"E" Street, located at the southwest comer of 48th Street and "E" Street. BACKGROUND: In January, 2002, this office received a request to hookup to City sewer, from Mr. Armand "Buck" Edelman, owner of 4180 North "E" Street ("E" Street in County, "H" Street in City), relative to a proposed construction of four single-family residences. On April 15, 2002, Resolution No. 2002-106 was adopted, making application to the Local Agency Formation Commission (LAFCO) for providing City sewer services to property within unincorporated territory located at 4180 North "E" Street. Subsequently, the owner applied to the County for a development permit for single-family lots. Since the County's minimum lot size for the area is 10,000 square feet, Mr. Edelman would only be allowed to develop three (3) single-family lots in the County. Since the City's minimum lot size is 7,200 square feet for this area, the owner would be able to build four (4) single-family lots, after necessary right-of-way dedication. The owner has submitted a letter requesting to annex into the City. The proposed development is consistent with the City's General Plan. Upon approval, the attached application will be filed with LAFCO. Petitioner will pay all applicable filing fees directly to LAFCO. Financial Impact: None --- all fees to be paid by petitioner Recommendation: That the Director of Development Services be authorized to initiate proceedings for the annexation of 4180 N. WHEREAS, the City of San Bernardino desires to initiate proceedings pursuant to the Cortese-Knox-Hertzberg Local Government Reorganization Act of 2000 (Section 56000 et Seq.
