Synopsis of Previous Council Action:
On September 6,2005, the Mayor and Common Council adopted Resolution No. 2005-312, a Resoiution
amending Resolution No. 6413, Sections Ten & Thirteen, entitled in part a Resolution establishing a basic
compensation plan. . . (General & Part-Time)
On July 21,2005, the Mayor and Common Council adopted Resolution No. 2005-243, a Resolution
amending Resolution No. 6413, Section Twelve, entitled in part a Resolution establishing a basic
compensation plan. . . (Management/Confidential & Unclassified)
On January 27, 2005, the Mayor and Common Council adopted Resolution No. 2005-17, a Resolution
amending Resolution No. 6413, Section Eleven, entitled in part a Resolution establishing a basic
compensation plan. . . (Mid-Management)

Staff Report
Subject:
Resolution of the City of San Bernardino amending Resolution No. 6413, Sections Ten, Eleven,
Twelve & Fourteen entitled in part "A Resolution. . . establishing a basic compensation plan
. . ."; by updating information codifying prior council actions (General, Mid-Management and
Confidential & Management Units).
Backl!round:
On July 18, 2005, the Mayor and Common Council adopted Resolution No. 2005-242, a
Resolution establishing a Management and Confidential employee compensation and benefits
plan. . . The benefits plan includes a five percent (5%) salary range adjustment that moves the
entire pay scale upward by 5%, effective January 1, 2006. Each employee will be placed in the
new range at the step closest to their current pay. Actual salary increases will be given based on
merit during the year.
On April 5, 2005, the Mayor and Common Council adopted Resolution No. 2005-75, a
Resolution implementing a Memorandum of Understanding between the City and employees in
the Geueral Bargaining Unit. The benefits package includes a wage increase of (1) a one-and-
one-half percent (1.5%) Cost-of-Living Adjustment (COLA), effective April 1,2005 and (2) a
one percent (I %) COLA, effective January 1,2006.
On January 24,2005, the Mayor and Common Council adopted Resolution No. 2005-16, a
Resolution implementing an MOU between the City and employees in the Middle Management
bargaining unit. The benefits package includes a wage increase of (1) one-and-one-half percent
(1.5%) COLA, effective January 1,2005, and (2) a one percent (1 %) COLA, effective January
1,2006.
The requested action is to update the salary resolutions to include the above salary increases and
range adjustments.
Financial Impact:
There is no additional financial impact to update the respective salary resolutions. The costs of
the above salary increases have already been factored into the FY 05-06 budget.
Recommendation:
Adopt Resolution.
