BACKGROUND: On March 21,2005, the San Bernardino County Fire Department, Office of Emergency Services notified the City of San Bemardino Fire Department of the availability of the Metropolitan Medical Response System (MMRS) funding from the Department of Homeland Security. The entire amount of $220,764 has been subgranted to the City of San Bernardino, as the authorized MMRS City within the San Bernardino County operational area. The City was requested to submit a budget detail worksheet (Attachment A) to the County by March 31, 2005; therefore, the worksheet has been submitted and we are requesting ratification of the submittal. The budget detail worksheet requests funding for emergency medical supplies, self contained breathing apparatus equipment, training equipment, and first responder equipment. The Department of Homeland Security has consolidated the administration of several grant programs within one application package. The 2005 Metropolitan Medical Response System Program and the 2005 Homeland Security Grant Program (also on today's agenda) are both under this consolidation. The San Bernardino County Fire Department, Office of Emergency Services is required to administer the grants. San Bernardino County will submit all surrounding local jurisdictions budget detail worksheets to the Department of Homeland Security for approval. For the past several years, the MMRS program has provided funding and support to the City of San Bernardino to develop plans, conduct training and exercises, and acquire pharmaceuticals and equipment, in order to achieve and maintain the enhanced capability necessary to respond to a mass casualty event. The MMRS program enhances our preparedness efforts to respond to a mass casualty event, whether caused by weapons of mass destruction, epidemic/pandemic disease outbreak, large scale HAZMAT incident, or natural disaster. The program has provided equipment and local collaboration to utilize during the vital period when lifesaving and population protection are most effective, from incident occurrence until significant external resources arrive. The core requirement of the MMRS program is the integration of first responder, medical treatment, public health, and emergency management components into an integrated system. The concept of operating with local, state, and federal health and medical support is designed to provide initial on-site response and provide for safe patient transport to hospital emergency rooms in the event of a mass casualty incident. I FINANCIAL IMPACT: The City of San Bernardino will receive funding in the amount of $220,764 from the FY 2005 MMRS grant. There is no match requirement associated with this grant, as it is 100% federally funded. Payments for expenditures approved in the grant will be on a reimbursement basis. The Mayor and Common Council hereby ratify the Fire Chiefs submittal of the Fiscal Year 2005 MMRS budget detail worksheet in the total amount of $220,764.
