BACKGROUND The Police Department has participated in several California Seat Belt Compliance Campaigns in the past, the latest of those grants being in September of 2004. On March 16, 2004, Resolution #2004-84 was adopted, ratifying submittal of a grant application to the Office of Traffic Safety for the California Seat Belt Compliance Campaign mini grant. The amount approved was $67,944. The State of California Office of Traffic Safety (OTS) awarded the funds for a seat belt awareness national campaign. This was a two-part program, which used a law enforcement zero tolerance for seat belt violations. The focus of this campaign was on occupant safety. City residents were notified of this campaign via inserts in their monthly water bills prior to the start of the program. It should be noted that the flyers were printed in multi languages to reach English and non-English speaking residents alike. Prior to and immediately following the campaign dates, a blind survey of compliance was required to be completed. This entailed an officer (in an unmarked unit) monitoring a state identified location for compliance levels. In August 2004 our pre-event compliance was 91 %, post-event was 94%. During this campaign over 700 citations were issued throughout the city. On September 20,2004 the Office of Traffic Safety sent the Police Department a notice that they are currently awarding local law enforcement agencies funds through a mini grant for increased seat belt enforcement. The mini grant is for overtime and reporting costs related to increased enforcement, during a three-week long period known as the California Seat Belt Compliance Campaign (SCBCC). The mobilization period is May 16, 2005 through June 5, 2005. The CSBCC goal is to increase seat belt use statewide to 94% in 2005 through the combined efforts of the California Highway Patrol (CHP), OTS, and local law enforcement. The strategy is to focus public information and enforcement on persons who fail to use their seat belts. OTS will coordinate the public information element of the campaign for one week prior to and during the mobilization periods. Local law enforcement responsible for enforcement actions only. After careful consideration of balancing resources with needs, a deployment plan was developed for the mobilization period consisting of one sergeant and five police officers. The total amount of overtime dedicated to this program would be approximately $49,523. There is no matching fund requirement. Grant application is due on 12-3-04. FINANCIAL IMPACT There is no financial impact on the City's General Fund.
