J D 05' " I Agenda Item No. -If} 3 ~v " 1 C' LR (}U1 let {) )I/()/()~ CITY OF SAN BERNARDINO REQUEST FOR COUNCIL ACTION Staff Report Subiect: Resolution awarding a contract to C-18, Inc, for Annual Traffic Striping & Pavement Marking Maintenance Services, per Project No. 11329. Back!!:round: On August 16, 2004, the Mayor and Common Council approved the FY 2004/05 Budget, allocating $353,000 for maintenance striping and pavement marking and signage. The amount of funds currently available for maintenance striping and pavement marking is $300,000. On September 7, 2004, the Mayor and Common Council approved the FY 2004/05 Capital Improvement Program (CIP), which included various projects for maintenance and rehabilitation of streets. This work is currently being performed by the Public Services Department, and it is proposed that re-striping of rehabilitated streets will be a part of the work involved in this contract. This contract work will consist of the following: I. Traffic striping and pavement markings maintenance citywide (re-striping). 2. Traffic striping and pavement markings as part of the pavement overlay and traffic signal projects identified in the 200412005 CIP. 3. Removal of faded or conflicting striping. The purpose of this project is to maintain proper striping and pavement markings on City streets. The Specifications for this project was completed and advertised locally in the San Bernardino County Sun Newspaper, F. W. Dodge, Construction Data Hot Sheet, Reed Construction Data and Bid America, Construction Bid Source, the City's web sites, and with the San Bernardino Area Chamber of Commerce. Bids were received and the results are listed below: Name of Bidder City Amount of Basic Bid C-18, Inc. Beaumont $ 493,124.00 Traffic Operations, Inc. West Covina $ 611,400.00 Chrisp Company Fremont $ 657,650.00 Based on review of the sealed competitive bids received, staff has determined that C-18, Inc. of Beaumont, the apparent low bidder, has met the minimum requirements of the specifications and bid guidelines; and therefore, recommends that the Mayor and Common Council award the referenced contract to C-18, Inc. References checks have been conducted on C-18, Inc. and all reported that this contractor does acceptable work. CITY OF SAN BERNARDINO REQUEST FOR COUNCIL ACTION Staff Report (Continued) The estimated project costs are as follows: Construction Cost (basic bid) $ 493,124.00 Inspection and Contract Administration $ 7,576.00 Contingencies $ 9,300.00 Estimated Total Project Cost $ 510,000.00 If approved, this project is expected to begin work in February 2005. The contract will remain valid for a period of one year with an option for renewal up to four years in one-year increments. Based on the available funding of $300,000 per year for maintenance of striping, pavement markings and curb painting, the City will be able to restore existing striping, pavement markings and curb painting citywide on a 3-year cycle. For school areas and Downtown, it is proposed to restore all striping, pavement markings, and curb painting once each year before the Route 66 event and before school opening. The Public Services Department and Development Services Department are in the process of developing a re- striping plan to meet the above goals. C-18, Inc. will also be used to restore striping and pavement markings for streets that are rehabilitated under the Capital Improvement Program. The cost of this striping and pavement marking restoration will be charged to the CIP account number for the respective pavement restoration project. The quantities of striping, pavement markings and curb painting to be done under terms of this contract have been estimated based on previous records. The amount of work can be increased or decreased by up to 25% without amendment to the contract. Financial Impact: Funds for the routine maintenance of striping, pavement markings and curb painting are available in the FY 2004/2005 Public Services Maintenance Striping Budget in Account No. 001-402-5505-0000 ($300,000). The additional funds ($210,000) are available through each individual project and cost of services will be charged against the particular Capital Improvement Project's budget through the work order number. BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1. C-18, Inc., at 330 E. 3'd Street, Beaumont, CA 92223, is the lowest responsible bidder for Annual Citywide Traffic Striping & Pavement Marking Maintenance Services, per Project No. 11329. A contract is awarded accordingly to said bidder in a total amount of $493,124.00, with a contingency amount of $9,300.00, but such award shall be effective only upon being fully executed by both parties. All other bids, therefore, are hereby rejected. The Mayor is hereby authorized and directed to execute said contract on behalf of the City; a copy of the contract is on file in the office of the City Clerk and incorporated herein by reference as fully as though set forth at length. SECTION 2. This contract and any amendment or modifications thereto shall not take effect or become operative until fully signed and executed by the parties and no party shall be obligated hereunder until the time of such full execution. No oral agreements, amendments, modifications or waivers are intended or authorized and shall not be implied from any act or course of conduct of any party. SECTION 3. This resolution is rescinded, if the parties to the contract fail to execute it within sixty (60) days of passage of the resolution.
