SUBJECT
Requesting authorization to reject all bids received in response to Request for Quote (RFQ)
#F 05-013 for replacement of Class "B" uniforms and to readvertise forbids.
BACKGROUND
On June 3, 2004, a formal bid process was initiated to solicit bids for replacement of Class
"B" uniforms for Fire Department personnel. Notices were distributed to the San
Bernardino Area Chamber of Commerce, the City's Web Site, and advertised in The Sun
Newspaper. RFQ #F 05-013 packages were requested by eighteen (18) vendors and two
(2) bid responses were received.
In accordance with the City of San Bernardino Municipal Code Section 3.04.080.A
(Minimum Number of Bids) states that "Open market purchase shall wherever possible, be
based on at least three bids, and shall be awarded to the lowest and best bidder." Because
only 2 bids were received and there are sufficient suppliers who can provide quotes. Fire
recommends rejecting all bids submitted under RFQ #F 05-013 and readvertise for bids.
The City of San Bernardino Municipal Code Section 3.04.070.E (Rejection of Bids) states
that "At its discretion, the Mayor and Common Council shall have the power to reject any
and all bids presented and readvertise for bids."
FINANCIAL IMPACT
There is no financial impact to the General Fund.

#F 05-013 for replacement of Class "B" uniforms and to readvertise for bids.
