Backaround: Due to processing changes, departmental needs, and current services in both the Telephone Support and Utility Divisions a request was made by the Facilities Management Department to review the responsibilities of both the Account Clerk II and Administrative Clerk II positions. Significant changes to the telephone billing process in the Telephone Support Division now require the Administrative Clerk II position to be knowledgeable with Excel programs and proficient with a calculator in order to maintain and track costs and payments for all City departments. The changes in duties created by the new billing process are no longer consistent with the Administrative Clerk II classification. A recommendation is being made to reclassify this position to the appropriate classification of Account Clerk II. The duties of the Account Clerk II position in the Utility Division have changed and require that the position be able to perform account record keeping and analysis of above average difficulty on a broad range of assignments. The position is responsible for reconciling records, identifying and/or resolving discrepancies in billing, liaison between the City and Utility Companies, and analyzing invoices, purchase orders, and general ledger accounts for accuracy. A recommendation is being made to reclassify this position to the appropriate classification of Account Clerk III. Based on all information it is the recommendation of the Human Resources Department that both positions be reclassified. The increase will be absorbed in the existing budget through Personnel savings. SUMMARY DESCRIPTION Under supervision, to perfonn varied clerical duties of moderate difficulty involving the use of a variety of office equipment; to file and maintain records and prepare reports, and perfonn transcribing duties; to provide infonnation and assistance to the general public; and perfonn related work as required. ORGANIZATIONAL RELATIONSHIPS The class of Administrative Clerk II is the intennediate level in the clerical series. Positions are assigned to various City offices. Supervision is received from professional or supervisory personnel of the assigned department. Lead supervision may be received from more experienced clerical staff. REPRESENTATIVE DUTIES The following duties are typical for positions in this classification. Any single position may not perform all of these duties and/or may perform similar related duties not listed here: I. Provides courteous and expeditious customer service to the general public and City department staffs. 2. Types fonns, schedules, reports, lists, general correspondence, manuscripts, charts, labels, graphs, contracts and statistics; types, files, records, computes and maintains sensitive and privileged infonnation; assembles and prepares materials for mailing; receives, opens, date stamps and distributes mail. 3. Acts as a receptionist to the public, takes and responds to calls, screens inquires, takes messages, schedules appointments; answers questions and makes referrals requiring a basic understanding of policies and procedures of the work unit. 4. Operates a variety of office equipment, such as a typewriter, calculator, computer, transcription equipment and specialized office equipment of the assigned unit; transcribes cassette tapes of dictated correspondence, reports, interviews, legal documents, lists and related materials using a typewriter and word processing equipment. 5. Files and retrieves materials from established filing systems and develops standard office filing systems for records storage and retrieval; enters and maintains data into appropriate computer systems; maintains records, files and books according to established methods and procedures; maintains records ofthe unit concerning purchases, budget accounts and inventory; requisitions office supplies; maintains records of staff attendance and absences. 6. Compiles and tabulates data for reports; perfonns simple computations for statistical reports and records; codes and posts data to logs and records and prepares summaries and reports of data; researches readily available infonnation not requiring interpretive judgment and compiles infonnation for reports; sorts, alphabetizes, separates, batches and distributes fonns and reports; proofreads materials for clerical accuracy and spelling; copies, collates, staples and otherwise binds a variety of materials. 7. GENERAL OUALIFICATlONS Knowled!!e of: Modem office procedures, methods and equipment including computers and related software; Correct English usage, spelling grammar and punctuation; Basic mathematics; Preparation of business correspondence; Receptionist and telephone techniques; Principles and practices of filing and standard office equipment operation; Standard clerical techniques involving classifying, indexing, processing, retrieving and controlling a large volume of records. Typing speed of 45 wpm is required. Perfonns account record keeping and analysis of average difficulty in an assigned area of responsibility; researches packing slips and invoices and obtains authorization for payment; checks prices, extensions, tax and discounts; codes invoices for payment; batches documents for computer input; enters account and purchase order numbers, vendor numbers, amounts of payables and related data to computer tenninal. 3. Assembles accounts payable documents for approval; calculates unit cost of stock; audits summaries, enters to computer and prepares worksheets; enters journal entries and edits data processing print- outs; posts infonnation to a variety of records, and controls and balances records; prepares financial related reports; audits documents for accuracy of computation and completion. 4. Collects, sorts and posts bills, invoices, receipts and other data; posts, checks balances and adjusts accounts; makes arithmetical calculations and checks various statistical and accounting tables and reports; reconciles records to established balances, identifying and/or resolving discrepancies; reviews invoices and receiving reports for adequacy and accuracy and prepares vouchers and checks for payment of obligations. Generates request for payment letters for NSF checks; records and receipts all payments for NSF checks; distributes a copy of payment to appropriate department; maintains and files payment receipts; prepares non payments for sending to collections. 6. Calculates and verifies all infonnation relating to City tax exemptions; generates reports of City tax exemption status; processes requests for payments for refunds of City tax; calculates City tax charged in error on utility bills. 8. Inputs payroll time sheets for employees; types payroll checks; processes payroll wage garnishments; posts vacation, sick leave, holiday, comp time, military leave and overtime accrued; requests warrants for payroll deduction payments; generates fonns and reports for various payroll records. Performs account record keeping and analysis of above average difficulty on a broad range of assignments; maintains payroll or fringe benefits and voluntary deduction records; inputs personnel information; maintains records of salaries, labor distribution, retirement, employment tax withholding, fringe benefits and voluntary deductions; computes time sheets, inputs time, verifies payroll pre-edit for accuracy and corrects discrepancies; authorizes payroll direct deposits; types checks; verifies accuracy of check registers and makes payroll transfers. 3. Requests warrants for voluntary deduction payments; prepares salary, benefit and overtime billing for reimbursement from other agencies; prepares employer tax reports; prepares retirement fund reports. 4. Processes requests for payments for all City departments; analyzes request for accuracy including invoice, purchase, contract order and general ledger account numbers; verifies authorized signatures for payment; batches requests for payment and inputs into the accounts payable system; reviews, verifies and approves final accounts payable register. 9.
