This is the time and place set for an Adjourned
Regular Meeting of the Mayor and Common Council of the
City of San Bernardino at the Adjourned Regular Meeting
held at 9:00 a.m., Saturday, June 10, 1989, in the Council
Chambers of City Hall, 300 North "0" Street, San
Bernardino, California.
The City Clerk has caused to be posted the Order of
Adjournment of said meeting held on Saturday, June 10,
1989, at 9:00 a.m., and has on file in the Office of the
City Clerk an affidavit of said posting together with a
copy of said Order which was posted at 1:00 p.m.,
Saturday, June 10, 1989, in the Council Chambers of City
Hall, 300 North "0" Street, San Bernardino, California.
The Adjourned Regular Meeting of the Mayor and Common
Council of the City of San Bernardino was called to order
by Mayor Holcomb at 4:05 p.m., Monday, June 12, 1989, in
the Council Chambers of City Hall, 300 North "0" Street,
San Bernardino, California.

ROLL CALL
Roll Call was taken by Deputy City Clerk Copeland
with the following being present: Mayor Holcomb; Council
Members Estrada, Reilly, Flores, Maudsley, Minor,
Pope-Ludlam, Miller; Deputy City Clerk Copeland, City
Administrator Julian. Absent: City Attorney Penman.
PUBLIC COMMENTS
Mayor Holcomb stated that he wished to clarify a
statement made at a Management Meeting held on June
8,1989, relative to the chain of command, as there appears
to be some misunderstanding. He stated that there was no
Executive Order issued, and he had no intention of
indicating that Council Members could not go to a
department head for information.
He explained that he intended to ask City
Administrator Julian to prepare a proposed Chain of
Command Pol icy Memorandum that was agreeable to everyone
concerned. Hopefully, when there is a policy set forth,
it won I t be necessary to be concerned about formal i ties.

CITY ATTORNEY PENMAN ARRIVED
At 4:11il p.m., City Attorney Penman arrived at the
Council Meeting and took his place at the Council Table.
RECESS MEETING - CLOSED SESSION
At 4:11il p.m., Council Member Flores made a motion,
seconded by Council Member Pope-Ludlam and unanimously
carried, that the Common Council recess to Closed Session
to consider personnel matters pursuant to Government Code
Section 54957. (Continued from June llil, 1989) (2c)
CLOSED SESSION
At 4:11il p.m., Mayor Holcomb called the Closed Session
to order in the Conference Room of the Council Chambers of
City Hall, 31il1il North "D" Street, San Bernardino,
California.
ROLL CALL
Roll Call was taken with the following being present:
Mayor Holcomb; Council Members Estrada, Reilly, Flores,
Maudsley, Minor, Pope-Ludlam, Miller; City Attorney
Penman, Deputy City Clerk Copeland, City Administrator
Julian. Absent: None.
DEPUTY CITY CLERK COPELAND EXCUSED
Deputy City Clerk Copeland left the Closed Session.

COUNCIL MEMBER FLORES EXCUSED
Council Member Flores left the Closed Session.
ADJOURN CLOSED SESSION
At 4: 45 p.m., the Closed Session adjourned to the
Adjourned Regular Meeting of the Mayor and Common Council
of the City of San Bernardino.
RECONVENE MEETING
At 4:45 p.m., Mayor Holcomb called the Adjourned
Regular Meeting to order in the Council Chambers of City
Hall, 31il1il North "D" Street, San Bernardino, California.
ROLL CALL
Roll Call was taken with the following being present:
Mayor Holcomb; Council Members Estrada, Reilly, Maudsley,
Minor, Pope-Ludlam, Mi ller; Ci ty Attorney Penman, Deputy
City Clerk Copeland, City Administrator Julian. Absent:
Council Member Flores.

CLOSED SESSION - PERSONNEL
Council Member Minor made a motion, seconded by
Council Member Reilly and unanimously carried, that the
following Closed Session item, be continued to 9: 00
a.m., Wednesday, June, 14, 1989, in the Council Chambers
of City Hall, 300 North "D" Street, San Bernardino,
California:
Government Code Section 54957 to consider

At 4:45 p.m., Council Member Minor made a motion,
seconded by Council Member Reilly and unanimously carried,
that the meeting adjourn to 9:00 a.m., Wednesday, June 14,

Street, San Bernardino, California.
