Synopsis of Previous Council Action:
June 9, 2004: The Mayor and Common Council approved a contract with the County of San
Bernardino for HeadStart services, to include a cost-of-living allowance for current
HeadStartJPreschool positions effective September I, 2004.
September 27, 2004: The Personnel Committee recommended this item for approval.
Recommended Motion:
. Approve salary increases for the following HeadStartJPreschool positions, effective
September I, 2004: TeacherIDirector from $16.33 to $16.87; Teacher from $14.19 to $14.46;
Teacher Aide from $9.62 to $9.81; Typist Clerk (HeadStart) from $9.99 to $10.19.
. Direct Human Resources Department to update Resolution 6413, Section 13.

Salary Increases - HeadStartlPreschool positions
BACKGROUND
The Parks, Recreation and Community Services Department has provided a HeadStart Program
at Delmann Heights Community Center since 1978 with a grant through the San Bernardino
County Preschool Services Department. This program currently accommodates 30 morning and
30 afternoon preschoolers, ages 3-5 and runs September through June. The grant for school year
2004-05 was effective on September 1, 2004 and includes a cost of living increase in pay rates
for the following positions.

Teacher $ 14.19/hour $ 14.46/hour
Teacher's Aide $9.62/hour $9.81/hour
Typist Clerk (HeadStart) $9.99/hour $10. 19/hour
Custodial Aide $8. 19/hour $8.32/hour
The grant allocated $3,876 for COLA increases for FY 2004-05. (See attached COLA budget
amendment.)
FINANCIAL IMPACT
The grant has authorized an additional $3,876 to fund the proposed COLA increases for FY
2004-05. This is a federally funded program and there will be no grant match. It is requested that
the proposed pay rates are retroactive to September 1,2004.
RECOMMENDATION
. Approve salary increases for the following HeadStartlPreschool positions, effective
September 1,2004: TeacherIDirector from $16.33 to $16.87; Teacher from $14.19 to $14.46;
Teacher Aide from $9.62 to $9.81; Typist Clerk (HeadStart) from $9.99 to $10.19.
