'1. \ ~ Agenda Item No. -1!/ CITY OF SAN BERNARDINO "..-REQUDTFOR COUNCIL ACTION Staff Report SUBJECT: Resolution authorizing the purchasing manager to enter into an agreement with Larry Jacinto Farming, Inland Empire Property Service, and Scott Tractor Service in the aggregate for a maximum of $130,000 to perform weed abatement services for fiscal year 2004/2005. The bid specification includes an option to extend the purchase order for two years at no increase in pnce. BACKGROUND: The 2004-2005 budget provides for weed abatement on vacant lots throughout the City. There will be tWo (2) annual weed abatement cycles for 2004-2005, spring and fall. Approximately 3,000 parcels are abated annually. Staff is asking that an annual purchase order, not to exceed $130,000, be approved for weed abatement services for the 2004/2005 fiscal year. We recently went to bid and had three contractors respond: Weed Abatement per acre Handwork per Y2 hr Scott Tractor Service Inland Empire Property Service Larry Jacinto Farming $53 $90 $70 $35 $32 $35 The request for bids was advertised in the Sun Newspaper, on the City website, sent to the Chamber of Commerce and mailed tolocal.contractors. For fire safety purposes the time frame to get weed abatements done is short,-so a minimum of two weed apatement contractors are necessary. With that, Finance did a negotiated contract price and offered that to all three contracts. All three contractors have responded and are willing to accept the negotiated bid of$62.00 per acre for discing and mowing and $35 per half-hour for handwork. These bids include hauling and disposal. As previously stated, the bid specifications included an option for two one-year extensions at no increase in prices. FINANCIAL IMPACT: The cost to the City for weed abatement services is budgeted at $130,000 fSlr FY-Q4-05. As part of the abatement and cost recovery process owners are billed for the work done on their properties. If the bill is not paid, the amount owing is placed as a lien on the property taxes and eventually the City should be reimbursed for costs incurred. BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS; SECTION 1. The Purchasing Manager is hereby authorized and directed to execute, on behalf of said City, annual purchase orders to Scott Tractor Service, Larry Jacinto Farming and Inland Empire Property Service for weed abatement services in the aggregate maximum amount not-to- exceed $130,000. The bid specifications include an option to extend the purchase order for two years at no increase in price. SECTION 2. The authorization to execute the above referenced purchase order is rescinded if the parties fail to execute it within sixty (60) days of the passage of this resolution.
