The City Clerk has caused to be posted the Notice of Adjournment of said meeting held Monday, November 2, 1987, at 9:03 a.m., and has on file in the Office of the City Clerk an affidavit of said posting together with a copy of said Notice which was posted at 9:00 a.m., Tuesday, Novem- ber 3, 1987, in the Council Chambers of City Hall, 300 North "0" Street, San Bernardino, California. The Adjourned Regular Meeting of the Mayor and Common Council of the City of San Bernardino was called to order by Mayor Wilcox at 7:06 a.m., Wednesday, November 4, 1987, in the Council Chambers of City Hall, 300 North "0" Street, San Bernardino, California. ROLL CALL Roll Call was taken by the City Clerk with the fol- lowing being present: Mayor Wilcox; Council Members Estrada, Reilly, Flores, Maudsley, Minor, Pope-Ludlam, Miller; City Attorney Penman, City Clerk Clark, City Ad- ministrator Schweitzer. Absent: None. MOBILE HOME PARK SURVEY - SELECTION OF CONSULTANT - CONTINUED FROM NOVEMBER 2, 1987 This is the time and place continued ation of the selection of a consultant mobile home park survey. to for consider- to undertake a (S-l) RES. 87-401 - RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING THE EXECUTION OF AN AGREEMENT WITH CONNERLY & ASSOCIATES, INC. FOR A SURVEY OF MOBILE HOME PARKS WITHIN THE CORPORATE BOUNDARIES OF THE CITY OF SAN BERNARDINO. (S-l) City Clerk Clark read the title of the resolution. Ken Henderson, Director, Community Development De- partment, answered questions regarding the agreement, and commended Maurice Oliva, Housing Development Specialist, Community Development Department; Sr. Assistant City At- torney Dennis Barlow; Sally Wilder, representing mobile home park tenants; and Clay Hage, Regional Director, Western Mobile Home Association, for their participation in this process. Mr. Hender son sta ted tha t he had checked wi th Mr. Hage, who stated he had spoken to twelve mobile home park owners who would support the extended voluntary morator- ium. However, Mr. Hage requested that this matter come back before the Council on November 16, 1987, at which time he would have more information from other mobile home park owners concerning the voluntary moratorium. Council Member Estrada made a motion, seconded by Council Member Flores and unanimously carried, that fur- ther reading of the resolution be waived and said resolu- tion be adopted. 1 11/4/87 Resolution No. 87-401 was adopted by the following vote: Ayes: Council Members Estrada, Reilly, Flores, Maudsley, Minor, Pope-Ludlam, Miller. Noes: None. Ab- sent: None. RECESS MEETING - CLOSED SESSION At 7:20 a.m., Council Member Estrada made a motion, seconded by Council Member Flores and unanimously carried, that the Adjourned Regular Meeting recess to a Closed Session pursuant to Government Code Section 54956.9 (a) to confer with its attorney regarding pending litigation which has been initiated formally and to which the City is a party as follows: (S-ll) Saldecke, et al vs. City of San Bernardino, et al - San Bernardino Superior Court Case No. 236836; City of San Bernardino, et al vs. The San Manuel Band of Mission Indians, et aI, Case #CV-85-6899 WJR, Federal District Court, Central Division, Los Angeles. CLOSED SESSION At 7: 20 a.m., the Closed Session was called to order by Mayor wilcox in the Conference Room of the Council Chambers of City Hall, 300 North "0" Street, San Bernar- dino, California. ROLL CALL Roll Call was taken with the following being present: Mayor Wilcox; Council Members Estrada, Reilly, Flores, Maudsley, Minor, Pope-Ludlam, Miller; City Attorney Pen- man, City Administrator Schweitzer. Absent: City Clerk Clark. CITY CLERK CLARK ARRIVED City Clerk Clark arrived at the Closed Session. CITY CLERK CLARK EXCUSED City Clerk Clark left the Closed Session. COUNCIL MEMBER POPE-LUDLAM EXCUSED Council Member Pope-Ludlam left the Closed Session. ADJOURN CLOSED SESSION At 9: 20 a.m., the Closed Sess i on adj ourned to the Adjourned Regular Meeting of the Mayor and Common Council in the Council Chambers of City Hall, 300 North "0" Street, San Bernardino, California. RECONVENE MEETING At 9: 20 a.m., the Adj ourned Regular Meeti ng of the Mayor and Common Council reconvened in the Council Cham- bers of Ci ty Hall, 300 North "0" Street, San Bernard ino, California. ROLL CALL Roll Call was taken by the City Clerk with the fol- lowing being present: Mayor Wilcox; Council Members Estrada, Reilly, Flores, Maudsley, Minor, Miller; City Attorney Penman, City Clerk Clark, City Administrator Schweitzer. Absent: Council Member Pope-Ludlam. Absent: Mayor Wilcox; Council Members Estrada, Miller; City Clerk Clark. MAYOR WILCOX ARRIVED At 5:15 p.m., Mayor wilcox arrived at the Closed Session. COUNCIL MEMBER MILLER ARRIVED At 5: 35 p.m., Council Member Miller arrived at the Closed Session. ADJOURN CLOSED SESSION At 6:30 p.m., the Closed Session adjourned to the Adjourned Regular Meeting of the Mayor and Common Council in the Council Chambers of City Hall, 300 North "D" Street, San Bernardino, California. RECONVENE MEETING At 6: 30 p.m., the Adj ourned Regular Meeting of the Mayor and Common Council reconvened in the Council Cham- bers of City Hall, 300 North "D" Street, San Bernardino, California.
