Subject:
Resolution ratifying the submittal of a grant application to develop and provide a training and
education program for a transit planning professional or student intern in transit planning.
Background:
Transit Professionals Development Grants (through FTA) fund the training of transit planning
professionals and student internships. Projects are to be performed jointly with Southern
California Associated Governments (SCAG). SCAG (as the applicant) will receive 10% of
project funds for project administration and the City of San Bernardino will receive 90% of
project funds. The City will request $45,000 for FY 2005/2006 to develop and provide a training
and education program for a transit planning professional or student intern in transit planning.
The City will match 11.47% ($5,830) using in-kind contributions (employee time dedicated to
project).
The project will result in the training and development of a transit planning professional or
student intern at the City of San Bernardino. The training and educational program will entail
involving the transit professional or student intern in a rotation program where they gain
experience in the various sections of Land Development and Planning. This grant will provide a
structured learning experience for the transit professionals or student intern. The grant
application was due to SCAG by September 6, 2004. The attached documents provide
background information on the grant and the grant application.
Financial Impact:
The City will request $45,000 for FY 2005/2006 to develop and provide a training and education
program for a transit planning professional or student intern in transit planning. The City will

Transit Professionals Development Grants (through FTA) fund the training of transit
planning professionals and student internships. Projects are to be performed jointly with
Southern California Associated Governments (SCAG). The City will request $45,000 for
FY 2005/2006 to develop and provide a training and education program for transit
planning professionals and student internships in transit planning. The city will match

Part 2: Project Summary
The objective of this project is to develop and implement a repeatable, well-documented training
program for professional development of transit planning professionals and student interns. The
training program will consist of a rotation program where the transit planning professional/intern
will experience the Planning and Land Development divisions. There they will gain entry level
training and education in each of the above divisions at the City of San Bernardino. A
preliminary list of training and educational topics is provided in Section 5: Scope of Work.
Part 3: Purpose and Need for the Project
Description of project area: The development and implementation of the training program will
occur in the Planning and Land Development divisions of the City of San Bernardino.
Project justification and benefits (including regional and interregional): The results of the
training and education will be increased knowledge, experience, and efficiency of the transit
planning professionals and student interns thereby further resolving problems confronting public
transportation through the education and professional experience gained by the trainee. Also,
this program will be repeatable from year to year and city to city. In addition, as new employees
are hired in cities and agencies across southern California, this training program may be used to
give the employee an overview of the functions of each division allowing for a best fit for the
employee, networking, and workflow knowledge resulting in efficient and effective productivity.
Overall goal of the project: The overall goal of this project is to develop and implement a
repeatable, well-documented training program for professional development of transit planning
professionals and student internships. The training program will entail rotating the transit
planning professional/intern through the Planning and Land Development divisions where they
will gain entry level training and education thereby further resolving problems confronting
public transportation through the education and professional experience gained by the trainee.
Part 4: Relevance to Federal Emphasis Area, Caltrans' Mission and Goals, and State's
Planning Priorities
This project addresses the Federal Emphasis Areas, Caltrans' Mission and Goals, the State's
Planning Priorities and transportation system performance measurement in the following ways:
The federal planning emphasis areas include safety and security in the transportation planning
process, integrated planning and environmental processes, consideration of management and
operations within planning processes, consultation with local officials, and enhancing the
technical capacity of planning processes. By increasing the knowledge, experience, and technical
expertise of transit planning professionals/student interns, all of these objectives are met. The
safety and security in the transportation planning process is increased through greater the
knowledge and training of personnel enabling them to make competent planning decisions that
will lead to a safe and secure transportation system. Integrated planning and environmental
processes are accomplished though the training, education, and experience the
professional/intern receives by preparing and reviewing environmental impact studies and
reports; and preparing and presenting staff reports to Development/Environmental Review
Committee and Planning Commission. Consideration of management and operations within
planning processes will be developed during the zoning, land use, and landscaping tasks and plan
checks. Consultation with local officials and enhancing the technical capacity of planning
processes and personnel are the objectives of this project.
The Caltrans mission is to improve mobility across California. This project improves mobility
across California by developing a training program, training, and educating transit planning
professionals/interns. This training and education adds value to the trainee allowing them to
effectively and efficiently perform transportation planning activities, thereby improving mobility
across California.
This project addresses the state planning priorities by supporting the economic vitality of the
State by training and educating qualified individuals, thus enabling global competitiveness and
productivity. Also, it promotes infill development, effective and efficient land use, and other
essential utilities and services by providing the public with trained and educated personnel to
assist them in their development and redevelopment needs. It protects environmental resources
by ensuring proper land use and transportation services to commercial, industrial, and new
construction areas. Enhance public safety and security by ensuring the safety and security of
people, goods, information, and services in all modes of transportation through proper city
planning. The project improves mobility and accessibility of the transportation system by
allowing planners to group commercial, industrial and construction facilities with similar needs.
This increased transportation safety and performance reflects community values by promoting
context sensitive solutions.
Part 5: Scope of Work
The scope of work for this project is to develop and implement a repeatable, well-documented
training program for professional development of transit planning professionals and student
internships. The City of San Bernardino will develop and implement the training/educational
program. Grant administration and execution will be a collaborative effort among Caltrans,
Southern California Associated Governments, and the City of San Bernardino. These agencies
will also receive copies of quarterly project progress reports. SCAG will oversee project
implementation and monitor progress; include and maintain the project in the SCAG OWP,
conduct procurement of consultation or other project services, validate/monitor project budget
and ensure compliance with grant requirements, prepare and monitor any necessary legal
agreements, review all project invoices to ensure compliance with grant program and fiscal
requirements, process all valid invoices, invoice Caltrans for reimbursement of grant funds, and
perform all required progress.
See Table I: Partnership Planning Proposal Schedule and Funding Chart. The following is a
preliminary list of training, knowledge, and skills areas to be provided via this project.
PLANNING DIVISION TRAINING AND EDUCATION (PRELIMINARY)
Trainio2:
I. Courteous and expeditious customer service to the general public.
2. Correspond with developers and the public; respond to correspondence and answers
questions from the public regarding planning issues.
3. Perform professional work in planning, zoning and redevelopment relative to land use;
analyze factors influencing trends and make predictions concerning future expansion.
4. Conduct surveys and compile data relating to zoning, performance standards, ordinance
revisions and changes; review development plans for compliance with zoning ordinances,
regulations, and policies established by the Planning Commission and the Common Council;
prepare current and long-range plans for subdivision and zoning activities, land use,
community design, housing, streets and highways.
5. Interpret and apply zoning ordinances; implements. zoning and subdivision ordinances; .
research and prepare new ordinances; draft and submit proposed legislation on zoning and
related planning matters.
6. Process all types of planning permits as necessary; screen and evaluate assigned applications
for completeness before presentation to committees and the Planning Commission; confer
with applicants on presented plans; review and resolve site design problems and negotiate
with developers to modify site plans; prepare and review environmental impact studies and
reports and make recommendations to the Director, Development Review/Environment
Review Committee, and Planning Commission; schedule projects and prepares draft project
agenda items, and legal ads and notices; prepare maps and special sketches; design charts and
graphics; prepare and present staff reports to Development/Environmental Review
Committee and Planning Commission.
7. Plan-check building permits and landscape plan requests, confer with building inspectors,
officials, engineers, architects, developers, and others; review plans and drawings to ensure
compliance with approved plans and City ordinances; perform field and site inspections
during and after construction to ensure project is in compliance with approved plans.
8. Write requests for proposals for consultants in environmental planning, urban design,
housing, and economic studies and projections; evaluate proposals; select consultants;
prepare agreements and monitor consultant work.
9. Serve as staff on a variety of committees and commissions as assigned; prepares and presents
staff reports and other necessary correspondence.
10. Routinely adheres to and maintains a positive attitude towards City and department goals.

LAND DEVELOPMENT DIVISION TRAINING AND EDUCATION PRELIMINAR
Traininl!:
1. Courteous and expeditious customer service to the general public.
2. Prepare simple designs and plans for public improvements, including streets, curbs and
gutters, sewers, storm drains, culverts, traffic signals, sidewalks and buildings.
3. Review and check completed designs, specifications, cost estimates, legal descriptions and
related work of consultant engineers involved in municipal projects; prepares maps,
drawings, records and files.
4. Provides information to contractors and members of the general public; prepare reports
pertaining to design work; conducts studies for future projects involving the collection and
interpretation of a variety of data necessary to project conditions and requirements.
5. Issue public works construction permits and grading permits.
6. Maintain records on computerized data base program for all City signs and pavement
markings; collect and maintain computerized data including turning movement counts and
volume; maintain all data.
7. Maintain and collect Cit accident reports and conduct collision analysis; investigate residents
traffic request and complaints as necessary.
8. Routinely adhere to and maintain a positive attitude.

Part 6: Grant-Specific Objectives
The project addresses the FTA Transit Professionals Development objectives as follows. The
education and training of transit professionals/student interns increases the efficiency, safety,
increased use, and expansion of rural and urban public transit systems by giving these personnel
the knowledge and experience they need to perform efficiently and effectively with their
coworkers and the public in a transportation/planning environment. The second objective is to
fund training and development of transit planning professionals and/or provide for student
internships in a public transportation agency. That is exactly what this project provides. Lastly,
the training and education should result in increased efficiency and further the resolution of
problems confronting public transportation as it relates to the education of current and future
employees. The increased knowledge and experience gained through this project's training and
education in Land Development and Planning will result in the increased efficiency of the
professional/intern and resolution of problems confronting public transportation.
Part 7: Public Participation
This project will approach public participation through the education/training of the transit
professionaVintem and hislher interaction with the public (citizens, developers, contractors,
engineers, etc.). The first item in the training sections for Planning and Land Development is
courteous and expeditious customer service to the general public. Questions commonly posed by
the public include zoning, land use, restrictions on block walls, retaining walls, sewer
connection, grading, storm drains, driveway approaches, permit requirements, etc. This
interaction between the public and the professionaVintem will increase hislher effectiveness and
efficiency in planning and processing.
Part 8: Project Outcomes
Interim and final products;
The products of this program will be the increased training, development, and education of
transit planning professionals and/or student intems and a documented, repeatable training
program to provide this educational experience. Quarterly reports will be written on the progress
of the project and development of the professionaVintem. The professionaVintem will keep a
daily log of training activities and summarize (quarterly) their experience, knowledge, and skills
gained from the training and education.

Training and Education Program for Transit planning Professionals & Student interns

Program Objectives:
The overall goal of this project is to develop and implement a repeatable, well-
documented training program for professional development of transit planning
professionals and student internships. The training program will entail rotating the transit
planning professional/intern through the Planning and Land Development divisions
where they will gain entry level training and education thereby further resolving
problerns confronting public transportation through the education and professional
experience gained by the trainee.
Program Accomplishments: This is a new program.

RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO RATIFYING THE SUBMITTAL OF A TRANSIT PLANNING
PROFESSIONALS DEVELOPMENT GRANT IN THE AMOUNT OF $45,000 FOR
FISCAL YEAR 2005/2006.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. The Mayor and Common Council of the City of San Bernardino hereby
ratify the submittal of a Transit Professionals Development grant application. through the
Southern California Associated Governments (SCAG) in the amount of $45,000, for Fiscal
Year 2005/2006; and
13 SECTION 2. SCAG, the primary applicant, will provide project management and
14 administration at a cost equal to IO% of the $45,000 grant; the City of San Bernardino (City)
will provide a training and education program with the remaining 90 % of the grant funds; and
SECTION 3. The City will provide match funds equal to 11.43% ($5.830) of the total
project cost ($50,830) via in-kind contributions (employee time dedicated to the project).
