Staff Report
Subject:
Resolution authorizing the execution of a purchase order to Dalaj Intemational
Corporation of Los Angeles California for repairs and replacement of the guard rails on
the Massachusetts Street bridge.
Background:
The Massachusetts Street Bridge crosses over the Burlington Northem Santa Fe Rail
lines and Interstate 215, connecting to the south end of Muscupiabe Drive. The
guardrails on the west approach to the bridge were recently re-damaged due to a
vehicle accident on the north side of the approach. This is in the general area of the
repairs previously made in January and June 2004.
It is recommended that a purchase order be issued to Dalaj International Corporation of
Los Angeles, Califomia to perform the repairs to the guardrails. The repairs would
consist of removal and disposal of the five damaged panels and seven footings, as well
as the uplifted sidewalk in front of the damaged section. Two additional sections would
be repaired in place, followed by fabrication and installation of five new galvanized
panels and the installation of seven new concrete footings. The estimated cost for this
work is $38,520.00 (see Exhibit I).
This company was awarded a competitively bid contract by the Development Services
Department to perform similar repairs to the 27th Street Bridge in June 2002 and
completed these repairs in March 2003. Staff obtained a bid from this vendor for the first
repairs of the Massachusetts Bridge in October 2003. Resolution 23-305 was adopted
on November 17, 2003 for a purchase order in the amount of $28,720 for the first set of
repairs. This vendor made a second repair for traffic accident damage in June in the
amount of $23,620. This is the third time this bridge has been damaged by a traffic
accident. The vendor has done an excellent job of making each repair in a timely
manner.
It is recommended that a purchase order be awarded to Dalaj International based on
successful completion of prior repairs, and demonstrated capability to complete the
specialized fabrication of the galvanized panels, as well as the safety concems posed to
pedestrians as a result of the lack of guard rails. Since this firm is familiar with the
repair of this type of guardrail and has completed two prior repairs at the same location,
utilizing their services will allow us to move quickly to complete this safety project.
Financial Impact:
Funds for this repair are included in the FY04-05 Capital Improvement Projects under
CIP Project SS-A "Bridge & Railing Repairs at Various Locations" under Account
Numbers 126-369-5504-7233 ($40,000) and 129-367-5504-7098 ($50,000) in the total
amount of $90,000. The estimated fixed cost for this project is $38,520.00. There will
be a remaining balance of $51 ,480 to be used on other bridge and railing repairs.
Recommendation:
Adopt resolution.

mentioned bridge, the following, please find our cost proposal for this repair,
1- Remove and dispose on; 7 footings, 5 panels of railing, part of the broken side walk
2- Make corrections to 2 panels
3- FabriCllte and installS new galvaniud panels.
4- Align the 8 panels and form and pore 7 concrete footings
5. Make correction to the broken sidewalk (adjacent to the damaged railing)
Tax, insurance, profit and overhead included,

Exclude any caltrans pennit.
