Description) Finance: Council Notes: Pr. :J, 0 d? ~ ~ 10 I Agenda Item No. 5/~/os- liD STAFF REPORT SUBJECT: Resolution ratifying the submittal of the budget detail worksheet for the FY 2005 Homeland Security Grant Program to the San Bernardino County Fire Department, Office of Emergency Services. BACKGROUND: On March 21, 2005, the San Bernardino County Fire Department, Office of Emergency Services notified all local jurisdictions of the availability of FY 2005 Homeland Security Grant Program funds from the Department of Homeland Security. San Bernardino County allocated funding to the 34 Fire Districts in the Operational Area on a per capita basis (Attachment A). As one of the operational areas, the City of San Bernardino Fire Department was required to submit the budget detail worksheet (Attachment B) to the San Bernardino County by April 12, 2005; therefore, the worksheet has been submitted and we are requesting ratification of the submittal. The City's allocation is $41,385. The Department of Homeland Security has consolidated the administration of several grant programs within one application package. The 2005 Homeland Security Grant Program and the 2005 Metropolitan Medical Response System Program (also on today's agenda) are both under this consolidation. The San Bernardino County Fire Department, Office of Emergency Services is required to administer the grants. San Bernardino County will submit all surrounding local jurisdictions budget detail worksheets to the Department of Homeland Security for approval. The Homeland Security Grant Program (HSGP) seeks to build on progress towards enhancing the capabilities of state and local first responders by providing funding for emergency prevention, preparedness, and response personnel to prevent, deter, respond to and recover from threats and incidents of terrorism. The grant will provide funding for an additional mobile command vehicle and personal protective clothing. The performance period for the grant will start when awarded and will end on December 31, 2006. FINANCIAL IMPACT: The City of San Bernardino will receive funding in the amount of $41,385. There is no match requirement associated with this grant and is 100% federally funded. Payments for expenditures approved in the grant will be on a reimbursement basis. Therefore, the City will request reimbursement for expenditures through the County subsequent to expenditure. The Mayor and Common Council hereby ratify the Fire Chiefs submittal of FY 2005 Homeland Security Grant Program budget detail worksheet in the total amount of 10 $41,385 for the San Bernardino City Fire Department.
