territory be relieved of any existing special taxes, assessments, district charges or
fees required by the agencies to be detached?
CSA 38L (county paramedic fee) will not be assessed after annexation. Current assessment
is $19.30 annually, per residence.
4. Provide a description of how the proposed change will assist the annexing agency in
achieving its fair share of regional housing needs as determined by SCAG.

For each item identified for a change in service provider, a narrative "Plan for Service"
(required by Government Code Section 56653) must be submitted. This plan shall, at a
minimum, respond to each of the following questions and be signed and certified by an official
of the annexing agency or agencies.
1. A description of the level and range of each service to be provided to the affected
territory .
2. An indication of when the service can be feasibly extended to the affected territory.
3. An identification of any improvement or upgrading of structures, roads, water or sewer
facilities, other infrastructure, or other conditions the affected agency would impose
upon the affected territory.
4. The estimated cost of extending the service and a description of how the service or
required improvements will be financed. A discussion of the sufficiency of revenues
for anticipated service extensions and operations is also required.
5. An indication of whether the annexing territory is, or will be, proposed for inclusion
within an existing or proposed improvement zone/district, redevelopment area,
assessment district, or community facilities district.
6. If retail water service is to be provided through this change, provide a description of
the timely availability of water for projected needs within the area based upon factors
identified in Government Code Section 65352.5 (as required by Government Code
Section 56668(k)).

PLAN FOR SERVICES
Reorganization of the City of San Bernardino to include the annexation of an
unicorporated territory generally north of Highland Avenue, east of Golden Avenue
DESCRIPTION OF SERVICES
. Fire Protection Services: This island is currently served by the City of San Bernardino Fire
Department pursuant to an agreement with the County of San Bernardino. The City will
continue to provide fire services for this area after annexation. The City currently has 12 fire
stations. The nearest fire station to this island is located at 1920 Del Rosa Avenue. In
addition to fire and paramedic services, City wide services include disaster preparedness and
emergency operations. No additional fees are charged for fire services.
. Police Protection Services: The island is presently served by the San Bernardino County
Sheriff. After annexation, police services will be provided by the City of San Bernardino
Police Department. The Department currently has approximately 453 personnel, including
222 patrol/traffic officers, 76 investigation officers and 35 vice & narcotics officers. The
department also offers "Crime Free" and other crime prevention services. No additional fees
are charged for routine services.
Based on analysis and research conducted by police personnel of crime statistics and calls for
service in the proposed annexed area, it appears that the addition of one full-time officer will
be needed to serve the proposed area while, at the same time, maintain the level of service for
the City of San Bernardino as currently provided by the Police Department. Attached is a
detailed memo from the Police Department addressing crime statistics and calls for service of
the proposed annexed area.
. Water & Sewer Services: Water delivery and sewage disposal is presently provided by the
East Valley Water District. East Valley Water will continue to provide these services after
annexation.
. Public Services/Refuse: Pursuant to City of San Bernardino policy, residents of a newly
annexed areas may continue to use their current refuse provider for a period of up to five
years after the date of annexation, or may have refuse services provided by the City anytime
prior to the five years. The current residential rate is $19.86 per month for once a week pick
up and includes the provision of three containers (normal, recycle-able and green waste).
Commercial rates vary depending on the type and frequency of pick up. Additional services,
such as old appliance pick up or special pick up for large and hard to handle items is
available for an additional fee. The City also has a comprehensive recycling program
including the collection of used oil and tires.
. Public Services/Streets: The street division provides monthly street sweeping,
street/sidewalk repair and street tree trimming. No additional fees are charged for these
services.

PLAN FOR SERVICES Cont.
. Development Services: The Development Services Department provides planning, building
and engineering services related to land development, including new development and
additions. The permit fees vary, depending on the type of development.
. The Public Works Division also provides services such as street rehabilitation and storm
drain installation! repair. These types of projects are normally part of the City's five year
Capital Improvement Program and funding is normally provided by either the general fund or
various transportation funds such as gas tax funds. The division also provides other services
that include street light maintenance, traffic signals and street signs and striping. No
additional fees are charged for these services.
. Code Compliance/Enforcement: Currently the City of San Bernardino has a staff of 28
personnel that administer code compliance services. These services include code compliance,
housing improvement, neighborhood revitalization and weed abatement. Abatement costs are
normally billed or assessed to the owners of property on which abatement activity occurs.
. Animal Control: Animal control services will be provided by the City of San Bernardino. No
additional fees will be charged for these services.
EFFECTIVE DATE OF SERVICES
. All City services will available to property owners and/or residences on the effective date of
annexation.
IMPOSITION OF INFRASTRUCTURE IMPROVEMENTS OR OTHER CONDITIONS
. The area is primarily developed; no immediate need for infrastructure improvements have
been noted. Streets within the islands will be included in the City-wide pavement
management program.
COST OF EXTENSION OF SERVICES
. Basic City services, as outlined above, will be extended to this island at no additional costs
other than as indicated above. These services are paid for through the general fund, or other
sources, and will be provided with current staffing levels, except as noted.
IMPROVEMENT ZONES/DISTRICTS; ASSESSMENT DISTRICTS
. The island does not fall within any Redevelopment Project Areas or Inland Valley
Development Agency's Project Areas. There are currently no assessment districts or
community facilities districts affecting this island.

INTRODUCTION
This report clarifies specific details regarding annexation parcel 6, more accurately
defined as the SBSD Reporting District # SB040 or SBPD reporting District 5050. This is
the area generally south of Citrus, East of Golden, West of Del Rosa and north of23rd.
General Review
The reporting district is mostly residential, mixing single family homes and apartment
complexes. A small part of the reporting district has commerciaVretail businesses. The
single-family homes are well-maintained older middle class homes primarily in south end
of the RD. The north end ofRD has mostly high-density apartments and limited
commercial along Del Rosa. There is evidence of moderate to high code enforcement
issues including trash, weeds, problem vehicles plus heavy evidence of graffiti. These
issues appear to be centered in the vicinity of the high-density housing.
The primary residential type appears to be high density, lower income apartment units
with approximately 37. They are located predominantly on Pumalo (13), Conejo (12) and
Date (8). The number of units per apartment building is not known. The only
commercial/retail section is along Del Rosa and it consists of older, service-oriented
businesses such as convenience stores, gas stations and fast food restaurants. There is one
elementary school (Hunt), one assisted living facility and one children's day care in the
reporting district. .
Based on estimates from the most recent census and maps prepared by GIS, the
population for the Eastern District is about 40, 000. Population for RD SB040 area is
about 2, 476. Assuming an "accelerator" of 5%, the District population without the
annexation is about 42, 036. Applying the "accelerator" to the annexation land increases
the population to about 2, 600. Assuming this land will result in an Eastern District
population of about 44, 636.
Crime Review ,
The crime review considered the level of parolees, sex registrants, probationers, raw call
for service data and raw Part I crime data. Using the information received the geographic

location concentration for these factors was determined. As a comparison similar data
from the surrounding City of San Bernardino reporting districts 2300,2290,2295 and
2280 is provided as well. The analysis considered all of 2004 and year to date 2005
information. The Sheriffs Department provided data for January I-May 31,2005. San
Bernardino City Police data was compiled through June 2005.
Parolee Population
There are 33 parolees listed in RD SB040 with 32 active, 1 parolee at large and no
revocations. The five dominant "controlling offenses" are CVC 10851 (grand theft auto),
PC 496 (possession of stolen property) and PC 245 (ADW), PC 666 (theft with priors)
and PC 12021 (felon with a firearm). The geographic concentration is in the 1200-1500 E
Date Street (16) and 1400-1500 E. Pumalo (8).
The surrounding City RDs show an average of 18 parolees per RD with the highest in RD
2295 (35) and the low at RD 2290 (8). The cumulative five dominant controlling offenses
for the four RDs are for PC 496, H&S 11350 (possession for sales), and for PC 212.5
(residential robbery), PC 273.5 (spousal abuse) and PC 245. The geographic
concentrations appear to be in RD 2295 at 1300 E. Lynwood (11), 2900 N mountain (9)
and in RD 2300 at 1700 E Date (8). This number for 1700 E. Date is probably inaccurate
because of recent evictions, code enforcement action and directed law enforcement in the
apartments at that address.

Probation Population
Probation populations could not determined for the City of San Bernardino due to
collection and retrieval problems with the County probation Department. While we were
able to obtain some data for SBSD RD 5050, we could not determine controlling
offenses, felony or misdemeanor probation, or other particulars.
There are 60 probationers in RD 5050. The geographic concentration is in the 1-400-1500
E. Date (23). .
Sex Registrants
There are 6 registered sex offenders in RD SB040 and all are classified as "serious". The
geographic concentration is in the 1400 Blk E. Date (4). There are no "high risk"
offenders listed.
Comparatively, the City averages 3 registrants per RD with the highest number in RD
2300 (7) with 6 classified as "serious" and 1 as "regular". RD 2295 has 5 with 4 being
"serious" and 1 "regular". The concentration is in RD 2295 in the 1200-1400 E. Lynwood
with 4. There are no "high risk" offenders listed. .

Call for Service Data
There were 2,10 I calls for service in 2004 and 915 year to date in 2005 in RD SB040.
The top five calls for service types are listed below. The primary caB type, "No RMS
Code" requires further inquiry to determine exactly what the content of this means.
The dominant CFS type is PC 415 with 343 in 2004 and 118 year to date. The top CFS
location is the 1400 Blk E. Date with 774 CFS in 2004 and 279 year to date. A
consolidation of the top five CFS types and locations is attached for review.
Total 2004 caBs for service for all four City RDs was about 6, 632. This averages to
about 1,658 CFS per RD. It appears the dominant CFS type is 911 hang-ups, traffic
stops, and 415 type calls. RD 2290, closer to SB040 shows concentrations of CFS in the
areas Highland and Del Rosa, 1275 E. Date and 1522 E. Highland.
Given these concentrations it is apparent that those people who reside in RDSB040 and
may be involved in criminal activity will often conduct that activity in the surrounding
City RDs. This effect is probably realized most often in the CFS the City manages in the
1500 Blk. E. Highland, Highland and Del Rosa and the 1200 Blk. E. Date. Some of the
more distant RDs also reflect this probability, particularly the Target center at. 2380 N.
Sterling where this is a top location for RD 2300.

Part 1 Crime Data
In reviewing the Part 1 crime data the dominant Part 1 crimes are similar for all RDs and
are consistent with trends in law enforcement in general. The highest number of offenses
committed are in property crimes such as burglary, larceny and GT A. With respect to
violent crime, aggravated assaults and robberies appear to be the dominant crimes.
In addition to the raw Part 1 crime data there is a comparison as to where the Part 1
crimes appear to be most prevalent For detailed Part I Crime information see attached
reports. Below are graphs depicting some Part 1 Crime statistics comparisons. The SBSD
information is for lan-May, 2005. SBPD information is from lan-lune, 2005.

Anticipated Workload Impact
Based on the expected population and crime data we can anticipate a significant increase
in workload ifRDSB040 is annexed. Below is the workload increase estimate, based on
2004 data provided in earlier SBSD reports and included in earlier memos.

This graph does include the average including RD 2280. This additional Rd actually
reduces the average to about 1, 600 CFS. Given these numbers it is apparent the City
efforts in the surrounding RDs are more efficient and effective.
Based on the crime data obtained and the statistics for parole, probation and sex
registrants, the center of workload is found in the 1200-1500 Blk. E. Date. This is closely
followed by the area of 1400-1500 E. Pumalo. It is not surprising to see that these higher
crime concentrations are also location of high-density housing/apartments. It is also not
surprising that this demographic mirrors the crime data concentrations found in the City
RDs; the highest levels are centered around apartment complexes.
It would appear that despite lower calls for service, the SBPD enjoys higher production
on average. This can be attributed to our beat plan, proactive work of the beat officers,
District Command influence as well as the various special projects the department
engages in the surrounding RD's. With annexation, RD SB040 would be routinely
included in these operations and the respective numbers would invariably increase.
RD SB040 is located within the Eastern District, beat 3. Beat 3 is the smallest Eastern
District beat in geographic terms which translates to a higher concentration of activity in
that area. The inclusion ofthis RD will certainly disrupt the balance used to determine
beat boundaries and staffing. Adjustments to the beats and certainly personnel increases
will be needed to accommodate this workload.
Very rough estimates of the call for service per officer ratio indicates that per shift the
average officer handles about 14 call for service. Officers average about 180 shifts per
year. The results in the average call for service load per officer being about 2, 520 calls
for service per year. The annexation of the reporting district will increase this workload
by about 2, 095 CFS based on the latest 2004 data. This is nearly one full officer
workload for one year. It will certainly place an imbalance in the beat structure of the
Eastern District.

Summary
The annexation ofRD SB040 will result in an increase in calls for service, Part 1 crimes
and certainly will impact enforcement requirements for other City agencies such as Code
Enforcement and Fire. The level of CFS and Part 1 crimes is consistent with those found
in the surrounding City reporting Districts. It is probable and reasonable to assume that
many of the CFS found in all RDs are a result of criminal activity from RD SB040 and
vice versa. The statistics bear out the premise that as the primary law enforcement agency
having the ability to impact crime and persons involved in crime in RD SB040 will, in
the long term, have a positive effect in the surrounding RDs and City in general.
That being explained, there will be significant costs and effects in assuming this
community. The balancing of beat boundaries and assignments, call for service load,
District configurations, crime statistics reporting all are impacted. The level of Part I
crimes reported to the FBI and DOl will increase and this negative number must be
understood. The level of personnel providing that service cannot remain at current levels
and workload studies are needed to determine the exact adjustments necessary for District
Command configuration, beat boundaries number of personnel required.
Still, annexation will most likely provide improved continuity of service to the
community and will improve the ability of the Police Department to reduce crime by
proactively working current county areas that contribute to crime rates in the city.
