Resolution amending the fire apparatus replacement program schedule.
BACKGROUND
On June I, 1998, the Mayor and Common Council approved resolution #1998-130
establishing a certain schedule for fire apparatus replacement by the Fire Department
contingent on the condition of the respective vehicles and the availability of funds.
Fire apparatus are required to be reliable to respond to an emergency incident without
interruptions. The program is required to maintain fire apparatus and purchase new fire
apparatus within the recommended replacement schedule.
On July 6, 2004, Fire Department staff presented a study session to the Mayor and
Common Council regarding emergency call volume management and review of the
apparatus replacement program. The Mayor directed the Fire Chief to reconvene the Fire
Department Response Standards Ad Hoc Committee to deliberate further.
On January 12, 2005, the Committee unanimously approved to make recommendations to
the Mayor and Common Council. The recommendations were as follows: A) the Mayor
to approach County government for adequate funding to maintain the service level in
both City and County areas; B) the Mayor and Common Council to make progress with
implementation of the four stations that require relocation. The four stations can be
relocated sequentially as prioritized by the Fire Department. Specifically, for fiscal year
05-06, move forward with land acquisition as the highest priority; and C) revise the
apparatus replacement schedule so it will change fire engine replacement from 12 years
to 8 years.
Fire is requesting amendment to the apparatus replacement program schedule for fire
engines from 12 years front line to 8 years front line. The average mileage accrual for a
fire engine that has 12 years in service is 163,122 miles based on rotating engines.
Amending the schedule to 8 years will reduce the mile accrual to an average of 108,752.
The service demands, mileage, and maintenance are contributing factors to this request.
Fire engines are used more often than any other type of apparatus for daily operations and
need to be replaced more than any other type of apparatus. This is a result of the increase
of call volume in the last five years that engines respond to on a daily basis
(approximately 14,000 calls in 1998 to 28,000 in 2004). Amending the schedule will
maintain the level of emergency service in the City of San Bernardino.
FINANCIAL IMPACT
The City's General Fund and CDBG provide funding for the replacement of fire
apparatus. In November 2006, the city will make a final payment of $377,355.42 for the
lease agreement entered into in 1998 to purchase eight (8) fire apparatus in the amount of
$1,442,862.59 (CDBG funding). Also, in April 2008, the city will make the final
payment for purchasing four (4) fire apparatus in the amount of$606,831.68.
Fire is requesting that the city amend the apparatus replacement program schedule and
reserve the CDBG funding that will be available in FY 06/07 to purchase the fire engines.
The estimated cost for a new fire engine with ancillary is $400,000 (excludes lease
agreement interest rates). In FY 06/07, there are seven (7) fire engines scheduled to be
replaced and the estimated cost is $2,800,000. It is anticipated that the annual lease
payment in FY 06/07 for the seven (7) fire engines will be approximately $210,326.56.
RECOMMENDATION
Adopt resolution.

SCHEDULE.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
BERNARDINO AS FOLLOWS:
SECTION 1. On June I, 1998 the Mayor and Common Council adopted Resolution No.
1998-130 establishing a certain schedule for fire apparatus replacement by the City of San Bernardino
Fire Department contingent on the condition of the respective vehicles and the availability of funds;
SECTION 2. The City of San Bernardino Fire Department request an amendment to the fire
apparatus replacement program schedule as follows:
