Dept: Date: April 16, 2004 File: 13.IRI MCC Date: May 17, 2004 Synopsis of Previous Council Action: None Recommended Motion: Adopt Resolution. -~~ Contact person: Anwar Wagdy, Traffic Engineer Phone: 'i711 Supporting data attached: Staff Report, Map, Resolution, Warrants Ward: 'i FUNDING REQUIREMENTS: Amount: $ 800.00 Source: (Acc!. Nos.) 001-187-5111 Acct. Description: Signing & Striping Materials Finance: Council Notes: Re~ -I:!:.. 2..ClC)4- \ '"2..<'0 Agenda Item No. J:J.- S/J1/DL/ CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT Subiect: Authorization to establish a 4-Way Stop at the intersection of Marshall Boulevard and "H" Street. Backlrround: The Traffic Engineering Section received a request from a citizen, via the Council Office, to install a 4-way stop at the intersection of Marshall Boulevard and "H" Street. The request was received from a citizen that lives on the southwest comer of this intersection. He is concerned over the speed of vehicles on Marshall Boulevard and the near misses he constantly witnesses. He feels that a 4-way stop will alleviate this situation. The Traffic Engineering Section of Development Services evaluated the request. The intersection is located in a predominantly residential area. However, both Marshall Boulevard and "H" Street are classified as Secondary Arterial streets in the City's General Plan. The intersection is currently controlled by a two-way stop for north and southbound traffic. The following are the volumes on the approaches to the intersection: Northbound 1,446 Eastbound 784 Totals Southbound 799 2,245 Westbound 1.237 2,021 Volume ratio equals 1: 1.1. There have been four recorded accidents at the intersection from January 1, 2000 through July 31, 2003 (3 Ih + years). The intersection meets volume warrants for a 4-way stop, consequently staff recommends that the request for a 4-way stop at this intersection be approved. The attached Resolution contains several corrections as follows: Resolution No. 655 is being brought up to date to reflect current field conditions for "H" Street. The existing stop signs on "H" Street were installed under Resolutions 655 or 2482 (Stop Intersections), and by contractors during development of a particular area. Approval of the proposed Resolution would include all of these stop signs under Resolution No. 655. Financial Imnact: The estimated cost of $ 800.00 for installing the new stop signs will come from Account No. 001- 187-5111 (Signing and Striping Materials) Recommendation: Adopt Resolution. 576 II. , ; ", "" II 6>(j{iiA-'_ \\ \ \, <::Jq,... ~~,{ \ .sJ/{boh.. .~,.. -j", ....-,uNr,"" .J/ if t;f/~ A."~~ALV'F~!r I~ =q S1 \ !~ '" >~/",,,.__ / -' Marshall Boulevard at "H" Street Authorization to Establish 4-Way Stop ;1 ';;;' .....""-...., (/ " 1'0'-'; ,/~r ~V~A "%~(,, ,31ST i iW.l ,,-z,SZ' ~ h~).1:~, \-~O~--~!1~D ~.
