Staff Report
Subject:
A resolution ratifying submittal of a grant application for the Mobil Source Reduction
Committee (MSRC) Diesel Exhaust After-Treatment Retrofit Program.
Background:
Fleet staff have identified a South Coast Air Quality Management District, Mobile
Source Air Pollution Reduction Review Committee (MSRC) program that will allow the
City of San Bernardino participation in the MSRC Diesel Exhaust After-Treatment
Retrofit Program. This MSRC Program offers to fund 100% of the cost of purchasing
and installation of Califomia Air Resources Board (CARB) - verified diesel filter, up to a
maximum of $8,500 per vehicle.
Applicants for this program must demonstrate that the proposed deployment of diesel
exhaust retrofit devices is "beyond" mandated obligations and not required by, or in
fulfillment of, any local state, or federal law, rule, or regulation. On September 7, 2004
the Mayor and Common Council approved Resolution 2004-281 authorizing a purchase
order to Filter Supply Company for furnishing and installation of particulate traps on
eight (8) Refuse trucks to meet the quota of 10% of the City's fleet of 1988 to 2002
engine models. The City of San Bernardino is currently installing DPFs on the required
ten percent of its fleet by December 31,2004.
This Grant application (Exhibit I) includes a request for Refuse vehicle retrofit funding
totaling $144,215.64 for eighteen (18) trucks in preparation for meeting the newly
adopted CARB Diesel Particulate Matter Control Measures. These additional eighteen
units will be "Above and Beyond" the CARB requirement.
Funds totaling $1,000,000 have been allocated for this program and are available on a
first-come, first-served basis, commencing September 24, 2004 through October 6,
2004 or at such time as all available program funds have been expended.
Financial Impact:
No cost to the City.
Recommendation:
Adopt resolution.

The Public Services Department is requesting authorization to submit the attached grant application for
the Mobil Source Reduction Committee (MSRC) Diesel Exhaust After-Treatment Retrofit Program.
The purpose of this grant is designed to encourage owners of qualifying on-road and off-road heavy-duty
diesel-fueled vehicles to retrofit their engines with a diesel particulate filter after-treatment device. The
MSRC Program offers to fund 100% of the cost of purchasing and installation of California Air
Resources Board (CARB)-verified diesel filter, up to a maximum of $8,500 per vehicle.
This application includes a request for Refuse vehicle retrofit funding totaling $144,215.64 for eighteen

THE MOBIL SOURCE REDUCTION COMMITTEE (MSRC) DIESEL EXHAUST
AFTER-TREATMENT RETROFIT PROGRAM.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. That the Air Quality Management District provides funds to
owners of qualifying on-road and off-road heavy-duty diesel-fueled vehicles for the
Mobil Source Air Pollution Reduction Committee (MSRC) Diesel Exhaust After-
treatment Retrofit Program.
SECTION 2. That the Mayor and Common Council of the City of San
Bernardino ratifies the submittal of an application to the South Coast Air Quality
Management District to participate in the MSRC Diesel Exhaust After-Treatment
Program (attached hereto as Exhibit I).
SECTION 3. The Mayor of the City of San Bernardino, or her designee, is
hereby authorized to execute in the name of the City of San Bernardino all necessary
contracts, payment requests, agreements, and amendments hereto for the purposes
of securing grant funds to implement and carry out the purposes specified in the grant
application of this resolution.
