Background: On January 5, 2004 the Mayor and Common Council approved Resolution No. 2004-2, endorsing a grant application under the Mobile Source Air Pollution Reduction Review Committee by 2003/04 Local Government Match Program. The purpose of this grant is to provide funds to local jurisdictions to assist in the purchase of alternative fuel vehicles. The MSRC Local Government Match Program has a maximum allowable amount of $10,000 per vehicle. The Mayor and Common Council adopted Resolution 2004-203 on June 21, 2004 authorizing the purchase of eight CNG vehicles from Wondries Automotive through the MSRC Local Government Match Program, replacing vehicles which were on the approved FY2003/2004 vehicle replacement list. The Fleet Division staff has identified four vehicles that meet the City's criteria for replacement, which are on the approved FY2004/2005 vehicle replacement list. *As part of an on-going process of replacing worn out and higher maintenance cost City vehicles, the Fleet Division hand-picked and identified light duty vehicles that were at least seven years old, that had at least 100,000 miles or were known to have major mechanical problems that necessitated replacement. As stated in the attached AQMD contract Exhibit 1, 16. Scrapping of Old Vehicles, "Any AB2766 Discretionary Fund project for the purchase of new clean fuel vehicles shall be required to scrap older, polluting vehicles which would be removed or retired from service". Therefore, the vehicles to be replaced will be retired and placed in surplus for auction. Purchase of the vehicles will be through Wondries Automotive of Alhambra, California as they specialize in and are a certified alternative fuel dealer for various brands of AF- vehicles. They approached the Fleet staff about having their full-time grant writer prepare this grant at no cost. There are no Ford dealers in the City of San Bernardino that are certified to sell CNG vehicles. Upon approval of this request, three (3) SULEV rated F-150 Ford CNG Pick-Up trucks and one (1) SULEV rated GM 2500 CNG pick-up will be used to replace the following vehicles: Assianed PSI Fleet PS/Fleet Parks/Rec PS/Streets Year 1989 1988 1980 1995 Veh# 397 398 712 415 Make/Model Ford F250 Pick Up Ford F250 Pick Up Chevy 2500 Pick Up Ford F150 Pick Up Mileaae 149,072 98,860 110,547 47,453 Condition Reolaced With *Econ burden Ford F150 PU *Econ burden Ford F150 PU *Econ burden GM 2500 PU Inoperable Ford F150 PU Ford Motor Company has discontinued the manufacture of the 'Super Ultra-low Emission Vehicles' (SULEV) F-150 CNG pick-up for 2005. Wondries Automotive has both the F-150 and the GM 2500 in stock at this time. Due to the specialized nature of alternative fueled vehicles, Fleet staff has found it necessary to purchase these four (4) vehicles from Wondries Automotive prior to this grant being approved to comply with the South Coast Air Quality Management District Rule 1191, and to be assured of delivery. This grant application was reviewed by the Special Grants Ad Hoc Committee on October 26, 2004. A resolution must be included in the grant application, but due to time constraints the application had to be submitted to the MSRC by September 24, 2004. The MSRC Contract Administrator has been notified that if approved, a Council Resolution will be forwarded with notice of award. Financial Impact: The total cost for all four (4) vehicles is $115,635.30. Grant funds would provide a $10,000 reimbursement for each vehicle, for a total of $40,000 in grant funds. The remaining funding will come from Account No. 635-341-5701 Motor Vehicles. BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1. That the Mayor and Common Council adopted Resolution 2004-_ endorsing application under the Mobile Source Air Pollution Reduction Review Committee by 2003/2004 Local Government Match Program. SECTION 2. That Wondries Ford has offered a negotiated purchase of four (4) CNG vehicles for various Divisions/Departments. SECTION 3. The Purchase Order shall reference this Resolution No.2004-_ 14 and shall read. "P.O. No. , not to exceed $115,635.30 for four (4) 15 16 17 18 19 20 21 22 23 24 I 25 CNG alternative fuel vehicles" and shall incorporate the terms and conditions of the purchase order, which is on file in the City Clerk's Office. SECTION 4.
