Background
Partnership Planning grants, through FHW A State Planning and Research, fund transportation
planning studies of multi-regional significance that strengthen the economy, promote equity,
protect the enviromnent, and promote public health and safety in the state. Projects are
performed jointly with Caltrans staff and applied for through Southern California Associated
Govermnents (SCAG). Caltrans oversees the contract at no cost. SCAG is the primary applicant
and will provide project management and administration (10% of monies), and the City of San
Bernardino (City) will perform the study and develop the database (90% of monies). The project
partners will request funds for $175,000 for FY 2005/2006 to perform a transportation study and
develop a database to quantify the commercial, industrial, and construction land use and
transportation attributes within the City. The City will match 20% or $43,750 via in-kind
contributions (employee time dedicated to project). The City of San Bernardino is currently
developing a spreadsheet of land use classification with the National Pollutant Discharge
Elimination System (NPDES) funds. If selected, this grant will provide additional funds to
develop a comprehensive database in Permits Plus providing the tools necessary for cost-
effective and strategic planning, analysis of the City's transportation system, and compliance
with NPDES requirements. The grant application was due to SCAG by September 6, 2004 and
to Caltrans by October 15, 2004.

Program Objectives:
To collect and evaluate data on the existing transportation system in the City of San
Bernardino and create a database of these transportation system attributes. Furthermore, this
project will approach public participation through an educational effort regarding land use
and the affects commercial, industrial, and construction facilities/activities have on the
surrounding transportation system and California waters. The Transportation System Study
and Datab3$e Development will:
1. Collect and evaluate existing transportation system attributes and
deficiencies related to planning, operation, maintenance, and conservation of
our natural resources.
2. Develop a database using Permits Plus to track transportation system
attributes for the efficient analysis and retrieval of data by the various City
departments and general public.
3. Promote public participation through an educational effort regarding land
use and the affects commercial, industrial, and construction
facilities/activities have on the surrounding transportation system and
California waters.

The goals of this study may lead to cost-effective strategies, including policy and code
development, that should be considered in the management ofthe system as a whole, and
identifying approaches to the mitigation of the land use, community, and environmental
impacts often associated with commercial, industrial and construction land-use.

Title
Part 2: Project Summary
The Southern California Association of Governments (SCAG), the City of San Bernardino
(City), and Caltrans District S (Project Partners) request funds to conduct a comprehensive
evaluation transportation system in the City of San Bernardino and develop a database using
Permits Plus on the transportation system attributes. The study will bring together regional
government agencies and identify short- and long-term cost-effective strategies for planning,
operation, and maintenance ofthe transportation system. The goal is to collect and analyze data
on the transportation system and develop a database (using Permits Plus) to enable strategic,
cost-effective planning and analysis of the transportation system. In addition, a public education
effort on the impacts of various land uses and activities that may have an adverse affect on
California waters will be undertaken. The City of San Bernardino represents a major
commercial and industrial hub for southern California with access to Interstates 10 and 215 and
State Routes IS, 30 and 330. The focus of the study will be on commercial, industrial,
residential, and construction land use attributes, sewer and storm drain systems, and natural
resource conservation. This study will result in multi-regional improvements to the transportation
system through data collection and evaluation of land use attributes and sewer and storm drain
systems with respect to the conservation of our natural resources including impacts to air quality,
adjacent communities, and overall quality oflife in Southern California. The results of this study
and database development will affect land use, population growth and distribution, and
development within the City of San Bernardino and the surrounding areas. Also, this project will
improve public involvement through public education and government-to-government relations
through the cooperative efforts of SCAG, the City of San Bernardino, and Caltrans. This project
will help to promote equity, protect the environment, and promote public health and safety in the
State and the City by ensuring proper land use and conservation of our natural resources.
Part 3: Purpose and Need for the Project
Description of Project Area
The project area will be the City of San Bernardino (City). It is the Sth largest city in California
by population (Census 2000 data, SCAG) and is an ethnically diverse community. The area
provides access to and receives traffic from a variety of freeways including SR-1S, 30, 210 and
330 and 1-10 and 215. The City has several303d impaired waters including regions of the Santa
Ana River and Lytle Creek that must be protected and conserved. The study area ranges from
high-density residential, commercial, and industrial land uses to areas of lower density suburban
and rural land uses and includes key highway and rail facilities
Project Justification and Benefits
This project will result in statewide and multi-regional improvements to the transportation
system by evaluating the planning, operation, and maintenance of the land use and its effects on
the conservation of our natural resources. Building a database in Permits Plus to track
commercial, industrial, and construction facilities in the City will allow efficient and effective
data entry, analysis, and retrieval of the data collected on these facilities. For example, new
construction must go through Planning, Building, and Land Development departments for
approval and issuance of appropriate permits. Once permitted, these sites must comply with best
management practices for erosion control, storm water pollution prevention, water quality
management, building codes, municipal codes, etc. All conditions of approval, permits issued,
inspection warnings/violations must be tracked and documented, thereby controlling illicit storm
drain connection, ordinance violations, spills, leaks, illegal dumping, etc. It is becoming
increasing difficult to follow the paper trail through the various departments to document the
history of each facility. The database built in Permits Plus will allow planning, Building, and
Land Development a one stop data entry and access point for information on these facilities.
Also, in processing new or redevelopment, Planning, Building, and Land Development will be
able to check the status of the other department's permits and progress electronically. Thereby,
eliminating wasted time checking the status of plans/permits and freeing time for plan check,
public service and other civil service duties. In addition, the public will be able to check the
status of their applications for additions, new construction, storm drain, sewer, and driveway
installations, encroachment, haul, and lane closure permits via a read-only version of Permits
Plus on the Internet. This wi\1 increase efficiency and effectiveness of the service to the public.

The results of this evaluation will affect the planning, operation, and maintenance of the
transportation system including land use, population growth and distribution, and development
with in the City of San Bernardino and the surrounding areas.

California waters. Specifically, the City of San Bernardino will make available and distribute
flyers and pamphlets with information regarding commercial, industrial, residential and
construction land uses (i.e. restaurants, single family housing developments, auto repair centers,
warehouses, etc.).
This project will help to promote equity, protect the environment, and promote public health and
safety in the State and the City by ensuring proper land use and conservation of our natural
resources. This will be done through the tracking and elimination of illicit connections to the
storm drain system and ordinance violations, spills, leaks, and illegal dumping.
Overall Goal of the Project

Part 4: Relevance to Federal Emphasis Area, Caltrans' Mission and Goals, and State's
Planning Priorities
This project addresses the Federal Emphasis Areas, Caltrans' Mission and Goals, the State's
Planning Priorities and transportation system performance measurement in the following ways:
Regarding federal planning emphasis areas, this project identifies commercial, industrial, and
construction land uses in the area and their affects on the hydraulics of the transportation system
ensuring safety and security in the transportation planning process by collecting and evaluating
land use and the associated traffic and pollutants. Commercial, industrial, and construction sites
all have different traffic requirements (i.e. types of vehicles, trips per day, etc.) and pollutants
associated with them. Restaurant, for example, may have grease issues, while industrial sites
may have chemicals or heavy metals. Construction sites typically have sediment and non-visible
pollutants. Therefore, tracking land uses and their associated traffic and pollutants will allow the
integration of planning with consideration of environmental processes. In addition, the database
developed to store this information will identify locations of the various land uses allowing
similar land uses to be grouped for increased management of the transportation system and
operational efficiency. This database will enhance the technical capacity of planning processes
and provide local officials with more tools and information during consultation.
The Caltrans mission is to improve mobility across California. This project improves mobility
across California by identifying various land uses in the area and the associated transportation
needs. Commercial sites require additional parking (possibly street parking). Industrial and
commercial sites have higher volumes of truck traffic requiring consideration in the planning and
design of the associated transportation system and may require increased highway and freeway
access. The database of information collected and analyzed will allow planners to effectively
and efficiently improve the transportation system.
This project addresses the state planning priorities by supporting the economic vitality of the
State, enabling global competitiveness and productivity, by providing the ability to more easily
access data that will enable similar commercial and industrial facilities with similar
transportation system needs to be located adjacent to one another. Also, it will promote infill
development and effective and efficient land use by ensuring adequate transportation and other
essential utilities and services. It protects environmental resources by evaluating the hydraulics
of the transportation system and the land uses it serves while providing transportation services to
the area. Enhance public safety and security by ensuring the safety and security of people,
goods, information, and services in all modes of transportation by protecting our water supply,
through proper pollutant mitigation, and infrastructure through evaluation of the hydraulic
systems operation and maintenance. The project improves mobility and accessibility of the
transportation system by allowing planners to group commercial, industrial and construction
facilities with similar needs. This increased transportation safety and performance reflects
community values by promoting context sensitive solutions.
Both FHW A and Caltrans place heavy emphasis on minimizing the impacts of transportation
projects on the environment and the surrounding communities. This study will help to structure
approaches to resolving such conflicts, which are becoming increasingly intense.
Part 5: Scope of Work
The project will be managed by the San Bernardino Associated Governments. A Project
Oversight Committee, comprised of the project partners, will monitor the work of the City and
provide any needed policy direction. The services to be performed by the City shall consist of
services requested by the Project Manager or a designated representative including, but not
limited to, the following:
Task 1 - Mobilization. Proiect Manal!ement. Administration
The City shall prepare and submit a Project Management Plan (The Plan) for review, which will
contain at a minimum, details of methodology, expected sequence of tasks, subtasks and important
milestones, a comprehensive quality control and assurance program, project administration,
progress reports, meetings and coordination, subcontracts, and project file. The Plan shall also
include a schedule containing target dates for completion of work tasks and deliverables. Adequate
time should be allowed for review of deliverables by the Project Manager and the Project Oversight

Task 2 - Public Education Outreach Prol!ram
The City shall develop and conduct a public education outreach program. This project will
approach public participation through an educational effort regarding land use and the affects
commercial, industrial, and construction activities have on the surrounding transportation system
and California waters. Specifically, the City of San Bernardino will make available and
distribute flyers and pamphlets with information regarding commercial, industrial, residential
and construction land uses (i.e. restaurants, single family housing developments, auto repair
centers, warehouses, etc.). Promote public participation through an educational effort regarding
land use and the affects commercial, industrial, and construction facilities/activities have on the
surrounding transportation system and California waters. This project will help to promote
equity, protect the environment, and promote public health and safety in the State and the City by
ensuring proper land use and conservation of our natural resources.
Principal techniques for public education outreach shall include at a minimum:
o Attainment, duplication, and distribution of flyers and pamphlets via Development Services.
o Posting links to educational flyers and pamphlets on the City's web site.
o Discussions with Developers, Contractors, Engineers and the public on land use issues and
conservation of our natural resources.
The Plan should also describe how the City will interact with community and business groups
and various agencies, including city council, commissions, and technical staff. It should be
specific in describing efforts to address potential environmental justice issues, e.g., targeted
outreach to minority and low-income populations, bilingual literature, etc.

Task 3 - Data Collection. Analvsis. and Documentation
Upon completion of the Plan, the City will collect and evaluate data on land use and transportation
system attributes.
The City shall refine the list of transportation system attributes to be included in the database based
upon information obtained from the various divisions within the City and discussions with
developers and the public. The City shall review relevant documents filed with the City to extract
data for database entry. A field review and data compilation will focus on identifying locations and
magnitude of existing and future transportation deficiencies. within the study area. Methods for
identifying existing and future deficiencies shall be identified. In addition, methods of future data
collection and entry into the database from applicable City divisions will be determined.

Task 4 - DeveloD Transuortation System Attibute Database
Concurrently with Task 3, a database of transportation system attributes will be developed, using
Permits Plus, for data entry and analysis.
The City shall develop applicable fields and reports within Permits Plus for data entry and
analysis, respectively. Furthermore, a public access read-only version of Permits Plus will be
developed and eventually posted on the City's website for transportation system attribute
information, permit processing, and plan check status. Documentation of the data collection,
entry, analysis, and database development will be accomplished in quarterly progress and the
final report on this transportation system study.
Task 4 - Deliverables:
1. Quarterly progress reports detailing estimated percentages completed for database
development, data entry, website access, and documentation on all meetings and
correspondence.
2. Completed database.
3. Completed public access read-only Permits Plus on City's website.
Task 5 _ Final Renort on Data Collection and Analvsis of Land Use and Transportation
System Attributes in the City of San Bernadino and the Comnleted. Database
Based on the data collected in house and in the field, a wide range of infonnation on land use and
transportation system attributes will be identified. The intent of the study is to compile
transportation system data in a convenient, accessible fonnat for data reduction and analysis.
Issues, challenges and problems regarding land use, sewer, stonn drain systems and other
transportation system attributes may then become apparent thereby giving Planning and Land
Development additional tools to improve the transportation system and the City of San
Bernardino. Identification of improvement needs in a broad, strategic sense, with consideration
of all modes of travel, changes in policies institutional arrangements, private as well as public
initiatives, and conservation of our natural resources should result. The additional infonnation
and database may also aid in the programming major infrastructure improvements.
Task 6- Deliverable:
1. City of San Bernardino Land Use and Transportation System Report, which
highlights existing land use and transportation system attributes and deficiencies.

Part 6: Grant-Specific Objectives
The project addresses the FHW A Partnership Planning Grant objectives in the following ways.
First, the City of San Bernardino is a major commercial and industrial hub for southern
California, thereby providing multi-regional significance. It is the Sth largest city in California
by population (Census 2000 data, SCAG) and is an ethnically diverse community. The area
provides access to and receives traffic from a variety of freeways including SR-1S, 30, 210 and
330 and 1-10 and 215. The study area ranges from high-density residential, commercial, and
industrial land uses to areas of lower density suburban and rural land uses and includes key
highway and rail facilities. In building a database to efficiently and effectively retrieve land use
and transportation system attribute infonnation, planners will have better tools and infonnation
to effectively design the transportation system.
This project will be a collaboration of efforts by Caltrans, Southern California Associated
Governments (SCAG), and the City of San Bernardino. This will result in improvements to the
transportation system by evaluating the effectiveness of the land use and hydraulic portions of
the transportation system and its effects on the conservation of our natural resources. The results
of this analysis will affect land use, population growth and distribution, and development with in
the City of San Bernardino and the surrounding areas.
Furthermore, this project will improve public involvement through public education and
government-to-government relations through the cooperative efforts of SCAG, the City of San
Bernardino, and Caltrans. This project will help to promote equity, protect the environment, and
promote public health and safety in the State and the City by ensuring proper land use and
conservation of our natural resources. The objectives of this project are to enhance the ability to
plan and operate, collect and evaluate data, and provide accessible data to local and regional
persons on the transportation system, thereby, improving the ability to plan and implement
transportation services and systems and improve mobility across the state.
Part 7: Public Participation
This project will approach public participation through the public education outreach effort (see
Task 2, Part 5: Scope of Work) regarding land use and the affects commercial, industrial, and
construction activities have on the surrounding transportation system and California waters.
Specifically, the City of San Bernardino will make available and distribute flyers and pamphlets

Part 8: Project Outcomes
Interim and final products;
The products of this study will be land use and transportation system attribute data collection and
evaluation and the development of a database for this information. The land use and
transportation system attribute data will be collected from City records on past and current
projects and will continue to be acquired on an ongoing basis for new development and
redevelopment. At the beginning of the project, a list of land uses and transportation system
attributes to be included in this study will be developed. From this list, a database will be built
with appropriate fields to enter and analyze the collected information. This first year will
concentrate on data collection and database development. The second year will concentrate on
database refinement and data entry and analysis, while continuing the data collection process.
Steps that will be taken throughout the project to ensure successful outcomes;
The steps that will be taken throughout the project to ensure successful outcomes are quarterly
project progress reports (distributed to Caltrans and SCAG) which will quantify the data
collection, evaluation and database development. These progress reports will take into
consideration the percentage of transportation attributes collected and analyzed and database
developed vs. project time elapsed and monies expended.

This project will use its resources in a cost-effective manner by dedicating resources to the
development of the database and the data collection and analysis. This will result in effective
and efficient use ofthe grant monies by concentrating efforts on the project objectives.
