Description) Finance: Council Notes: Agenda Item No. ~c;, /d/~%(1 CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION Staff Report Subiect: Reorganization of the Code Compliance Division. Backl!round: The Code Compliance Division was created in December 1996. At that time, employees were reassigned from other departments to consolidate functions related to improving the appearance of properties (blight reduction). Employees were transferred from other positions within the City to fill Code Compliance Officer positions. This created several organizational challenges. Reorganization of the department in January 1999 helped to clear up these issues and assisted in recruiting and retaining quality employees. To improve daily operations and better utilize the skills of current staff members a plan was discussed and approved in concept by the Mayor and Common Council during the FY 2004-05 budget process. The position ofField Operations Manager was deleted and the creation of the Supervising Code Compliance Officer classification was going to be established to address the field supervision needs of the division. This resulted in a $45,000 savings to the City. This agenda item will finalize the reorganization. Reclassify One (1) Administrative Technician Position to Code Compliance Officer II This reclassification would provide an additional field officer while retaining the computer skills of the existing staff member in the department. The Administrative Operations Technician position is an information systems position necessary to manage the current database and complaint-tracking program. With the help of grant funds, the department was able to purchase laptops (field tough books) with wireless capabilities and compatible software. The new laptops and software will not require the same computer-related staffing as was once required for the department. The reclassification of the Administrative Technician position to Code Compliance Officer II will benefit department operations. Establish Five (5) Supervising Code Compliance Officer Positions In order to retain Senior Code Officers and offer opportunities for professional growth, we are recommending the new classification of Supervising Code Compliance Officer be created. The position of Supervising Code Compliance Officer will be promotional, only to be filled by an existing Senior Code Compliance Officer; no additional staff will be hired. To qualify for the supervisor position, an employee would be required to receive advanced certification from the state, demonstrate management skills, and serve as a Senior Code Compliance Officer for a minimum of two (2) years. Currently, the department has five (5) Senior Code Compliance Officer positions that serve as senior officers both in the field and office. This new position would include the senior officer responsibilities, as well as additional department management responsibilities, including hearing and community liaison, and overall field supervision. When a senior officer is promoted to a supervisor, no vacancy is created. The cost for the Supervising Code Compliance Officer will vary based on the number of employees who qualify for the position. The Department has one (1) employee who is eligible at this time. Employees who qualify for the Supervising Code Compliance Officer position will receive a minimum salary increase of 5% to move into the new classification. The annual increase for each employee is approximately $3,100. The maximum cost would be $18,600 for all five (5) Supervising Code Compliance Officers and the reclassification to the Code Compliance Officer II. $39,600 was included in the current budget to accommodate these increases. Funding for the reorganization of the Code Compliance positions was approved with the adoption of the FY 2004-05 budget. Recommendation: 1. Reclassify the position of Administrative Operations Technician, Range 1371, $2824 to $3433 per month, to the position of Code Compliance Officer (II), Range 1407, $3380 to $4108 per month. 2. SUMMARY DESCRIPTION Under direction, assists with the coordination of the City's code enforcement activities; performs the more complex office duties and has city-wide responsibility for assigned administrative functions, responsible for field duties associated with the interpretation, application and enforcement of municipal and other related codes, including zoning, land use, vehicle abatement, housing, building, litter, sanitation and other public nuisance code provisions; responsibility for community outreach, coordinates and provides training, supervision and evaluation of code enforcement and clerical personnel; and performs related work as assigned. ORGANIZATIONAL RELA TIONSmpS The class of Supervising Code Compliance Officer is a working supervisory position in the Middle Management unit in the code compliance series. Supervision is received from the Director of Code Compliance. Directs and coordinates the daily activity of inspection personnel. REPRESENT A TIVE DUTIES The following duties are typical for positions in this classification. Any single position may not perform all of these duties and/or may perform similar related duties not listed here: I. Provides courteous and expeditious customer service to the general public and City department staffs. 2. Performs the more complex office and field duties associated with the interpretation, application and enforcement of municipal and other related codes, including zoning, land use, vehicle abatement, housing, building, litter, sanitation and other public nuisance code provisions. 3. Assists with the scheduling of workloads and provides supervision, training, evaluation and technical assistance to code enforcement and clerical personnel; trains assigned employees in their areas of work including proper work methods, procedures and techniques. 4. Ensures compliance with City codes and ordinances which pertain to such areas as nuisance, zoning, weed control, vehicle abatement, substandard housing, health and sanitation; receives and investigates complaints, and surveys the City for possible code and ordinance violations; explains ordinances to citizens and works with citizens to gain voluntary compliance to applicable codes and ordinances. 5. Inspects dwellings, buildings, vacant lots, businesses and commercial properties for violations of applicable City ordinances and codes; prepares reports and letters regarding related ordinance and code violations; reviews title reports to ascertain property ownership to insure due process; maintains logs and applicable records. 6. Issues, when required, citations and directives to offending parties outlining or describing steps for compliance; requests assistance from other departments and outside agencies as necessary; seeks when required prosecution through the Municipal Court system; coordinates with the City Attorney; assists with complaint preparation; appears at arraignments; provides court testimony as needed. 7. Requires two years experience as Senior Code Compliance Officer with the City of San Bernardino. Requires certification by ICBO as a Building Inspector or AACE as a Housing Inspector. Experience in building construction preferred. Successful completion of the PC 832 course is required. License or Certificate: Possession of a valid Class "C" California Driver's License is required.
