City of San Bernardino, California December 4, 1989 The Regular Meeting of the Mayor and Common Council of the City of San Bernardino was called to order by Mayor Holcomb at 8:40 a.m., Monday, December 4, 1989, in the Council Chambers of City Hall, 300 North "0" Street, San Bernardino, California. ROLL CALL Roll call was taken by City Clerk Clark with the following being present: Mayor Holcomb; Council Members Reilly, Flores, Maudsley, Minor, Miller; City Attorney Penman, City Clerk Clark, City Administrator Julian. Absent: Council Members Estrada, Pope-Ludlam. RECESS MEETING - CLOSED SESSION At 8:40 a.m., Council Member Minor made a motion, seconded by Council Member Flores and unanimously carried, that the Mayor and Common Council and Community Development Commission recess to closed session for the following: (1 & S-9) a. to give instruction to the City's/Commission's negotiator on the purchase of property pursuant to Government Code Section 54956.8. READING OF RESOLUTIONS AND ORDINANCES City Clerk Clark read the titles of all the resolutions and ordinances on the regular and supplemental agenda. CITY CLERK CLARK ARRIVED At 8:45 a.m., City Clerk Clark arrived at the closed session. COUNCIL MEMBER ESTRADA ARRIVED Council Member Estrada arrived at the closed session. SENIOR DEPUTY CITY ATTORNEY WILSON EXCUSED At 8:50 a.m., Senior Deputy City Attorney Wilson left the closed session. RECONVENE MEETING At 9:30 a.m., Mayor Holcomb called the Regular Meeting of the Mayor and Common Council to order in the Council Chambers of City Hall, 300 North "0" Street, San Bernardino, California. 3 12/4/89 . ROLL CALL Roll call was taken by City Clerk Clark with the following being present: Mayor Holcomb; Council Members Estrada, Reilly, Flores, Maudsley, Minor, Miller; City Attorney Penman, City Clerk Clark, City Administrator Julian. Absent: Council Member pope-Ludlam. APPOINTMENT OF GERALD NEWCOMBE - INTERIM FIRE CHIEF Mayor Holcomb announced that in closed session, the Council approved the appointment of Gerald Newcombe, Interim Fire Chief effective December 18, 1989. He also stated that there will be an open and promotional recruitment for the replacement of Fire Chief Moon. SET PUBLIC HEARING - FIRE NEGOTIATIONS City Administrator Julian stated that the Firefighters' Association had declared an impasse with the City. Mr. Julian recommended that a public hearing be set for December 18, 1989, at 10:00 a.m., to reconsider the negotiations for the firefighters. . Council Member Estrada made a motion, seconded by Council Member Miller and unanimously carried, to schedule a impasse hearing for the firefighters negotiations for 10:00 a.m., December 18, 1989, in the Council Chambers of City Hall, 300 North "0" Street, San Bernardino, California. INVOCATION The invocation was given by Captain Robert Anderson of the Salvation Army. PLEDGE OF ALLEGIANCE The pledge of allegiance was led by Council Member Miller. ANNOUNCEMENT BY MAYOR - DECATHALON TEAM Mayor Holcomb announced that San Bernardino High School's Decathlon team won the super quiz for the second year. He stated that the team will be representing San Bernardino County in Bakersfield for the state competition on March 8-10, 1990. (2) SAN GORGONIO HIGH SCHOOL SAN BERNARDINO HIGH SCHOOL ANNOUNCEMENT BY MAYOR SPARTANS Mayor Holcomb announced that San Gorgonio High School's football team the Spartans have made it to the CIF finals and will be competing for the championship at Anaheim Stadium on Friday, December 8, 1989. (2) . 4 12/4/89 . . . ANNOUNCEMENT BY MAYOR - MAYOR'S PRAYER BREAKFAST Mayor Holcomb also announced that the Mayor's prayer breakfast was well attended. Judge Morris gave an outstanding address on community support. Mayor Holcomb stated that the prayer breakfast ceremony will be aired on the local television channel 3 at 9:00 p.m., Wednesday, December 6 and at 9:00 a.m., Saturday, December 9, 1989. (2) COUNCIL MEMBER At 9:40 a.m., Council meeting and POPE-LUDLAM ARRIVED Council Member Pope-Ludlam arrived at took her place at the council table. the ANNOUNCEMENT BY MAYOR - FREEDOM OF THE PRESS Mayor Holcomb gave a speech regarding freedom of the press and the problems encountered with The Sun newspaper. He stated that freedom of the press is bulwark of our democracy. Unfortunately, San Bernardino does not have a daily press that consistently fulfills its responsibility of honestly and accurately publishing the news. He further stated that some reporters do not get all of the facts or purposely omit the facts and publish distorted and sensationalized stories. (2) Mayor Holcomb stated that he is grateful for the local television, which gives him the opportunity to explain the full story behind the selection of Miller and Schroeder. He explained why Tim Sabo and Miller and Schroeder were selected as the financial consultants for the Norton Economic Expansion Committee. He further stated that Miller and Schroeder has provided excellent services from the late 70's through the early 80' s in finding legal solutions to very complex problems. He also stated that he would support any firm that is best qualified for the pro j ect. (2 ) ANNOUNCEMENT BY MAYOR - BLIGHT ORDINANCE Mayor Holcomb stated that the City has adoted an ordinance for blight enforcement. In light of recent articles in The Sun, he asked City Attorney Penman to explain to the public the way the blight ordinance will be enforced. (2) City Attorney Penman explained the blight ordinance in more detail. PUBLIC COMMENTS - LEO AMENDT - RAILROAD CROSSING Leo Amendt, Amendt Oil, 1405 West Rialto Avenue, San Bernardino, complained about the number of passing trains at the Rialto and pico Avenues railroad grade crossing. He stated that it is very difficult to deal with the traffic congestion of having trains passing about every hour and the constant noise the trains make. He stated that it has affected his business. He suggested the track be removed. He also suggested that the City Attorney or District Attorney make an effort to cut down the number and the size of the trains at this railroad grade crossing. (3) 5 12/4/89 . Mayor Holcomb stated that the City has applied for a grade separation with the Public Utilities Commission. The City will make an effort to make it more feasible, and do its best to control the size of the trains so it does not have a serious impact for the businesses in the area. EMPLOYEE RECOGNITION CEREMONY Lorraine Velarde, Executive Assistant to the Mayor, read the names of the employees receiving an employee recognition award for the months of July through October, 1989. Karen Craig, commended the team accomplished to win Principal of San for all the hard the competition. Bernardino High School, work and dedication they . Dr. Neal Roberts, Superintendent of the San Bernardino School District, stated that the team is establishing a tradition in the academic decathlon competition. He stated that this is an outstanding group and he is very proud of them. 6 12/4/89 . . . Jan Eby, advisor for the decathlon team, stated that the group has worked very hard and she commended the team for their excellent performance in the competition. RECESS MEETING At 10:30 a.m., Mayor Holcomb declared a five-minute break. RECONVENE MEETING At 10:40 a.m., Mayor Holcomb reconvened the Regular meeting in the Council Chambers of City Hall, 300 North "0" Street, San Bernardino, California. APPROVAL OF COUNCIL MINUTES NOVEMBER 6, 1989 NOVEMBER 13, 1989 Council Member Flores made a motion, seconded by Council Member Minor and unanimously carried, that the minutes of the meetings of the Mayor and Common Council of the City of San Bernardino held on November 6, 1989 and November 13, 1989, be approved as submitted in typewritten form. (6) PERSONNEL COMMITTEE REPORT - NOVEMBER 30, 1989 In a memorandum dated November 30, 1989, Council Member Reilly presented a report of the Personnel Committee meeting held on November 30, 1989. The topic of discussion was the management/confidential salary survey. (7) Council Member Flores made a motion, seconded by Council Member Minor and unanimously carried, that the report from the Personnel Committee dated November 30, 1989, be received and filed. SET PUBLIC HEARING - TO INCREASE PLAN CHECKING FEES - JANUARY 8, 1990 - 10:00 A.M. In a memorandum dated November 22, 1989, Larry Reed, Director, Building and Safety and Planning, requested that a public hearing be set to obtain public comments on the proposal to increase plan checking fees and to increase additional plan checking staff in an effort to improve customer service. This proposed increase would give assistance at the counter, enhance the quality of plan checks and reduce the length of time an application waits to be plan checked. (9) 7 12/4/89 . . . Council Member Flores made a motion, seconded by Council Member Minor and unanimously carried, that a public hearing be. set for January 8, 1990, at 10:00 a.m., in the Council Chambers of City Hall, 300 North "D" Street, San Bernardino, California, to hear public comments concerning a proposal to increase building code plan checking fees. VACATION - "U" SHAPED ALLEY BETWEEN OLIVE STREET AND 10TH STREET AND ARROWHEAD AVENUE AND "0" STREET In a memorandum dated November 6, 1989, Roger Hardgrave, Director, Public Works/City Engineer, stated that he had received a request on November 2, 1989, from Douglas Goodman, representing the Housing Authority of the County of San Bernardino, to vacate a "U" shaped alley located between Olive Street and between Arrowhead Avenue and "D" Street. The Housing Authority is concerned with the influx of undesirable people who loiter in the alley area. The vacation of this area would not only alleviate the transient problem, but would allow the various property owners to close off the area and make better use of their property. The petitioner has deposited the required $200, which represents one half of the total fee of $400. The remaining $200 will be due after the investigative proceedings. (11) Council Member Flores made a motion, seconded by Council Member Minor and unanimously carried, that the Director of Public works/City Engineer and the City Clerk be authorized to proceed with the proposed vacation of a "U" shaped alley between Olive and 10th Street and between Arrowhead Avenue and "D" Street, and that plan No. 7968, showing the proposed vacation of a portion of a "U" shaped alley between Olive Street and 10th Street and between Arrowhead Avenue and "D" Street, be approved. VACATION - A PORTION OF 5TH STREET BETWEEN DALLAS AVENUE AND MERIDIAN AVENUE In a memorandum dated November 7, 1989, Roger Hardgrave, Director Public Works/City Engineer, stated that he had received a request from Mr. Hsu Hao-Shih, on November 1, 1989, to vacate a portion of 5th Street, between Dallas Avenue and Meridian Avenue. Mr. Hsu, owner of the parcels, has land to the north and south of the vacation. He plans to do a lot line adjustment when the vacation proceedings are complete merging the property into one parcel of land. The petitioner had deposited the required $200, which represents one-half of the total fee of $400. The remaining $200 will be due after the investigative proceedings. ( 12) Council Member Flores made a motion, seconded by Council Member Minor and unanimously carried, that the Director of Public Works/City Engineer and the City Clerk be authorized to proceed with the proposed vacation of a portion of 5th Street between Dallas Avenue and Meridian Avenue. 8 12/4/89 . CLAIMS AND PAYROLL Council Member Flores made a motion, seconded by Council Member Minor and unanimously carried, that the claims and payrolls and the authorization to issue warrants as listed on the memorandum from the Director of Finance dated November 27, 1989, be approved. (13) PERSONNEL ACTIONS Council Member Flores made a motion, seconded by Council Member Minor and unanimously carried, that the personnel actions submitted by the Chief Examiner, dated November 22, 1989, in accordance with all administrative regulations of the City of San Bernardino, be approved. (14) BOARD OF BUILDING COMMISSIONER - RESOLUTIONS - OCTOBER 13, 1989 Council Member Flores made a motion, seconded by Council Member Minor and unanimously carried, that the following Board of Building Commission's orders be filed: (15) BBC No. 1309 Terry Haga 787 W. 10th Street BBC No. 1310 Lord of Righteousness 700 S. "F" Street WAIVING OF THE ORDINANCE Council Member Flores made a motion, seconded by Council Member Minor and unanimously carried, that final reading of the following ordinance be waived and said ordinance be adopted. MC-689 - AN ORDINANCE OF THE CITY OF SAN AMENDING CHAPTER 16.16 AND SECTION 19.60.100 BERNARDINO MUNICIPAL CODE RELATING TO BANNER (FINAL) BERNARDINO OF THE SAN PERMITS. (17) Council Member Flores made a motion, seconded by Council Member Minor that said ordinance be adopted. MC-689 was adopted by the following vote: Ayes: Council Members Estrada, Reilly, Flores, Maudsley, Minor, pope-Ludlam, Miller. Noes: None. Absent: None. LEGISLATIVE REVIEW COMMITTEE REPORT - NOVEMBER 22, 1989 Council Member Minor presented a report from the Legislative Review Committee meeting held on November 22, 1989. The following items were discussed at the meeting: (8) a. Proposed ordinance for the collection of costs in investigation and prosecution of crimes. Swearing in witnesses who testify before the Mayor and City Council. . b. 9 12/4/89 . . . c. Licensing of journeyman plumbers and related tradespersons. Ordinance adding Sections 18.04.050 and 19.02.030 and amending Sections 18.80.010 and 19.82.030 to the San Bernardino Municipal Code and establishing criminal violations for noncompliance of conditions of subdivision maps, CUP's and other permits. Proposed ordinance relative to urgency demolition procedures. Property located at 1040 1/2 West Baseline - issue of non-conforming residence. Resolution of the City of San Bernardino supporting the California Desert Protection Act. d. e. f. g. Ci ty Attorney Penman answered questions establishing criminal violations for noncompliance of of subdivision maps, conditional use permits and other regarding conditions permits. He also answered questions regarding the property located at 1040 1/2 West Baseline being a non-conforming residence. Council Member Estrada made a motion, seconded by Council Member Reilly and unanimously carried, that the report from the Legislative Review Committee meeting held on November 22, 1989, be received and filed. NUNEZ PARK FURNISHING AND INSTALLING FILTRATION EQUIPMENT - CONTINENTAL ENERGY SYSTEMS, INC. - DBA DEBIN & ASSOCIATES In a memorandum dated November 8, 1989, Roger Hardgrave, Director of Public Works/City Engineer, stated that all the required work for this contract performed by Continental Energy Systems Inc., dba Debin and Associates, for the furnishing and installing of filtration equipment at Nunez Park was satisfactorily completed as of October 19, 1989. The contract was awarded for the low bid price of $64,988. Change Order No. 2 increased the contract price by $300 to $65,288. He recommended that the work be approved and accepted, and the final payment be authorized at the expiration of the lien period. (10) Council Member Miller made a motion, seconded by Council Member Estrada and unanimously carried, that the work performed by the contractor for furnishing and installing filtration equipment at Nunez Park pool, in accordance with Plan No. 7750, be approved and accepted; and that final payment be authorized at the expiration of the lien period. SAN BERNARDINO AMENDING THE CONSTRUCTION AND CURBS AND TO PROVIDE COSTS INCURRED BY THE (16) ORDINANCE OF THE CITY OF CHAPTER 12.92 TO REQUIRE MAINTENANCE OF SIDEWALKS AND PROCEDURES FOR ASSESSMENT OF CITY. (FINAL) A discussion ensued regarding property owners paying half the cost for repairing the sidewalks damaged by city trees. 10 12/4/89 . . . It was pointed out that a large percentage of damaged sidewalks, curbs and driveways are caused by the roots of city trees, and it should be the responsibility of the city to pay for the repairs. Mayor Holcomb stated that over $1 million worth of sidewalk repairs have been identified thus far. He suggested that the ordinance be adopted and that a resolution be prepared setting the policy directives. Council Member Reilly made a motion to adopt said ordinance. The motion failed due to the lack of a second. Penman suggested that the ordinance be would prepare a resolution delineating the City Attorney continued and that he policy conditions. It was pointed out that the resolution should exempt property owners who have sidewalks damaged by city tree roots. Council Member Minor made a motion, seconded by Council Member Pope-Ludlam and unanimously carried, that the ordinance be continued to the Council meeting of December 18, 1989, to allow the City Attorney to prepare the necessary resolution setting forth policy directives. WAIVING OF RESOLUTIONS Council Member Estrada made a motion, seconded by Council Member Minor and unanimously carried, that further reading of the resolutions be waived and said resolutions be adopted. RESOLUTION OF THE CITY OF SAN BERNARDINO AMENDING RESOLUTION NO. 10584 ENTITLED IN PART "A RESOLUTION ... ESTABLISHING ... EMPLOYER-EMPLOYEE RELATIONS..." ( 19) Brian Hagman, Business Representative for AFSCME, 359 West Fourth Street, San Bernardino, spoke regarding the amendment of Resolution No. 10584. He requested that this resolution be continued to allow the union to meet and confer with the Personnel Department before amending the resolution. Gordon Johnson, Personnel Director, stated that on two different occasions, Mr. Hagman was asked if he would like to meet and discuss the amendment of Resolution 10584. Mr. Brain Hagman indicated that he did not want to meet until the President, Vice President and Chief Steward of the union, along with two employees can be present at the meet and confer session. 11 12/4/89 . . . RES. 89-473 - RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING AND DIRECTING THE EXECUTION OF AN EMERGENCY SHELTER GRANT PROGRAM FUNDING AGREEMENT BETWEEN THE CITY OF SAN BERNARDINO AND THE SALVATION ARMY. (18) Council Member Minor made a motion, seconded by Council Member Pope-Ludlam, that said resolution be adopted. Resolution No. 473 was adopted by the following vote: Council Members Estrada, Reilly, Flores, Mauds1ey, Minor, Ludlam, Miller. Noes: None. Absent: None. Ayes: pope- RES. 89-474 - RESOLUTION OF THE CITY OF SAN BERNARDINO AMENDING RESOLUTION 6413 ENTITLED IN PART "RESOLUTION ESTABLISHING A BASIC COMPENSATION PLAN "BY PROVIDING A PAY INCREASE FOR THE PART-TIME POSITIONS OF ANIMAL LICENSE CHECKER, FIRE FIGHTER TRAINEE, GROUNDSWORKER, LAW ENFORCEMENT TRAINEE, STUDENT INTERN, TEACHER, TEACHER AID, TEACHER/DIRECTOR, TYPIST CLERK, SECURITY OFFICER, ASSISTANT SECURITY SUPERVISOR, RETIRED SENIOR VOLUNTEER PROGRAM COORDINATOR AND SENIOR COMPANION PROGRAM COORDINATOR. (20) City Administrator Julian answered questions regarding workers compensation for reserve police officer employees. Gordon Johnson, Personnel Director, stated that reserve police officers are not being paid on an hourly basis. He stated that the police officers do receive $50 a month to have their uniforms cleaned. Council Member Minor made a motion, seconded by Council Member pope-Ludlam and unanimously carried, that said resolution be adopted. (29) In a memorandum dated November 27, 1989, Manuel Moreno Jr., Director of Public Services, stated that on July 21, 1989, a "Notice of Clean Premises" was mailed to Neil Nathason, 215 S. Guadalupe Avenue, Redondo Beach, California 90277, regarding property Parcel No. 0137 061 08, located at Bellview and Mt. Vernon Streets. The parcel required hand work and hauling which was performed by H & H Enterprises on August 11, 14, and 15, 1989, at a cost of $1,141.00. The administration fee of $75.00 was added to this charge for a total amount of $1,216.00. Mr. Moreno stated that the hearing on the assessment on Mr. Nathason's property was held on November 3, 1989. Based on the evidence presented, the Board adopted the sum of $1,216.00 to be assessed against Mr. Nathason and ordered that a lien be placed on the property, if the assessment was not paid. City Administrator Julian stated that the appellant could not be present at this meeting and that he has requested that the appeal hearing be continued to December 18, 1989. . (31) In a memorandum dated November 28, 1989, Ken Henderson, Director of Community Development, stated that staff was directed to prepare a job description for a homeless services coordinator position. Because these contacts and meetings are ongoing, staff believes that it would be more appropriate to continue consideration of the homeless services coordinator job description until the approach, duties and responsibilities have been more fully developed. View Avenue. The work was performed by Steiny and Company. (34) 16 12/4/89 . . . In a memorandum dated October 25, 1989, Roger Hardgrave, Director of Public works/City Engineer, stated that all work under this contract with Steiny & Company for the installation of traffic signals at 40th Street and Mt. View Avenue was satisfactorily completed on August 25, 1989. The contract was awarded for the low bid of $86,000. The final contract price was $85,250, due to the assessment of $750 liquidated damages for three additional days used to complete the work in excess of the time allowed in the special provisions. It was pointed out that the sidewalks were damaged during the installation of the traffic signals. It was suggested that the sidewalks be examined on the southeast corner of 40th Street and Mt. View Avenue prior to approving and accepting the work performed. APPROVE USE OF CDBG FUNDS AWARDING FINANCIAL ASSISTANCE TO FINANCE PROJECT HOME RUN - $45,000 In a memorandum dated November 27, 1989, Ken Henderson, Director of Community Development, stated that on November 13, 1989, Project Home Run submitted a proposal for financial assistance for acquisition of properties in the amount of $45,000. Project Home Run is a program designed to develop and provide actual ownership of safe, decent, sanitary and affordable housing to families who do not and cannot qualify to purchase homes by conventional means. On November 22, 1989, the Community Development Citizens Advisory Committee recommended approval of Project Home Run. Mayor Holcomb stated that the resolution and urgency ordinance are being presented to levy a developer's fee that would be paid prior to the issuance of any building permits in the Verdemont area. The fees have been calculated to raise enough money to install all major infrastructure. Mayor Holcomb stated that the resolution and urgency ordinance would establish a permanent program for the levy of infrastructure fees to provide revenues to fund the public improvements which would be necessitated by a proposed private development within the Verdemont area. . Tim Sabo, Hawkins, Delafield and Wood, 6320 Canoga Avenue, Suite 400, Woodland Hills, California, 91367, explained how the ordinance would work. He stated that it is divided into two categories: the first is designated as "right-of-way improvements," which include the acquisition, construction, and 20 12/4/89 . installation of full-width street improvements; the second category is designated as "public improvements," which include the acquisition, construction and installation of fire and park facilities, drainage facilities and landscaping. Mr. Sabo stated that in the ordinance an initial 30 day voluntary prepaid period has been set. If a person prepays the fees for the right-of-way improvements, he would not be subject to any increases in the fees, if the fees are increased. A discussion ensued regarding the AB1600 fees. AUTHORIZE THE REMOVAL OF FOUR CAROB TREES - CORNER OF HIGHLAND AND "D" STREET In a memorandum dated November 30, 1989, Manuel Moreno Jr., Director of Public Services, stated that he had received a trip and fall complaint for a citizen regarding the southwest corner of Highland and "D" Street. A staff investigation revealed that four 25-30 year old carob trees have raised the sidewalk to a dangerous condition. In two locations the trees have pushed out the curb and gutter and have damaged the catch basin. (S-5) A discussion ensued regarding the severe damage to the sidewalks caused by four carob trees at Highland and "D" Street. . It was pointed out that the Director of Public Services should be instructed to investigate the extent of damage and to determine if there is another way of resolving this matter. 21 12/4/89 . ORDINANCE OF THE CITY OF SAN BERNARDINO AMENDING SUBSECTION 5.04. 425F REQUIRING A BUSINESS LICENSE FOR LEASING OR RENTING RESIDENTIAL PROPERTY AND REPEALING SECTION 5.04.355 REGARDING ASTROLOGY, PALMISTRY AND PHRENOLOGY. (S-8) City Clerk Clark read the title of the ordinance. . City Clerk Clark stated that the main purpose of the ordinance is to begin the implementation of the business license for single family rental housing. The secondary purpose of this ordinance is to repeal a section of the Municipal Code which prohibits fortune telling, astrology and palmistry. Ms. Clark requested that the portion repealing the section for palmistry, astrology and phrenology be stricken from this particular ordinance at this time and it be brought back to the next Council meeting. She stated that this would allow policy requirements to be established for this type of business and it would also permit a background check to be conducted. A discussion ensued regarding repealing Section 5.04.355 regarding astrology, palmistry and phrenology. City Attorney Penman answered questions. Shauna Clark, City Clerk, recommended that the wording for astrology, palmistry and phrenology in the ordinance be rewritten and be presented at the Council meeting of December 18, 1989. PROPOSED CHANGE OF SPHERE OF INFLUENCE GENERALLY LOCATED SOUTHWEST OF THE 1-215 FREEWAY In a memorandum dated November 29, 1989, Roger Hardgrave, Director of Public Works/City Engineer, stated that the Local Agency Formation Commission (LAFCO), the State Agency that oversees all annexation and reorganization proceedings, requires that all cities have an established "Sphere of Influence" which includes all unincorporated territory located adjacent to the city boundaries so that the city can effectively provide municipal services. (S-7) There are tentative industrial developments in the area near the Cable Canyon wash which is unincorporated, but lies within the City's Sphere of Influence. It is desirous and beneficial for the City to have this area within the City limits. The proposed change would place the entire development area within the City's Sphere of Influence, which is the first step to annexing the area. Council Member Pope-Ludlam made a motion, seconded by Council Member Estrada and unanimously carried, that the Director of Public Works/City Engineer and the City Clerk be authorized to proceed with the proposed change of Sphere of Influence for the City of San Bernardino, generally located southwesterly of the 1- 215 Freeway, south of Devore Road.
