Back2round: In order for the City to maintain compliance with requirements mandated by the EP A and implemented through the State Water Control Board, it has become necessary to establish the position ofNPDES Coordinator. The functions of this position have previously been divided among several employees in the Development Services Department, and the Department now recommends that the importance of the NPDES program necessitates the creation of a dedicated coordinator to provide program oversight. The position ofNPDES Coordinator will be responsible for implementation of a Water Quality Management Plan, establishing a review process for new and existing development projects, creation of a data base for commercial and industrial facility inspections, proactive enforcement of the Permit and Municipal Code sections pertaining to stormwater, inspector training, and acting as the City liaison when dealing with the Regional Board, County Stormwater Management Program, and the State Water Control Board. The addition of a Construction Inspector I will assist in providing the necessary manpower for inspections of commercial and industrial drainage facilities, monitoring new development projects for compliance, and enforcement of the Permit and Municipal Code sections pertaining to stormwater. The NPDES section will also receive support from existing positions in the Development Services Department and the reassigmnent of existing positions in the Public Services Department, bringing the total NPDES section staff to five (5) positions, as follows: . NPDES Coordinator . Construction Inspector I (new) . Construction Inspector I (existing) . Secretary (existing) . Environmental Project Assistant (existing; reassigned to NPDES) During the fiscal year, NPDES section staffing levels will be evaluated to ensure that staffing resources are adequate to meet all requirements under the NPDES mandates. Financial Impact: The NPDES program was authorized $80,000 in salaries and $20,000 in contractual services with the adoption of the FY 2004-05 budget. SUMMARY DESCRIPTION Under general direction, supervises all functions related with the City's Clean Water/National Pollutant Discharge Elimination System (NPDES) Program ("Program"). The NPDES Program includes inspections of creeks, construction sites, businesses, and private property; public education; development plan reviews; creek restoration, and maintenance activities. ORGANIZATIONAL RELATIONSHIPS Immediate supervision is obtained from the Deputy Director of Development Services/City Engineer of the Development Services Department, Public Works Division. REPRESENTATIVE DUTIES The following duties are typical for positions in this classification. Any single position may not perform all of/hese duties and/or may perform similar related duties not listed here: 1. Maintain and monitor the City's NPDES Program; assist in implementing new features of the Program as required by new regulations. 2. Compile data, reports, forms and information required to submit to State and other agencies, including preparation of annual report. 3. Assist in reviewing work plans and study reports and results with respect to Best Management Practices, watershed monitoring and storm water system TMDL requirements/pending requirements. 4. Interpret and disseminate NPDES program related information to staff and the general public. 5. Prepare and maintain comprehensive program performance reports and other related reports such as bid documents, purchase orders, permits and other related documentation. 6. Work with environmental agencies, county health services and other local government agencies. 7. Monitor performance of Program in meeting requirements of NPDES permit from State. Review creek and storm drain sampling procedures and results, and liaison with volunteer groups performing sampling. 10.Assist in the investigation of illegal dumping in creeks and storm drains. Respond to complaints and requests for information. 11. Coordinate public education and community activities related to program. 12.Assist in the inspection of businesses for storm water and materials handling procedures for compliance with NPDES regulations. 13. Monitor construction activities for compliance with the NPDES program permit requirements. 14. Follow-up enforcement actions which include deadlines and compliance with local codes and regulations. 15.Assist in making presentations before the business community and local schools to promote the educational efforts of the NPDES program. 16. Drive a motor vehicle in the performance of field work. 17. Learn and observe appropriate safety precautions, rules, regulations and practices. 18. Perform related duties as assigned. Minimum Qualifications: Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. Education: A bachelors degree in environmental engineering, civil engineering, environmental science, stream biology or related field. License or Certificate: . Possession of a valid California Driver's License (Class C). . Possession of a certification of the California Peace Officer Standard Training (POST) Penal Code 832 course, or ability to obtain such certification within 6 months of hire. . Possession of, or ability to obtain, an Environmental Compliance Inspector Grade One (1) license within 6 months of hire is highly desirable. SUMMARY DESCRIPTION Under general supervision, performs public work construction inspections in connection with materials and workmanship involved in a variety of public works construction, repair, maintenance or alteration projects; determines compliance with plans, specifications and departmental regulations, for streets, sidewalks, storm drains, sewers, curbs, gutters, street lighting, traffic signals, landscape, irrigation and other related appurtenances; and performs related work as required. ORGANIZATIONAL RELATIONSIDPS The class of Construction Inspector I is a joumey level technical class in the engineering series. Supervision is received from a Construction Engineer. Upon attaining the necessary experience as a Construction Inspector I and approval of the department head, the incumbent will be reclassified to a Construction Inspector II. REPRESENTATIVE DUTIES The following duties are typical for positions in this classification. Provides courteous and expeditious customer service to the general public and City department staffs. 2. Inspects construction of streets, curbs, gutters, storm drains, sewers, sidewalks, water lines, alleys and related structures; inspects street paving performed under contract for compliance with plans and specifications; inspects street light poles, block walls, fencing, irrigation systems, concrete guard rails, street striping and other assigned projects. 3. Tests and reports on construction materials; determines whether construction and inspection are in conformity with safety regulations; reports work not in accordance with specifications and recommends work stoppage for noncompliance; checks building pads; accountable for strict adherence by others to State, Federal and local regulatory bodies. 4. Approves payment on public works contracts; signs off grading permits; makes final inspections; makes written reports of inspections; prepares construction change orders; inspects private construction performed under permit to assure conformity with regulations. 5. Inspects work assignments to ensure satisfactory completion; investigates complaints and consults with the public; operates a two-way radio; delivers and picks up plans and specifications; operates a City vehicle; attends meetings and seminars. 6. Interprets engineering plans to others as necessary. 7. Routinely adheres to and maintains a positive attitude towards City and Department goals. 8. Performs related work as required. Minimum Oualifications: Graduation from high school or GED equivalent and three years of recent experience in journey-level public works and construction inspection of streets, storm drains, sidewalks, sewers, water lines, traffic signals and landscaping. License or Certificate: Possession of a valid Class "C" California Driver's License is required. For out-of state applicants, a valid driver's license is required. A valid Class "C" California's Driver's License must be obtained within ten (10) days ofappointrnent (CA Vehicle Code 12405c).
