Direct the Human Resources Department to up ate Resolution 6413, Section Ten, to reflect this action. Description) Finance: Council Notes: Agenda Item No. 30 , I ~D lOCI CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION Staff Report Sublect: Reclassify one (1) position of Animal Control Officer to position of Senior Animal Control Officer in the Animal Control Division. Back!!:round: The Animal Control Division has been experiencing a steady increase in calls and demands for services. In the past few years they have contracted to provide services for both Lorna Linda and Grand Terrace without increasing the number of employees. In order to meet the needs of the public and monitor the activities of field staff, Ms. Bonnie Landa has stepped in to assist the Operations Manager with coordinating field assigmnents, officer training, and evaluating officer performance. Ms. Landa's long term experience and overall knowledge of operations has provided necessary support as activity volumes have increased. The new Senior Animal Control Officer will still provide services in the field. Having a Senior Animal Control Officer in the field will benefit the division with the more complex situations. In addition, this position will review incoming service requests and be able to reassign priorities for other officers as necessary. The increase in duties created by customer demands is no longer consistent with Ms. Landa's position of Animal Control Officer. A recommendation is being made to reclassify Ms. Landa to the new classification of Senior Animal Control Officer. Financial Impact: FY 2004-05 Budgeted cost for Animal Control Officer: (Range 1333, $2337-$2840) Salary $34,000 Benefits 5.800 Total $39,800 FY 2004-05 Proposed cost for Senior Animal Control Officer: (Range 1353, $2582-$3138) Salary $35,400 Benefits 5.900 Total $41,300 The total increased cost for FY 2004-05 is $1,500. The increase will be absorbed in the existing budget through personnel savings. Recommendation: 1. Reclassify one (1) position of Animal Control Officer, Range 1333, $2337-2840/month to new position of Senior Animal Control Officer, Range 1353, $2582-3138/month, in the Animal Control Division. 2. Direct the Human Resources Department to update Resolution 6413, Section Ten, to reflect this action. SUMMARY DESCRIPTION Under general supervision, 1IIIIIf_~-;III:'!M;.:"'Wj; enforces ordinances governing citizen ownership of animals within the Cities of San Bernardino and contracting city or cities; investigates reports of animal cruelty, abandonment and nuisances; collects and transports animals to the Ci Animal Shelter; ~~~ . Supervision is received from the Animal Shelter Operations Manager. REPRESENTATIVE DUTIES The following duties are typical for positions in this classification. Any single position may not perform all of these duties and/or may perform similar related duties not listed here: I. Provides courteous and expeditious customer service to the general public and City department staff. 2. Patrols a designated area of the City of San Bernardino and/or contracting city or cities in a truck; answers requests and complaints from citizens regarding dogs and other animals; investigates reports or complaints concerning dogs, cats, or other animals creating nuisances, running loose, or abandoned within the assigned City and takes appropriate action. 3. Investigates complaints of cruelty to various animals, stolen animals, disturbances of the peace and animal bites; enforces ordinances governing the keeping of animals; picks up animals reported as sick or injured; picks up dead or unlicensed animals or strays to include dogs, cats, goats, horses, cows, birds and other wild animals; traps, snares or otherwise captures animals; takes animals to the City Animal Shelter. 4. Locates dogs or other animals that have bitten humans; issues citations to owners for violation of animal regulations; assists in arranging for or conducting rabies clinics; explains municipal ordinances relating to animals to the general public; checks diseased animals to ensure proper quarantine regulation compliance. 5. Keeps and maintains routine records and makes reports; appears in court on cases involving animal regulation violations; vaccinates animals in kennels; assists shelter employees in maintaining animals; responds to emergency calls during off-duty time, as needed. 6. Conducts inspections of animal facilities, including but not limited to, pet stores, circuses, petting zoos and swap meets for correct and up-to-date permits. 7. Conducts presentations or training on animal control issues and behavior at public schools, neighborhood associations, and businesses. 8. Performs preventive maintenance on assigned vehicle; fuels assigned vehicle; checks and maintains fluid levels and adds as necessary. page-l CITY OF SAN BERNARDINO Senior Animal Control Officer (Continued) 9. filii!; assigned employees in their areas of work including proper work methods, procedures and techniques. 10. Routinely adheres to and maintains a positive attitude towards City and Division goals. II. Performs related work as required. GENERAL OUALIFICATIONS Knowledl!e of: Animal control and protection laws and regulations; Basic methods of animal collection, care and disposal; Common animal disease and methods of control; Basic record kee in methods; Appropriate safety precautions and procedures; Radio dispatch procedures; Ordinances governing the licensing, quarantining and impounding of animals; Protection of human health from animal diseases; Procedures for issuing citations and for testifying in court; City geography; Safe and humane animal treatment techniques; Various breeds of dogs and cats. Abilitv to: Maintain records and prepare reports; Communicate tactfully and effectively with the general public; Understand pertinent procedures and functions quickly and apply them without immediate supervision; Recognize symptoms of common zoonoses, including rabies; Understand problems of the general public concerning animals; Furnish clear and satisfactory explanations of procedures used at the Animal Shelter; Read, understand, interpret and apply ordinances governing licensing, quarantining, impounding, care and disposal of animals; Remain calm in an emotionally charged atmosphere; Handle and care for animals in a humane manner; Understand and carry out oral and written instructions; Communicate clearly and concisely, both orally and in writing; Establish and maintain effective relationships with those contacted in the course of work. Minimum Oualifications: Graduation from hi~ school or GED equivalent and ~m1~~~ License or Certificate: Possession of a certificate in PC 832 with firearms, or the successful completion of that course within one year of employment. Possession of a valid Class "c" California Driver's License is required.
