This is the time and place for an Adjourned Regular Meeting
of the Mayor and Common Council of the City of San Bernardino at
their Adjourned Regular Meeting held at 11:00 a.m., on Monday,
July 24, 1989, in the Council Chambers of City Hall, 300 North
"0" Street, San Bernardino, California.
The City Clerk has caused to be posted the Order of
Adjournment of said meeting held on Monday, July 24, 1989, and
has on file in the Office of the City Clerk an affidavit of said
posting together with a copy of said Order which was posted at
3:00 p.m., Tuesday, July 25, 1989, on the door of the place of
which said meeting was held.
The Adjourned Regular Meeting of the Mayor and Common
Council of the City of San Bernardino was called to order by
Mayor Pro Tempore Flores at 4:05 p.m., Thursday, July 27, 1989,
in the Council Chambers of City Hall, 300 North "0" Street, San
Bernardino, California.
ROLL CALL
Roll call was taken by City Clerk Clark with the following
being present: Mayor Pro Tempore Flores; Council Members Flores,
Minor, Pope-Ludlam, Miller; City Attorney Penman, City Clerk
Clark, City Administrator Julian. Absent: Mayor Holcomb;
Council Members Estrada, Reilly, Maudsley.
RECESS MEETING - CLOSED SESSION
At 4:06 pa.m., Council Member Minor made a motion, seconded
by Council Member Miller and unanimously carried, that the Mayor
and Common Council recess to closed session to discuss the
following:
to confer with its attorney regarding pending litigation
pursuant to Government Code Section 54956.9(b) (1), as there is
significant exposure to litigation.
CLOSES SESSION
At 4:06 p.m., Mayor Pro Tempore Flores called the closed
session to order in the conference room of the Council Chambers
of City Hall, 300 North "0" Street, San Bernardino, California.
COUNCIL MEMBER ESTRADA ARRIVED
Council Member Estrada arrived at the Council meeting.

ROLL CALL
Roll Call was taken with the following being present: Mayor
Pro Tempore Flores~ Council Members Estrada, Flores, Minor, Pope-
Ludlam, Miller~ City Attorney Penman~ City Administrator Julian.
Absent: Mayor Holcomb~ Council Members Reilly, Maudsley.
Also present were:

HERB WESSEL AND BERNIE KERSEY EXCUSED
At 4: 15 p.m., Herb Wessel and Bernie Kersey were excused
from the Closed Session.
ADJOURN CLOSED SESSION
At 4:20 p.m., the Closed Session adjourned to the Adjourned
Regular Meeting of the Mayor and Common Council of the City of
San Bernardino, in the Council Chambers of City Hall, 300 North
"0" Street, San Bernardino, California.
RECONVENE MEETING
At 4:20 p.m., Mayor Pro Tempore Flores called the meeting
of the Mayor and Common Council to order in the Council Chambers
of City Hall, 300 North "0" Street, San Bernardino, California.
AGREEMENT - SAN BERNARDINO VALLEY MUNICIPAL WATER DISTRICT
SPREADING OF WATER - DEVILS CANYON AREA
Council Member Minor made a motion, seconded by Council
Member Pope-Ludlam and unanimously carried, that the following
urgency item, which arose subsequent to the posting of the
agenda, be discussed:
Agreement relating to the spreading of water in the Devils
Canyon area.
The City Clerk read the title of the following resolution:
RES. 89-289 HOLD HARMLESS AGREEMENT WITH SAN
BERNARDINO VALLEY MUNICIPAL WATER DISTRICT FOR THE
SPREADING OF IMPORTED WATER AT THE DEvIL 'is CANYON
SPREADING GROUNDS.
Council Member Minor made a motion, seconded by Council
Member pope-Ludlam, that said resolution be adopted.
Resolution 89-289 was adopted by the following vote: Ayes:
Council Members Estrada, Flores, Minor, Pope-Ludlam, Miller.
Noes: None. Absent: Council Members Reilly, Maudsley.

ADJOURNMENT
At 4:26 p.m., Council Member Pope-Ludlam made a motion,
seconded by Council Member Estrada and unanimously carried, that
the meeting be adjourned to 9:00 a.m., Monday, August 7, 1989, in
the Council Chambers of City Hall, 300 North "0" Street, San
Bernardino, California.
