Authorization for the Director of Development Services to Execute Change Order No. Two to
contract with Holland-Lowe Construction Inc. to re-route street light San Bernardino
monument conduits at the northwest corner of Tippecanoe Avenue and Laurelwood Drive,
Phase II, per plan No. 10373A.
Background:
On July 7, 2003, a contract in the amount of $231,270.90 was awarded to Holland-Lowe
Construction, Inc. for the widening of Tippecanoe Avenue and Harriman Place (formerly
know as Laurelwood Drive), phase II per plan No. 10373A. This contract included upgrading
the existing traffic signal. There was a delay in delivery of the new traffic signal equipment,
thus temporary traffic poles had to be used at the intersection. The installation of temporary
traffic poles and the modification of mast arms for the new poles were the subject of Change
Order No. One.
While scheduling excavation of Tippecanoe Avenue for street subgrade, it was discovered that
an existing street light conduit and San Bernardino City Limits Monument conduit were too
shallow. The existing conduits were not as deep as the typical City standard depth requirement
of 24 inches or more. These conduits will require relocation behind the new curb line on the
west side of the street.
Financial Impact:
The initial contract cost for this project was $231,270.90. Change Order No. One increased
initial construction costs by $50,783.00. This requested Change Order will further increase
costs by $21,315.00 Thus, total construction contract costs are $303,368.90. The estimated
total project costs are as follows:

An amount of $350,000 has been allocated for this project in Account No. 242-362-5504-7377
(Laurelwood Realignment-Rosewood/HarrimanlLaurelwood-Phase II). This amount is
sufficient to cover the cost of this change order.
Recommendation:
Authorize the Director of Development Services to execute Change Order No. Two in the
amount of $21,315.00 to contract with Holland-Lowe Construction Inc. to re-route the street
light and a San Bernardino monument conduit at the northwest comer of Tippecanoe Avenue and
Laurelwood Drive, Phase II, per plan No. 10373A.

JUSTIFICATION:
Item No. 1. While scheduling to excavate Tippecanoe A venue for street subgrade, it was discovered at
the southwest comer, that an existing electrical conduit for street lights and another one for
the City of San Bernardino monument sign (north of the 1-10 Freeway) were too shallow.
These conduits also need to be brought behind the new curb line on the west side, to comply
with the limits of this work phase.
Item No. 2. When the need for this change order was discovered, the contractor was required to shut
down construction pending approval of the change order. However, the contractor was
required to continue maintenance of traffic control and pavement repair during the delay.
The contractor has requested compensation in the amount of $2,000 for this extra work.
