Synopsis of Previous Council Action:

July 15, 2002 - Council authorized funding in Park Construction Fund Account No. 243-363-
5504-7343 by Resolution 2002-250.
March 5, 2003 - Council authorized a purchase order between the City and Diversified Metal
Fabricators Inc. for the purchase of bleachers by Resolution 2003-62.

Staff Report
Subject:
Resolution authorizing the execution of a Purchase Order between the City and Diversified
Metal Fabricators, Inc. for the purchase of bleachers per RFP Bid Specification F03-021.

Background:
The Parks, Recreation and Community Services Department purchased 10 sets of bleachers
based on Bid F03-021 and as approved by Mayor and Common Council on Resolution 2003-62.
The funds for this project were Per Capita Grant funds. The application to the State for the Per
Capita funds was in the amount of $126,700 for backstops and bleachers. A total of $83,919 has
been spent leaving a remaining balance of $42,781. The department requests that another 10 sets
of 5 row, 21 feet long bleachers be purchased with the remaining State funds. Diversified Metal
Fabricators, Inc. has agreed to honor their January 30, 2003 bid.
The original bleachers were constructed and installed by Park staff at the following locations:
Wildwood (Melton Field) 2 sets, Delmann Heights Ballfield 2 sets, Kerwin Field 2 sets, and
Encanto Park 2 sets each on 2 fields for a total of 10 sets at four locations. If another 10 sets are
purchased, they will be placed at Palm Field 2 sets, Anne Shirrells 2 sets, Mill Center 2 sets
Civitan Little League 2 sets and Ballard Field at Nunez Park 2 sets.
Financial Impact:
Funding for this purchase is included in the 2003-04 Park Construction Fund Budget, Account
No. 243-363-5504-7343.
Recommendation:
Adopt Resolution.

RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AUTHORIZING THE EXECUTION OF A PURCHASE
ORDER BETWEEN THE CITY OF SAN BERNARDINO AND DIVERSIFIED METAL
FABRICATORS, INC. FOR THE PURCHASE OF BLEACHERS PER RFP BID
SPECIFICATION F03-021.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. That Diversified Metal Fabricators, Inc. is the lowest and best
responsible bidder for providing the bleachers as specified in RFP Bid Specification F03-021.
Pursuant to this determination, the Mayor and Common Council authorize the Purchasing
Manager to issue a purchase order to Diversified Metal Fabricators, Inc. for the total of
$38,500. The Purchase Order shall reference the number of this Resolution, shall reference the
terms in RFP Bid Specification F03-021, and shall incorporate the terms and conditions of the
bid proposal of Diversified Metal Fabricators, Inc. The Purchase Order shall further read "not
to exceed $38,500.00."
SECTION 2. The authorization to execute the above referenced Purchase Order is
rescinded ifit is not issued within sixty (60) days of the passage of this resolution.
