City of San Bernardino, California May 10, 1988 This is the time and place set for an Adjourned Regular Meeting of the Mayor and Common Council of the City of San Bernardino at their Adjourned Regular Meeting held on Friday, May 6, 1988, at 9:15 a.m., in the Council Chambers of City Hall, 300 North "D" Street, San Bernar- dino, California. The City Clerk has caused to be posted the Notice of Adjournment of said meeting held Friday, May 6, 1988, at 9:15 a.m., and has on file in the office of the City Clerk an affidavit of said posting together with a copy of said Notice which was posted at 1:00 p..m., on Friday, May 6, 1988, in the Council Chambers of City Hall, 300 North "D" Street, San Bernardino, California. The Adjourned Regular Meeting was called to order by Mayor Wilcox at 5:06 p.m., on Tuesday, May 10, 1988, in the Council Chambers of City Hall, 300 North "D" Street, San Bernardino, California. . ROLL CALL Roll Call was taken by Deputy City Clerk Martinez with the fOllowing being present: Mayor Wilcox; Council Members Reilly, Flores, Maudsley, Minor, Pope-Ludlam, Miller; City Attorney Penman, Deputy City Clerk Martinez. Absent: Council Member Estrada; Deputy City Administrator Robbins. PUBLIC COMMENTS There were no public comments. (a) PUBLIC HEARING - GENERAL PLAN - LAND USE ALTERNATIVES This is the time and place set for a public hearing on the land use alternatives for the Wests ide Area, Norton Area and North Central San Bernardino. (1) Ann Siracusa, Planning Director, stated that this was a catch up meeting for those areas that had been contin- ued. WESTS IDE - AREA 6 The boundaries of Area 6, Westside, are as follows: . North: South: East: West: Devil Canyon Flood Control Channel Ninth Street 1-215 Freeway Lytle Creek Wash 1 5/10/88 . At their meeting held April 16, 1988, the Council considered Area No.6 - Westside. Public testimony was taken, and it was quite clear that the people did not want Multiple Residential (MU), specifically on the arterials of Baseline, Mt. Vernon and Highland and that they wanted commercial designation. The discussion at that point was that the Northwest Redevelopment Plan indicates high density residential along those corridors. The concern was that such changes would trigger the need to amend the Redevelopment Plan and that would open the tax increment question. In discussing the issue with the Redevelopment Con- sultant and the City Attorney's office, Planning staff was advised that the kind of changes proposed at this time, legally, should not require an amendment to the Redevelop- ment Plan. Their advice to the Mayor and Council, as well as staff, is to develop the best plan possible. Should that be challenged at some future point, or if there is an issue of conformity at a later date, it would be consid- ered at that time. . It was stated that a smaller representative group met with the Planning staff and Councilwoman Pope-Ludlam to do some actual mapping. Staff Recommendation 1, dated May 10, 1988 1. Medical Center Drive a. From King Elementary School, northward to 16th Street, the MU (Mixed Use) on both sides of the street should be changed to RS (Residential Suburban). b. From 16th Street to Highland Avenue, the MU (Mixed Use) designation should remain subject to the following: . 2 5/10/88 . 1. CHC (Commercial Health Care) uses would be permitted. 2. Existing single-family residential uses would be permitted. 3. Multiple housing is prohibited. Anne Siracusa presented Exhibit "A", showing mapping proposed by the Westside representative group, Council- woman Pope-Ludlam and Planning staff. Ann Siracusa answered questions, stating that resi- dents in the area would be allowed to expand or make additions under the RU designation. Property can be vacant for three years and they can corne back and rent it as residential. If at some point the property is sold to a medical office complex or the hospital, it would transition into a health care type facility. . Ann Siracusa further stated that the area around the hospital takes in the frontage along the east side of Western, the frontage on the south side of 17th Street, the corner of 16th and Medical Center and around the vacant property to the west, 19th Street, up to Medical Center on the west side, and stops on 29th Street. However on the east side, it goes to Highland Avenue and over to Western Avenue, taking along some frontage on the south s ide of Highland Avenue. (Commerc i a 1 Hea 1 th Ca re and ex- isting Single-Family Residential) Development of the area would allow for medically related uses and convalescent homes. It was also recommended that this area, although it would permit senior housing, be limited to two stories and only allowed by a Conditional Use Permit and possibly some other restrictions that would be developed. Staff Recommendation 2 dated May 10, 1988 2. Highland Avenue a. From Medical Center Drive to the SR30 right-of-way, the CG (Commercial General) designation should be used on both sides of Highland Avenue. b. From Medical Center Drive to Western Avenue, the south side of Highland Avenue should be designated MU (Mixed Use) as discussed in l.b. above. The north side of Highland Avenue should be designated CG (Commercial General) . 3 5/Hl/88 . c. The area bounded by Highland Avenue, 1-215 Freeway and the SR 30 right-of-way, except those areas covered under s.a. and 2.b. above, should be designated IL (Industrial Light). Concern was expressed regarding the allowance of adequate depth for commercial development to occur and still provide adequate parking and amenities to go with the commercial projects. A second MU designation in this case would be General Commercial, Light Industrial and Single-Family housing. Ann Siracusa described basic changes supported by staff that were the result of public meetings with the Westside representative group regarding residential uses. A discussion ensued relative to the rationale for limiting senior housing to two stories. Ann Siracusa answered questions and stated that the residents would prefer limiting the two story buildings to the hospital, the professional building and housing. . She further answered questions, stating that Council could restrict or eliminate motels from General Commercial designation or put restrictions on they could be built. the the how DEPUTY CITY ADMINISTRATOR ROBBINS At 5:15 p.m., Deputy City Administrator Robbins ar- rived at the Council Meeting. Peter A. Mercadante, representing Thomas P. Merca- dante, spoke regarding the parcel located on the northeast corner of Baseline and Mt. Vernon and stated that he would like to see the property remain CO. Ann Siracusa stated that the intent of the Mixed Use in that area is to prohibit multiple uses which would allow General Commercial, Light Industrial, and any exist- ing single-family uses; therefore, a CO would be per- mitted. Sharon Stephens, 2311 3rd Ave., Muscoy, expressed concern regarding the area along the Lytle Creek levee and Muscoy that would be changed from Residential Rural to Residential Low. She stated that she had appeared before the Moratorium Committee and objected to the tract of 177 homes that were going into that area. COUNCIL MEMBER ESTRADA ARRIVED At 5:34 p.m., Council Member Estrada arrived and the Council Meeting and took her place at the Council table. . David Lechuga, 2217 2nd Ave., San Bernardino, spoke regarding the panel chosen to draw up the land use recom- mendations and gave tentative support to the process. He further stated that another hearing should be held for more public comment. Mr. Lechuga stated that at the last public hearing, legal counsel mentioned that instead of amending the Rede- velopment Plan and face possible litigation from taxing agencies, that restrictions be placed when the area is rezoned. By putting restrictions, it would make it impossible for apartments to be developed. City Attorney Penman stated that no changes have been made, and that the Redevelopment Plan will have to comply with the law. The General Plan is only a draft, and not permanent. Over the next year, it will be considered again by the Mayor and Council before they make the final decision. Jurlean McGinnis, President of the Homeowners Asso- ciation, Orangewood Estates, 1624 N. Susie Lane, San Ber- nardino, expressed her objections to apartments being built on the Westside. . 5 5/10/88 . Morsell Johnson, representing the San Bernardino westside Leadership Coalition, stated that the commercial areas are important to the Westside to generate jobs, industry and commercial services. Mr. Johnson also stated that there hasn't been much activity in that area in the past due to the conflict between the Redevelopment Plan and the previous General Plan. City Attorney Penman spoke relative to the deadlines, and stated that by June 10, 1988, the City has to have an Interim Policy Document approved by OPR. By June 10, 1989, the City has to adopt a General Plan for approval by OPR. Wesley Jefferson, representing a branch of the San Bernardino NAACP, 444 E. Foothill Blvd., Rialto, Ca., spoke in opposition to multiple family units on the major corridors and stated that at one of the community meetings he had attended, the City Attorney had presented a pro- posal to keep the Redevelopment Plan. However, the resi- dents were opposed to the compromise and were fearful that the plan could result in multi-family units. They were insistent that no multi-family units be built in those corridors. . Mr. Jefferson also stated that after another public meeting, a new proposal came from the City Attorney's office. He understands the new proposal to mean that under the MU designation, which does not permit the pre- sent Redevelopment Plan to exist, if you build multi- family units, you can't build anything else. He asked the Council to remember over the next year that the community does not want apartments on major cor- ridors. It is his hope that the Redevelopment area gets assistance in coming up with an economic strategy, pro- hibits multi-family and recommends an MU that allows other uses. If the Council encourages some development in that area, the City could entice some private development to start. City Attorney Penman stated that his office is re- quired to provide alternatives, and is not recommending a plan that would provide for high density housing in that area. Mr. Jefferson stated that because the City Attorney is trying to keep the Redevelopment Plan intact, the City Attorney is going to compromise with a MU designation that would restrict mUlti-family. Mr. Jefferson stated that this could not be done. . 6 5/10/88 . Mr. Penman stated that if the Council wants to desig- nate that area in such a manner, and not allow any multi- family, that it could be done. The Council will deal with the Redevelopment Plan as the law allows. Larry Claunch, 2488 3rd Ave., Muscoy resident, spoke regarding Tract 12372, which was approved by the Planning Commission and is before the Moratorium Commission. Mr. Claunch stated that the people in that area were never notified of this action. The area that was annexed into the City is basically another island and the project never had an Environmental Impact Report. Mr. Claunch stated that this project will definitely have an environ- mental impact on the whole community of Muscoy. Mr. Claunch also stated that the residents in that area would like to have more up-scale housing. They don't want the type of housing that the City has proposed for this area. He recommended a complete evaluation of this proj ect. Mayor Wilcox asked what kind of communication was given to the public to let them know what area was being discussed. . Ann Siracusa stated that advertising was done in five newspapers, public service announcements and notices were sent to approximately 200 individuals and organizations on the mailing list. No specific mailing was done to all property owners. It was pointed out that the area is designated RL, 1 to 3 units per acre. The Planning Commission's recommen- dation was RL when the Council considered this area. The Council gave the applicant for Tract 12372 a tentative RS, but no formal action has been taken. Joel Dortch, 6059 Ave., Juan Dias, Riverside, Ca., representing Fred H. Dortch, stated that if the Council adopts this highly restrictive zoning that has been pro- posed, it will hurt property owners in that area. He sees no usage for that land other than Multiple Family. Ken Lambert, 980 Porter Street, Muscoy resident, expressed his opposition to the tract and stated that he had not been notified of the meeting. Council Member Flores made a motion, seconded by Council Member Pope-Ludlam and unanimously carried, that the following staff recommendation be approved: . 7 5/10/88 . 1. Medical Center Drive. a. Council Member Pope-Ludlam discussed multiple housing and stated that if this causes serious problems with the plan, it will be brought back to the community and Coun- cil. Staff Recommendation 3 dated May 9, 1988 3. Mount Vernon Avenue (both sides) a. From Highland Avenue to Baseline Street, the MU designation should remain subject to the following: . 8 5/10/88 . 1. CG uses would be permitted. 2. IL uses would be permitted. 3. Existing single-family residential uses would be permitted. 4. Multiple housing is prohibited. 5. Where the depth of parcels along Mt. Vernon Ave. is insufficient for development, the MU designation would encroach into the adjacent residential uses up to a maximum depth of 300 feet from Mt. Vernon Ave. The Council discussed the depth of parcels along Mt. Vernon Avenue as it relates to the MU designation, which encroaches on the adjacent residential uses up to a maxi- mum depth of 300 feet. Council Member Flores made a motion, seconded by Council Member Maudsley and unanimously carried that Staff Recommendation 3 dated May 10, 1988, as quoted above, be approved. . Staff Recommendation 4 dated May 9, 1988 Council Member Flores made a motion, seconded by Council Member Pope-Ludlam and unanimously carried, that Staff Recommendation 4 Baseline Street (both sides) dated May 9, 1988, be approved as follows: a. From California Street to the 1--215 Freeway, the MU (Mixed Use) designation remain subject to the follow- ing: 1. CG (Commercial General) uses be permitted 2. IL (Industrial Light) uses be permitted. 3. Existing Single-Family residential uses be permitted. 4. Multiple housing is prohibited - using the same conditions as it relates to the plan and are negotiated between the community and Council. 5. Where the depth of parcel along Baseline Street is insufficient for development, the MU designation would encroach into the adjacent residential uses up to a maximum depth of 300 feet from Baseline Street - same transitional designation. CITY ATTORNEY PENMAN EXCUSED At 6:25 p.m., City Attorney Penman left the Council meeting. . 9 5/10/88 . SENIOR ASSISTANT DEPUTY CITY ATTORNEY BARLOW ARRIVED At 6:25 p.m., Senior Assistant City Attorney Barlow arrived at the Council Meeting and took his place at the Council Table. Ann Siracusa stated that it would be helpful if Council would direct staff in the next part of the process to pay attention to how senior projects fit into the area with this particular designation and how that would inter- face with commercial neighbors, because it would permit them right next to commercial projects as well as single- family. Council discussed multiple housing, which is indi- cated on Item lB-3 in that this should be enough direction to the Planning Department or Building and Safety. Mul- tiple housing is prohibited other than with a Conditional Use Permit. Under the CHC, Council might consider senior housing and still prohibit apartment type dwellings. Ann Siracusa stated that staff could proceed with that type of direction. RECESS MEETING At 6:36 p.m., the Mayor declared a five minute break. . RECONVENE MEETING At 6:53 p.m., the Adjourned Regular Meeting of the Mayor and Common Council reconvened in the Council Cham- bers of City Hall, 300 North "D" Street, San Bernardino, California. Ann Siracusa, Planning Director, stated that staff had four recommendations, of which the Council has acted on two. She asked for recommendations on how to deal with the Roesch bus lines and the property on Sixth and Ster- ling, which the Commission had recommended RM and the property owner was asking for RMH. Staff Recommendation 2 dated May 6, 1988 The area north of 9th Street, where the Roesch Lines bus yard is located be designated RU, Residential Urban, with a policy provision to allow the bus yard to remain indefinitely and to permit contiguous expansion up to 20 percent of the existing facility, but also including a provision that if the Roesch Lines wishes to leave that location and sell the property that the RU designation prevails. However, if the Council wants Roesch Lines to be able to leave that location and sell or lease the property to another light industrial user, then the property should be designated IL, Industrial Light, with a provision that a Conditional Use Permit be required for any change of use. . The Planning Director stated that Council should be cautious about putting Light Industrial use in an area that is surrounded by residential. The Conditional Use Permit for Light Industrial would be the best way to address a particular new use. COUNCIL MEMBER POPE-LUDLAM ARRIVED At 7:00 p.m., Council Member Pope-Ludlam arrived at the Council Meeting and took her seat at the Council Table. Council Member Reilly made a motion, seconded by Council Member Estrada and unanimously carried, to approve the staff recommendation in paragraph 2 allowing Roesch to expand up to 20% and remain there (or any bus type faci- lity similar to Roesch) for their life-time period, with an RU designation. In effect, this would be grandfather- ing the bus yard or any bus type facility similar to Roesch that took over the operation. Staff Recommendation 4 The area located at Street, should be changed IL, Industrial Light. dated May 6, 1988 Sterling Avenue, north of 5th from RM, Residential Medium, to . 11 5/10/88 . Ann Siracusa stated that the Council had requested staff to contact Norton Air Force Base regarding the Agreement of Guarantee Rental and had asked for additional information relative to the property located on Sterling and 6 th Street. She answered questions regarding the vacancy factor. She explained that for the most part, the dwelling units which meet the physical development standards of the military cost more than the BAQ (Housing Allowance) re- ceived by military personnel. The dwelling units which can be rented within the housing allowance do not meet the physical standards. It was further stated that the Air Force will assure 95 percent occupancy of the project for a 25 year period. The project owner may not rent to other than military personnel during this periOd. The only circumstances where the military could terminate the contract would be for nonperformance of the owner or complete closure of the air base. . This is a private development project and is not financed by the government and not considered a government project. It's subject to all fees, zoning controls, and property taxes to which any other private project is sub- ject. It is also subject to the state imposed moratorium. The project was approved by the DRC on May 14, 1987, and would have been valid until May 14, 1988. Under the provisions of the OPR moratorium, the City may not approve an extension of the permit unless the restrictions are lifted prior to the expiration date. It would be neces- sary for the applicant to refile the Review of Plans for the proj ect. A discussion ensued regarding the Commission's recom- mendation for that parcel of property which is designated RM, 9 to 14 units per acre, and higher density 14 to 24 units per acre. Council expressed concern that if the project is approved, can the RM designation be retained with the 14 units as a maximum. If the RM is retained, the project would just come under what the applicant was proposing. Dean Bradley of Noble Properties Inc., explained that this project is designed for 300 units on slightly under 20 acres. . 12 5/10/88 . Mr. Bradley answered questions, stating that the Air Force prescribed 300 units at a density not to exceed 15 units per acre and they are slightly under 15 units per acre on this project. He also stated that this project has been submitted to MAC Headquarters. It has been to Congress twice and signed by the President. He further answered questions regarding the Air Force guaranteeing 97 per cent occupancy, and the project having the flexibility to rent the other 3 per cent, stating that this happens only if the Air Force releases that unit for rental to the pUblic. In the event the Air Force cancels the contract, the Air Force would be subject to a liquidated damages clause in the contract. He further stated that the Air Force retains the right to inspect at any time, the maintenance, books, records and occupancy. They would have total access to the project at all times. Mr. Bradley answered questions, stating that the units are, in some cases, at the minimum allowable dis- tance; however, where the buildings meet, they have re- duced the units from a two story down to a one story. There are no two-story units 15 feet of one another. . Ann Siracusa answered questions, stating that Council could give an RMH designation with a cap of no more than 17 units per acre. The Council discussed the effects of designating the area and applying a cap. A discussion ensued relative to the two phases of the project and the developer's request for 500 units. Ann Siracusa stated that the agreement was for 300 units. Mr. Cohen, developer of the project, stated that two bedroom apartments for $300, within the radius of Norton, with 1200 square feet, tennis courts volleyball courts, pools cannot be found. . 13 5/10/88 . Council Member Reilly made a motion, seconded by Council Member Pope-Ludlam , that the "L" shaped piece of property north of 6th Street and east of Sterling be des- ignated RMH with a cap of 15 units per gross acre. The motion carried by the following vote: Ayes: Coun- cil Members Estrada, Reilly, Flores, Minor, Pope-Ludlam, Miller. Noes: Council Member Maudsley. Absent: None. Staff Recommendation 3 dated May 2, 1988 South of the street from the existing mobilehome park (east of the southerly extension of Valencia Avenue) to the East Twin Creek Channel, the CG Commercial General, should be changed to RU, Residential Urban, for approxi- mately 800 feet deep. Ed Jacobsen, Agent and Consultant for the University of Redlands, spoke relative to the property located within Area 7, south of 9th Street, east of Waterman Avenue. Ann Siracusa stated that the area is currently desig- nated CG and Mr. Jacobsen is asking for a density that will allow him to build a mobilehome park. . Mr. Jacobsen stated that the property is currently in the vicinity of a number of mobilehome parks and that there are various types of uses in the area. It was also stated that under the proposed designa- tion, CG, mobilehome parks and some of the other types of existing uses, would not be allowed. The Planning Director suggested that Council either designate the area for mobilehome parks or leave it General Commercial. Mr. Jacobsen answered questions, stating that at this point, the property can be used as they propose with the a CM designation and a Conditional Use Permit. The Planning Director recommended that Council bring the RU designation to the west and south to include that property which would permit mobilehome parks based on the surrounding land uses in the area. Mayor Wilcox pointed out that if it's designated RU, that would be the only use available for that property. Council Member Reilly made a motion, seconded by Council Member Maudsley, that the matter be continued to another meeting and that staff get together with Mr. Jacobsen and come back to Council. Absent: Council NORTH CENTRAL SAN BERNARDINO - AREA 8 The boundaries of Area 8, North Central San Bernar- dino, are as follows: North: parkdale Avenue to Twin Creek Wash to SR 30 to Victoria Avenue Baseline Street Victoria Avenue 1-215 Freeway South: East: West: Staff Recommendation 1 dated May 2, 1988 Council Member Reilly made a motion, seconded by Council Member Miller to approve Staff Recommendation 1 dated May 2, 1988, for Area 8 as follows: . The RS, at the northwest corner of Base Line Street and Victoria Avenue, be changed to CN, Commercial Neigh- borhood, along Base Line Street with RMH, behind it ex- tending to the Warm Creek Flood Control Channel. The motion Council Members Miller. Noes: Member Estrada. carried Reilly, Council by the following vote: Ayes: Maudsley, Minor, Pope-Ludlam, Member Flores. Absent: Council Chris Crawford of Crawford Investment Co., owner of a commercial building on the corner of Arrowhead and 18th Street, stated that the entire street from 16th to High- land on Arrowhead was changed to CO and at a later meeting was changed to RS. As there are many commercial buildings on Arrowhead, he would like to see it designated CO. Ann Siracusa pointed out that a representative of the CAC met with residents within that area and it was the consensus of the residents that they do not want any more office buildings in the area. The CAC initially desig- nated both sides of Arrowhead as Office Commercial. This does not accomplish that objective. . 15 5/10/88 . The intent of the Advisory Committee was to retain the offices that are there now, in a legal status, which means that they can expand, but not allow conversion of any more residential. Mr. Crawford's concern was that they would not be able to finance buildings with a designation of non-con- forming use. It was pointed out that the intent was not to make it a non-conforming use. The intent was to grandfather them so that they would be a conforming use. The language in the plan would identify the specific parcels and deem them consistent with the General Plan. Council Member Reilly stated that if the Council were to designate the west side of Arrowhead from 16th Street north to tie into the CG along Highland Avenue, they could insert something which would only allow conversion, not any new office buildings. The plan does show the east side of "D" Street as CO. COUNCIL MEMBER POPE-LUDLAM EXCUSED Council Member Pope-Ludlam left the Council Meeting. . Council Member Reilly made a motion, seconded by Council Member Miller and unanimously carried, to bring the CO, (Commercial Office) down the west side of Arrow- head Avenue to 16th Street, with a provision that the existing homes must remain if they are to be converted and tying the east side of Arrowhead from 20th Street, north to Highland as CO. Council Member Reilly made a motion, seconded by Council Member Miller and unanimously carried, that the office building on the southeast corner of Arrowhead Ave- nue be grandfathered in as a commercial structure. Vince Gigandet, 1435 N. Waterman Ave., stated he owns approximately 1 3/4 acres on Waterman Avenue, between Wabash and Gilbert and fronting on Waterman, going back to Parkside. The current designation for his land is AP, and the new plan states RS. Mr. Gigandet's concern is that zoning his parcel as residential, does not fit with the existing development. . 16 5/10/88 . Council Member Reilly made a motion, seconded by Council Member Maudsley and unanimously carried, that the northeast corner of Waterman Avenue and Wabash go from RS to CG for the existing restaurant site, and that the re- mainder of the block, except for the single-family house along Wabash, remain RS, and the remainder go to CO. Council Member Reilly made a motion, seconded by Council Member Miller and unanimously carried, that the north half of the block between Wabash and Gilbert bounded on the west by Parks ide Drive and on the east by the rear (west) property lines of those single-family lots facing Pepper Tree Lane go from RS to CHC. The reason for said motion was that the CHC will be more restrictive than the CO and the CO uses would not extend down Gilbert. SENIOR ASSISTANT CITY ATTORNEY BARLOW EXCUSED Senior Assistant City Attorney Barlow left the Coun- cil meeting. CITY ATTORNEY PENMAN ARRIVED City Attorney Penman arrived at the Council Meeting and took his place at the Council Table. . Council Member Reilly made a motion, seconded by Council Member Miller and unanimously carried, to instruct staff to include in the development concept along Waterman Avenue that the conversion of existing residences to of- fice or commercial type uses not be permitted. (Wabash north to Highland Ave.) Council Member Reilly made a motion, seconded by Council Member Miller and unanimously carried, to direct staff to come back to the Council with a policy recommen- dation that where the depth of the parcels on major thoroughfares such as "E" Street, Highland Avenue, Base- line, and Mt. Vernon is insufficient for proper commercial development, the adjoining land outside of the commer- cially designated area may be considered part of the development plan. Norris Gregory, consultant for Sparkle Car Wash, on Highland Avenue near Waterman Avenue, requested that the entire block be consistently zoned. Mr. Gregory stated that the block from Highland Avenue on the south, 23rd Street on the north, Waterman Avenue on east and Leroy Street on the west, for the most part is CG and asked that the one remaining parcel on that block be zoned CG. . 17 5/10/88 . Mr. Gregory answered questions stating that the par- cel is a vacant lot and that the requested designation would square that area. Council Member Reilly made a motion, seconded by Council Member Miller and unanimously carried, that the entirety of the block bounded by Waterman Avenue on the east, Leroy Street on the west, 23rd Street on the north, and Highland Avenue on the south, have the preferred land use designation of CG. Courtney Buse, 3808 Osbun Road, spoke relative to the area bounded by Baseline, Waterman Avenue, Highland Avenue and "0" Street, which is now recommended for a land use designation of RS. Mr. Buse stated that the development which has occur- red primarily on the Waterman side, has been apartments. There is a significant amount of older residential areas westward, which are in the process of getting older and needing to be recycled. . Mr. Buse also stated that the lots are predominately 50 x 150. A tri-plex could be built on a lot of that size with the appropriate parking. It could be built in a single story design so that it would blend with single- family residential in the neighborhood. It was suggested by Mr. Buse, that the area now designated RS be redesignated similar to what it has been for many years and to the development there now, which is RMH with a cap of 18. Council discussed a meeting held with the San Bernar- dino City Unified School Board. The School Board request- ed relief from the over abundance of multiple housing areas impacting the schools. Council asked whether staff had given any thought to recycling said area. Steve Svete of Envicom, stated that both the CAC and Planning Commission discussed the neighborhood and RS was recommended as shown on Alternative "A". The consultant team proposed in their Proposals A, Band C a variety of options for this island bounded by the streets referred to by Mr. Buse. . 18 5/10/88 . In Alternative "B", the consultants proposed RS for the northern half, breaking at the half way point and then RU which would allow second units to be added to the rear of the properties. Alternative "C" was high density, RMH on the lower half and RU on the northern portion. Mr. Svete pointed out that the CAC discussed the matter at length and voted to retain RS. The Council discussed the handling of older areas and requested alternate recommendations from the consultants before the Interim Policy Document is sent to Sacramento. COUNCIL MEMBER MINOR EXCUSED Council Member Minor left the Council meeting. Council Member Reilly made a motion, seconded by Council Member Miller and unanimously carried, that the consultants corne back with some alternatives as to what to do, and what are the alternatives on the older areas of the City. Council Member Reilly made a motion, seconded by Council Member Flores and unanimously carried, that on the west side of "0" Street between 15th Street and 16th Street, the CO designation be extended westerly to Stod- dard Avenue. Staff Recommendation 2 dated May 2, 1988 The CN along Waterman Avenue south of SR 30 should be changed to CG, and decreased in size to reflect existing uses. Ann Siracusa pointed out that the CN designation is too large and that the residential that is there should be retained. Council Member Maudsley made a motion, seconded by Council Member Flores and unanimously carried, that the CN along Waterman Avenue south of SR 30 be changed to CG and decreased in size to reflect existing uses. Staff Recommendation 3 dated May 2, 1988 Council Member Flores made a motion, seconded by Council Member Maudsley and unanimously carried, that Staff Recommendation No.3 be approved as follows: . 19 5/10/88 . Staff Recommendation 4 dated May 2, 1988 Council Member Flores made a motion, seconded by Council Member Maudsley and unanimously carried, that Staff Recommendation 4 be approved as follows: The CO, Commercial Office, designation located be- tween 1-215 and "H" Street between 13th Street and 16th Street be changed to IL, Industrial Light. The existing residential along Virginia Street within this area be designated RU, Residential Urban. Ann Siracusa acknowledged that the fifth recommenda- tion was a misdesignation of a school. .
