Background: Earlier this year the Council authorized a purchase order increase to Inland Regional Material Recovery. The increase was to allow for payment of $12.40 per ton to Inland Regional to transfer San Bernardino waste to the County landfill system. At the time of the increase staff believed we would only pay Inland Regional for their transfer cost and not the total $45.32 disposal cost, which is Inland Regionals' $12.40 charge plus the $32.92 County landfill WOA tipping fee. The system for paying these costs requires the City to pay Inland Regional the total disposal cost, and then Inland Regional pays the County for their $32.92 rate. Paying the entire $45.32 per ton rate to Inland is a more efficient way to handle the payment of disposal costs, but it has exhausted the original increase to the purchase order much faster than anticipated. Staff has recalculated the disposal cost for the remainder of the fiscal year using the entire $45.32 cost per ton and we are requesting an increase of $1,250,000 to the existing purchase order. The funds necessary for the requested increase are budgeted in the 2005/06 Division operating budget. Financiallrnpact: . $750,000 of requested funding for this expenditure is included in the FY 05-06 budget in account no. 527-412-5179 DumpllNaste Fees and $500,0000 is budgeted in account no. 527- 413-5179 for commercial DumpllNaste Fees. RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AUTHORIZING AN INCREASE TO THE PURCHASE ORDER NO. 206290 TO INLAND REGIONAL MATERIAL RECOVERY FOR TIPPING FEES FOR A TOTAL PURCHASE ORDER AMOUNT NOT TO EXCEED $2,280,400.00. BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1. That Inland Regional Material Recovery provides green waste processing services and solid waste transfer within a reasonable driving distance of the City's operation. Pursuant to this determination, the Purchasing Manager is hereby authorized to increase the Purchase Order to Inland Regional Material Recovery by $1,250,000.00 for a total amount not to exceed of $2,280,400.00. SECTION 2. The Purchase Order shall reference this Resolution No. 2005-_ and shall read, "P.O. No. 206290, not to exceed $2,280,400.00 and shall incorporate the terms and conditions of this resolution". 16 SECTION 3.
