Description) Finance: Council Notes: RG-~ ~2~4- 35'8 Agenda Item No. -19..--- 111/5'/0'1 STAFF REPORT Subiect: Resolution of the Mayor and Common Council of the City of San Bernardino encouraging policies and practices that support and foster the development of sustainable communities Backl!round: The concept of a "sustainable community" has been defined as follows: "Sustainable communities are those communities which support the dignity of families and individuals and in which the quality of life is renewed and enhanced within the context of responsible environmental practice through collective decision-making and action. Sustainable communities depend upon the existence of a social infrastructure which provides for the basic needs of shelter, jobs/income, health, education and social support. " Preliminary definition by working group of the President's Council on Sustainable Development The Institute for Sustainable Communities has identified key elements that make up a sustainable community: Ecological Integrity - Satisfaction of basic human needs for clean air and water; protection and enhancement oflocal ecosystems; conservation of water, land, and energy, including reduction and recycling of waste; minimizing pollution emissions Economic Security - A diverse and financially viable economic base; reinvestment of resources in the local economy; meaningful employment opportunities for all citizens; provision of job training and education to help the workforce adjust to local needs Empowerment and Responsibility - Equal opportunity for all individuals to participate in and influence decisions that affect their lives; adequate access to public information; a viable nongovernment sector; an atmosphere of respect and tolerance for diverse viewpoints, beliefs, and values; encourages individuals of all backgrounds to take responsibility based upon a shared vision; political stability; does not compromise the sustainability of other communities Social Well-Being - A reliable food supply that optImIzes local production; adequate health services, safe and healthy housing, and a high quality education for all members of the community; maintains a place that is safe from crime and aggression; fosters a community spirit that creates a sense of belonging, a sense of place, and a sense of self-worth; stimulation of creative expression through the arts; protection and enhancement of public spaces and historic resources The U.S. Conference of Mayors has encouraged its members to pursue policies and practices that support and foster the development of sustainable communities. Here in San Bernardino, we are already acting to promote this concept in a number of ways, several of which are noted below: . Our recent "Promoting the American Dream" event brought together community representatives to evaluate ways to make the American Dream more accessible to all our residents . Our General Plan update will incorporate many key values from the concept of sustainable communities, including the promotion of mixed-use development adaptive reuse, transit-oriented development, and other creative land uses that reduce sprawl and encourage the use of transit . Our fleet operations incorporate the use of alternative fuels, and will soon be constructing a CNG fueling facility to further facilitate the use of these vehicles and has recently been certified by the State of California as a Green Shop. . Our recycling program and environmental staff have been successful at diverting nearly 50% of the City's waste stream from local landfills while developing educational outreach programs to the local schools to promote environmental stewardship through the City's Blight Buster Program . The City recently began participating in the Energy Coalition program to improve energy conservation in low and moderate housing stock. . The creative arts in San Bernardino continue to flourish, supported by a significant financial commitment by the Mayor and Council . The City's active neighborhood associations, neighborhood watch groups, Chamber of Commerce, service clubs, and other organizations make up an involved and active nongovernment sector As local leaders, it is important that we express our continued support for sustainable communities concepts. Financial Impact: None Recommendation: Adopt resolution. 15 16 17 18 19 20 21 22 23 24 25 26 27 28 1 2 3 4 5 6 7 8 9 10 11 12 RES@~--'1f RESOL"CTIO:\' OF THE MAYOR Al\'D CO:\E\IO:\' COCl\'CIL OF THE CITY OF SA:\' BER~ARDI:\'O E:\'COeRAGI:\'G POLICIES Al\'D PR~CTICES THAT Sl:PPORT A:\'D FOSTER THE DEVELOPMENT OF SUSTAINABLE CO:\1:\lCNITIES WHEREAS, the World Commission on Environment and Development defines sustainable development as "development that meets the needs of the present without compromising the ability of future generations to meet their own needs"; and WHEREAS, sustainable development integrates the principles of economIc development, environmental protection, social equity, and education; and WHEREAS, a sustainable community seeks to improve public health and a better quality of life for all its residents by limiting waste, preventing pollution, maximizing conservation, promoting efficiency, and developing local resources to revitalize the local economy; and WHEREAS, elements that make up a sustainable community include the following: 13 · Establishing open spaces and zones in order to maintain adequate recreation space for residents; 14 · Promoting mixed-use development in areas where low to zero polluting transportation modes like mass transit, pedestrian and bicycling are easily accessible; · Operating municipal fleets that use clean-burning fuels; · Establishing procurement practices to encourage the purchase of reusable or recycled products; . Maintaining housing stock that meets diverse income levels; · Encouraging locally-owned businesses, including minority and women-owned businesses; and . The Mayor and Common Council of San Bernardino encourage policies, programs. and resources that promote the concepts and principles of sustainable communities. SECTION 2.
