Backaround: In 1989, San Bernardino County voters passed Measure I, the half-cent sales tax for transportation improvements in the county. The term is set to expire 2010. San Bernardino County voters will consider the continuation of Measure I in November of this year. If approved, the sales tax will continue from 2010 to 2040. It is estimated that the population of San Bernardino County will increase from 1.7 million residents to 2.6 million residents by the year 2025, which constitutes a 50% increase over the next 20 years. Obviously, this dramatic increase in population will require a transportation system that can accommodate the rapid growth. Because transportation projects take a great deal of time to plan, San Bernardino Associated Govemments (SANBAG) has been working with community leaders to develop a plan for anticipated revenue from the proposed continuation of Measure I beyond its 2010 expiration date. Early passage of the extension will give SANBAG the ability move forward with improvements now, thus providing relief prior to countywide gridlock occurring. If approved, Measure I is estimated to raise nearly $6 billion for countywide transportation projects. This will include major improvements to county freeway and highways, expanding public transit for commuters, seniors, and riders with disabilities, as well as provide cities funding for maintaining and improving local streets and roads. Fiscal Impact: Measure I funds are a major source of revenue for transportation improvements in the City of San Bernardino. From 1990 - 2003, the City of San Bernardino has been allocated over $21,100,000 in revenue for improvements to local streets and roads from Measure I funding. If the continuation of Measure I is not passed by the voters in November, the City of San Bernardino stands to lose millions of dollars in funding for city street and road projects. It is estimated that the City of San Bernardino will receive $128,300,000 over the thirty-year period. Additionally, funding for major improvements to county freeways and highways, and public transportation projects will be lost. Recommendation: Adopt Resolution. WHEREAS, since 1990, Measure I has supplied San Bernardino County with the funding to provide its residents with safer roads, more reliable public transit and traffic congestion relief; and WHEREAS, San Bernardino County is one of the most rapidly growing counties in California and is anticipated to grow to a population of more than 2.6 million people by the year 2025; and WHEREAS, a substantial level of transportation funding throughout San Bernardino County and its cities is provided by Measure I; and WHEREAS; extending Measure I will raise nearly $6 billion for much needed transportation projects, programs and improvements in San Bernardino County between 2010 and 2040; and WHEREAS; Measure I will provide major improvements to all freeways and highways within the county; and WHEREAS; Measure I will expand public transit programs and options for commuters, seniors and riders with disabilities; and WHEREAS; if Measure I is not extended, the transportation network within San Bernardino County would be seriously crippled, adversely affecting commuters and residents throughout the county; and WHEREAS; by passing Measure I on the November 2004 ballot, San Bernardino County will ensure a stable source oflocally controlled funding to relieve traffic congestion, increase public transit programs, build new highways and improve local streets; and WHEREAS; passing Measure I would ensure that the City of San Bernardino would be able to provide a safer environment to their residents and maintain the high quality of life we enjoy. NOW, THEREFORE, BE IT RESOLVED, that the City of San Bernardino hereby supports Measure I.
