Back2round: The City has received numerous complaints relative to on-street parking on the segment of Los Feliz Drive between 28th Street and the end of Los Feliz Drive north of Citrus Street. This includes Mirada Street and 29th Street. These are cul-de-sacs that branch out from Los Feliz Drive in this area (see attached map). This area is entirely residential. Out of convenience, patrons of the San Manuel Indian Bingo and Casino are parking their vehicles on these streets, causing concerns for the residents. This is especially true during weekends, evenings and when there is a concert at the casino. To resolve this undesirable situation, Engineering staff is proposing the implementation of a "Residential Parking Permit" program on these streets. This same type of program was implemented successfully, approximately seven years ago, on the residential streets east of the Casino and more recently, approximately 2 years ago, on the residential streets just west of the casino. Basically, the program entails prohibiting on-street parking; however, residents of the restricted areas would be exempt from the parking prohibition provided that they display a parking permit/placard issued by the City. Per the Municipal Code, up to four permits would be issued per residence; however, additional permits may be issued (for one day) so that guests can park on the street for special events. Failure to display the parking permit may result in the issuance of a parking citation. However, staff feels that for this type of program to be successful, an overwhelming amount of support is needed from the affected residents. Therefore, a petition requesting a "Residential Parking Permit" program was prepared by staff and circulated by a resident of the area. The following is a summary of the responses that were received as a result of the petition: There are forty-seven (47) properties within this area. . Thirty-six of the residents (77 %) signed the petition agreeing to the installation of the residential parking permit program. . Two residents (4%) are against the residential parking permit program. . Nine of the residents (19 %) did not sign the petition. This was due to the fact that the houses are currently unoccupied, or that the residents did not answer the door. 2 CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT - Continued The residents that are against the program or did not sign the petition are mainly concentrated on the west side of Los Feliz Drive between 28th Street and 29th Street and on 28th Street between Los Feliz Drive and Victoria Avenue. This area has a total of 15 residences and includes the only two residents that are against the program and six of the nine properties where residents did not sign the petition. Consequently, staff recommends that the "Residential Parking Permit" program not be implemented within this area. Leaving this section unrestricted leaves a total of thirty-two (32) properties in the remaining area. Twenty-nine (29) of which (90%) signed the petition in favor of the "Residential Parking Permit" program. In view of the support demonstrated for the proposed "Residential Parking Permit" program, staff recommends that it be implemented on the following street segments: . Los Feliz Drive between 28th Street and the end of Los Feliz Drive north of Citrus Street, excepting the west side of the street between 28th Street and 29th Street. . Mirada Road between Los Feliz Drive and the end of Mirada Road east of Los Feliz Drive. . 29th Street between Los Feliz Drive and the end of 29th Street east of Los Feliz Drive. Consequently, staff recommends that the attached Resolution be approved authorizing the implementation of a "Residential Parking Permit" program on the above-referenced street segments. Financial Impact: The estimated cost of $3,000 for installing the "No Parking" signs will come from Account No. 001-402-5111 (Street Maintenance).
