Council ballot Section 1 12/2/88 . 234(c) was adopted in 1944 for the purpose of funding the City employees retirement system through property taxes. Council Member Minor stated he had asked for this special meeting because Mr.Bob Holcomb suggested that instead of asking the voters if they wanted to repeal the taxing authority, the measure should be worded to give the Council the option to levy the tax each year rather than making it mandatory. Council Member Minor added that because this issue had become politicized, he was withdrawing his recommend- ation. Referring to Bob Holcomb's suggestion, Mayor wilcox stated that this proposed change would be trick or treat legislation and would be unfair to the voters.
