January 25, 1983 This is the time and place heretofore set for an Adjourned Regular Meeting of the Mayor and Common Council of the City of San Bernardino at their Regular Meeting held Monday, January 17, 1983, at 9:00 a.m., in the Council Chambers of City Hall, 300 North "D" Street, San Bernardino, California. The City Clerk has caused to be posted the Order of Adjourn- ment of said meeting held Monday, January 17, 1983, at 9:00 a.m., and has on file in the Office of the City Clerk an affidavit of said posting together with a copy of said Order which was posted on Tuesday, January 18, 1983, at 2:30 p.m., in the Council Cham- bers of City Hall, 300 North "D" Street, San Bernardino, Califor- nia. . The Adjourned Regular Meeting of the Mayor and Common Council of the City of San Bernardino was called to order at 2:00 p.m., on Tuesday, January 25, 1983, in the Council Chambers of City Hall, 300 North "D" Street, San Bernardino, California. APPOINTMENT - REILLY - MAYOR PRO TEMPORE Council Member Hernandez made a motion, seconded by Council Member Strickler, that Council Member Reilly be appointed Mayor Pro Tempore in the absence of the Mayor. The motion carried by the following vote: Ayes: Council Members Castaneda, Reilly, Hernandez, Marks, Quiel, Strickler. Noes: None. Absent: Council Member Hobbs. INVOCATION The Invocation was given by Reverend Elijah S. Singletary, Pastor of New Life Missionary Baptist Church. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Council Member Castaneda. . ROLL CALL Roll Call was taken by the City Clerk with the following be- ing present: Mayor Pro Tempore Reilly; Council Members Castaneda, Reilly, Hernandez, Marks, Quiel, Strickler; City Attorney Prince, City Clerk Clark, City Administrator Matzer. Absent: Mayor Holcomb; Council Member Hobbs. COMMITTEE FORMATION - RELATIONS WITH UNINCORPORATED TERRITORIES - CONTINUED FROM JANUARY 17, 1983 This is the time and place continued to for a request from Council Member Marks that a City Council committee be established in order to inform the public within unincorporated territories of the advantages of annexation into the City. (2) A memorandum dated January 25, 1983 was received from Coun- cil Member Marks and Mayor Holcomb proposing that the Council create a committee to work with the Mayor in developing public policy with respect to issues involving reorganization of exist- ing boundaries and/or land adjacent to or within the City zone of influence. . Council Member Marks made a motion, seconded by Council Mem- ber Castaneda and unanimously carried, that the City Attorney be directed to prepare an appropriate resolution for the creation of a City Council committee, composed of three members from within the Council, whose primary function will be to work with the Mayor in developing public policy with respect to issues involv- ing reorganizations of existing boundaries and/or annexations of land adjacent to or within the City of San Bernardino zone of influence. . . . After discussion on who should serve on the Committee, Council Member Marks made a motion, seconded by Council Mem- ber Castaneda and unanimously carried, that the appointment of committee members be continued until after the arrival of Coun- cil Member Hobbs. RES. 83-18 - RESOLUTION OF THE CITY OF SAN BERNAR- DINO OPPOSING ANY AMENDMENTS TO THE MUNICIPAL OR- GANIZATION ACT (MORGA) ALLOWING THE DETACHMENT OF MUNICIPAL TERRITORY. (3) The City Clerk read the title of the resolution. Council Member Marks made a motion, seconded by Council Mem- ber Quiel and unanimously carried, that further reading of the resolution be waived and said resolution be adopted. Resolution No. 83-18 was adopted by the following vote: Ayes: Council Members Castaneda, Reilly, Hernandez, Marks, Quiel, Strickler. Noes: None. Absent: Council Member Hobbs. . Council Member Marks made a motion, seconded by Council Mem- ber Quiel and unanimously carried, that City Administrator Matzer be instructed to send a letter to each City within San Bernardino County requesting them to adopt a similar resolution. APPOINTMENT - RABENSTOCK - CEMETERY COMMISSION Pursuant to the recommendation of Council Member Marks, Mayor Pro Tempore Reilly appointed Mr. Norman Rabenstock of 3905 San Gabriel Street, to serve as a member of the Cemetery Commis- sion. Council Member Quiel made a motion, seconded by Council Mem- ber Castaneda and unanimously carried, that the appointment be confimed. . WIDENING OF MERIDIAN AVENUE, BETWEEN MILL STREET AND ESPERANZA STREET - FISHER'S GRADING AND EXCAVATING A memorandum dated January 25, 1983 was received from C. Glenn Wilson, Director of Public Works/City Engineer, recommend- ing that Change Order No. One, to the contract with Fisher's Grading and Excavating for widening the west side of Meridian Avenue, between Mill Street and Esperanza Street, be approved. The Change Order will authorize the scope of the project to be increased to include improving the east side of Meridian Avenue. Council Member Hernandez made a motion, seconded by Council Member Castaneda and unanimously carried, that Change Order No. One to the contract with Fisher's Excavating and Grading, for widening the west side of Meridian Avenue, from Mill Street to Esperanza Street, in accordance with Plan No. 6207, be approved: to authorize increases in the estimated quantities for the con- tract items of work as required to include the east side of Meridian Avenue, at an increase in the contract price of $13,245.19 from $13,470.37 to $26,716.56. JOB TRAINING PARTNERSHIP ACT Marisa Parnell, Executive Director Employment and Training Administration, gave an oral presentation regarding the Act (JTPA). of the San Bernardino distributed a report and Job Training Partnership (1) . Marisa Parnell, Executive Director of the San Bernardino Employment and Training Administration, answered questions re- garding the Inland Manpower Association. - 2 - 1/25/83 . . . . . . The Executive Director explained in detail how the JTPA affects the CETA program and how a transition will be made from the CETA structure under IMA to the Job Training Partnership which creates a Service Delivery System. Under the new act, the Governor appoints a State Job Training Coordinating Council which recommends to the Governor certain Service Delivery Areas. A Service Delivery Area is either a unit of local government with a population of 200,000 or more, or a consortium of contiguous units of local government with an aggregate population of 200,000 or more which serves a substantial portion of the labor market. Marisa Parnell, San Bernardino Employment and Training Ad- ministration Executive Director, answered several questions re- garding the amount of funding that would be available to the City under each Service Delivery administrative structure and regard- ing the formation of a Service Delivery area. It was explained that a Private Industry Council (PIC) is required by the act and that the Council is selected by local elected officials. The PIC is the main governing authority for the Service Delivery Area. COUNCIL MEMBER HOBBS ARRIVED At 3:07 p.m., Council Member Hobbs arrived at the Council Meeting and took his place at the Council Table. A letter dated January 7, 1983, written by Mayor Holcomb to Governor Deukmejian, was presented. The letter was a request for information on establishing San Bernardino City as a Service Delivery Area. Riverside County Supervisor Norton Younglove was also present to answer questions regarding IMA and also the designation cri- teria for a Service Delivery Area. He explained how difficult it would be for the City to become a Service Delivery Area with- out forming a consortium with the County and/or other cities. Supervisor Younglove gave a definition of "substantial por- tion of the labor market" and answered other questions regarding the operation of the Inland Manpower Association. After a lengthy discussion, Council Member Marks made a motion, seconded by Council Member Quiel and unanimously carried, that the Mayor and two Council Members, on behalf of the City of San Bernardino, be directed to participate in discussions with the County of Riverside, City of Riverside, County of San Bernardino and any appropriate parties, and report back to the Mayor and Council with recommendations on implementing the Job Training Partnership Act. Council Member Marks made a motion, seconded by Council Mem- ber Castaneda and unanimously carried, that Council Member Quiel be appointed as one member on the Committee for the implementa- tion of the Job Training Partnership Act. Council Member Marks made a motion, seconded by Council Mem- ber Castaneda and unanimously carried, that Council Member Hobbs be appointed as the other member, and that Council Member Marks be appointed as the alternate for either member on the Committee for the implementation of the Job Training Partnership Act. COMMITTEE FORMATION - RELATIONS WITH UNINCORPORATED TERRITORIES - CONTINUED FROM EARLIER IN THE MEETING This is the time and place continued to for a request from Council Member Marks that a City Council committee be established in order to inform the public within unincorporated territories of the advantages of annexation into the City. (2) - 3 - 1/25/83 . . . . . . Council Member Quiel made a motion, seconded by Council Mem- ber Castaneda, that Council Members from Ward 2, Ward 3, and Ward 4 be appointed to serve as members of the Council Committee on Relations with Unincorporated Territories. The Council discussed the membership on the Committee for Relations with unincorporated Territories. Council Member Quiel made a motion, seconded by Council Mem- ber Castaneda and unanimously carried, that Council Members from Ward 2, Ward 3 and Ward 4 be appointed to serve as members of the Council Committee on Relations with Unincorporated Territories and Council Member Strickler be appointed to serve as an alternate. ADJOURN MEETING At 4:50 p.m., Council Member Strickler made a motion, seconded by Council Member Quiel and unanimously carried, that the meeting be adjourned.
