This is the time and place heretofore set for an Adjourned
Regular Meeting of the Mayor and Common Council of the City of
San Bernardino at their Adjourned Regular Meeting held Thursday,
March 24, 1983, at 10:00 a.m., in the Council Chambers of City
Hall, 300 North "D" Street, San Bernardino, California.
The City Clerk has caused to be posted the Order of Adjourn-
ment of said meeting held Thursday, March 24, 1983, at 10:00 a.m.,
and has on file in the Office of the City Clerk an affidavit of
said posting together with a copy of said order which was posted
on Friday, March 25, 1983, at 9:30 a.m., in the Council Chambers
of City Hall, 300 North "D" Street, San Bernardino, California.

The Adjourned Regular Meeting of the Mayor and Common Coun-
cil of the City of San Bernardino was called to order by Mayor
Holcomb at 4:03 p.m., on Monday, March 28, 1983 in the Council
Chambers of City Hall, 300 North "D" Street, San Bernardino,
California.
INVOCATION
The Invocation was given by Monsignor John Bradley of St.
Bernardine's Church.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Council Member Strickler.
ROLL CALL
Roll Call was taken by the City Clerk with the following be-
ing present: Mayor Holcomb; Council Members Castaneda, Reilly,
Hernandez, Marks, Hobbs, Strickler; City Attorney Prince, City
Clerk Clark, City Administrator Matzer. Absent: Council Member
Quiel.
APPOINTMENT - ENCISO - HUMAN SERVICES COMMISSION
Pursuant to the recommendation of Council Member Castaneda,
Mayor Holcomb appointed Mr. Alfredo Enciso of 578 Herrington Ave-
nue, to serve as a member on the Human Services commission.

Council Member Hernandez made a motion, seconded by Council
Member Castaneda and unanimously carried, that the appointment
be confirmed.
APPOINTMENT - FISHER - COMMISSION FOR DISABLED PERSONS
Pursuant to the recommendation of Council Member Castaneda,
Mayor Holcomb appointed Mr. F. A. "Bud" Fisher of 560 North "F"
Street, to serve as a member of the Commission for Disabled
Persons.
Council Member Hernandez made a motion, seconded by Council
Member Castaneda and unanimously carried, that the appointment
be confirmed.
APPOINTMENT - STRINATI - HUMAN SERVICES COMMISSION
Pursuant to the recommendation of Council Member Reilly,
Mayor Holcomb appointed Ms. Wilma Strinati of 1533 Belle Street,
to serve as a member of the Human Services Commission.

Council Member Hernandez made a motion, seconded by Council
Member Castaneda and unanimously carried, that the appointment
be confirmed.

RES. 83-97 - RESOLUTION OF THE CITY OF SAN BERNAR-
DINO AMENDING RESOLUTION NO. 83-93 TO MAKE TECHNICAL
CHANGES. (Sewer Revenue Refunding Bonds, Issue of
1983)
The City Clerk read the title of the resolution.
Council Member Marks made a motion, seconded by Council Mem-
ber Castaneda and unanimously carried, that further reading of
the resolution be waived and said resolution be adopted.
Resolution No. 83-97 was adopted by the following vote:
Ayes: Council Members Castaneda, Reilly, Hernandez, Marks, Hobbs,
Strickler. Noes: None. Absent: Council Member Quiel.
RES. 83-98 - RESOLUTION OF THE MAYOR AND COMMON
COUNCIL OF THE CITY OF SAN BERNARDINO, CALIFORNIA,
AUTHORIZING THE ISSUANCE OF SEWER REVENUE REFUNDING
BOND ANTICIPATION NOTES AND PROVIDING THE TERMS AND
CONDITIONS FOR THE ISSUANCE OF SUCH NOTES.
The City Clerk read the title of the resolution.

Council Member Marks made a motion, seconded by Council Mem-
ber Castaneda and unanimously carried, that further reading of
the resolution be waived and said resolution be adopted.
Resolution No. 83-98 was adopted by the following vote:
Ayes: Council Members Castaneda, Reilly, Hernandez, Marks, Hobbs,
Strickler. Noes: None. Absent: Council Member Quiel.
COUNCIL MEETINGS - MONTH OF MAY, 1983
The Council discussed the dates of conducting Council meet-
ings in the month of May, 1983.
Council Member Hobbs made a motion, seconded by Council Mem-
ber Marks and unanimously carried, that the Council meetings for
the month of May, 1983, be conducted on the 9th and the 23rd.
RECESS MEETING - CLOSED SESSION
At 4:07 p.m., the Adjourned Regular Meeting of the Mayor and
Common Council of the City of San Bernardino recessed for a Closed
Session for discussion on pending litigation.

CLOSED SESSION
The Closed Session of the Mayor and Common Council of the
City of San Bernardino was called to order by Mayor Holcomb in
the Conference Room of the Council Chambers of City Hall, 300
North "D" Street, San Bernardino, California.
ROLL CALL
Roll Call was taken by the City Clerk with the following be-
ing present: Mayor Holcomb; Council Members Castaneda, Reilly,
Hernandez, Marks, Hobbs, Strickler; City Clerk Clark, City Attor-
ney Prince, City Administrator Matzer. Absent: Council Member
Quiel.
Also present was Ray Schweitzer, Deputy City Administrator.
ADJOURN CLOSED SESSION
At 4:33 p.m., the Closed Session of the Mayor and Common
Council of the City of San Bernardino adjourned to the Adjourned
Regular Meeting in the Council Chambers of City Hall, 300 North
"D" Street, San Bernardino, California.

RECONVENE MEETING
At 4:33 p.m., the Adjourned Regular Meeting of the Mayor
and Common Council of the City of San Bernardino reconvened in
the Council Chambers of City Hall, 300 North "D" Street, San Ber-
nardino, California.
