HomeMy WebLinkAbout07-10-1987 Minutes City of San Bernardino, California July 10, 1987 This is the time and place set for an Adjourned Regular Meeting of the Mayor and Common Council of the City of San Bernardino at their Regular Meeting held on Monday, July 6, 1987, at 9:09 a.m., in the Council Cham- bers of City Hall, 300 North "D" Street, San Bernardino, California. The City Clerk has caused to be posted the Notice of Adjournment of said meeting held at 9:09 a.m., Monday, July 6, 1987, and has on file in the Office of the City Clerk an Affidavit of said posting, together with a copy of said Order which was posted at 3: 30 p.m., Tuesday, July 7, 1987, in a conspicuous place on the door of the place at which the meeting of July 6, 1987, was held. The Adjourned Regular Meeting of the Mayor and Com- mon Council of the City of San Bernardino was called to order by Mayor wi lcox at 9: 00 a. m., Fr iday, July 10, 1987, in the Oak Room of California State University/San Bernardino, 5500 University Parkway, San Bernardino, California. ROLL CALL Roll Call was taken by Deputy City Clerk South with the following being present: Mayor Wilcox; Council Mem- bers Estrada, Reilly, Flores, Minor, Miller; Deputy City Clerk South, City Administrator Schweitzer. Absent: Council Members Maudsley, Pope-Ludlam; City Attorney Penman. BRIEF COMMENTS BY GENERAL PUBLIC There were no brief comments by the general public. (A) INTRODUCTION OF DR. JOHN HATTON, FACILITATOR Mayor wi lcox in troduced Dr. John Hatton, who was asked to act as the Facilitator of the meeting of the Mayor and Common Council. MAYOR/COMMON COUNCIL RETREAT - PRIORITIES AND FUTURE GROWTH AND DEVELOPMENT OF THE CITY - GOALS AND OBJECTIVES Mayor wi lcox prov ided a li shed by the Mayor/Counci 1 April, 1986. copy of the Goals Estab- at last year's retreat in (1 ) The Mayor and Common Council named subjects they felt needed discussion and/or implementation plans. Effective & Efficient Government The need for effective and efficient government due to budget constraints was emphasized. Marketing Plan for the City of San Bernardino The status of the Marketing Plan for the City, and its implementation when completed by the consultant selected by the Economic Development Counc iI, was d i s- cussed. DEPUTY CITY ATTORNEY GRACE ARRIVED At 9:25 a.m., Deputy City Attorney Grace arrived at the Mayor/Council retreat. 1 7/10/87 General Plan - Building Moratorium - State of California Office of Planning and Research _ Lawsuit Against Developers The Mayor and Common Council discussed the impact of the building moratorium imposed by the courts, as de- tailed by the State of California Office of Planning and Research (OPR), concerning the lawsuit entitled Saldecke and Sky vs City of San Bernardino. They also discussed the possibility of filing a lawsuit against certain developers, as suggested by the City Attorney. COUNCIL MEMBER POPE-LUDLAM ARRIVED At 9:30 a.m., Council Member Pope-Ludlam arrived at the Mayor/Council retreat. Rejuvenation of Central Core of City Incentives were discussed to induce developers to rej uvena te the central core, or downtown area, of the City, in order to generate jobs, revenue and growth, as a building moratorium is in effect in the northern part of the City. (This item was discussed later in the meeting - See Page 4) Comparison of Per Capita Expenditures Ray Schweitzer, City Administrator, provided a chart showing the comparison of per capita expenditures for the City of San Bernardino and 23 California cities ranging in population between 100,000 and 250,000. Major cate- gories of service, i.e. Public Safety (Police/Fire, etc. ) , Commun i ty Development, Heal th (sewer, sol id waste), Culture & Leisure (parks/library), Public Utili- ties (water), Transportation, General Government, were listed, as based upon the 1985-86 State Controller Report. He also provided a comparison of per capita expen- ditures for the City of San Bernardino and selected in- dependent cities for selected departments (activities), based upon the 1985/86 State Controller Annual Report. The expenditures included General Government, Police, Fire, Parks & Recreation, Library, Streets & Storm Drains, Solid Waste, Sewer, Building & Safety/Engineer- ing, and Planning. Discussion ensued regarding how the City of San Bernardino budgets funds as compared to other cities. The Council requested back-up information used to formulate the report. RECESS MEETING At 10:07 a.m., the meeting recessed for a break. RECONVENE MEETING At 10:17 a.m., the meeting reconvened in the Oak Room, California State University/San Bernardino, 5500 University Parkway, San Bernardino, California. ROLL CALL Roll Call was taken by Deputy City Clerk South with the following being present: Mayor Wilcox; Council Mem- bers Estrada, Reilly, Flores, Minor, Pope-Ludlam, Miller; Deputy City Attorney Grace, Deputy City Clerk South, City Administrator Schweitzer. Absent: Council Member Mauds- ley. Also present was Dr. John Hatton, Facilitator. 2 7/10/87 Outcomes from City Management Retreat _ April 2 and 3, 1987 - Highland Springs The Outcomes from the City Management Retreat, as prepared by Richard Bennecke, Executive Assistant to the Mayor and Phil Arvizo, Executive Assistant to the Coun- cil, held at Highland Springs on April 2 and 3, 1987, were provided to the Mayor and Common Council for their discussion. Accountability & Evaluation of Department Heads The Mayor and Common Council discussed the need for an evaluation report on department heads of the City. Employee Evaluation Report The need for employees of the City to provide more courteous and helpful assistance was discussed, along with the type of instruction given to employees and evaluation of their job performances. City Administrator Schweitzer was requested to pro- vide information regarding Evaluation Reports at the second meeting in August, 1987, of the Mayor and Common Council. Organizational Structure of the City Administrator's Office The organizational structure of the City Admini- strator's Office regarding the positions of Deputy City Administrators was reviewed. Commissions of the Mayor and Common Council The Mayor and Common Council discussed the assis- tance provided to them by the various City Commissions. Secretarial Pool The possibility of implementing a secretarial pool to fulfill the secretarial needs of the City departments was discussed. Garage Study - Equipment Management In a memorandum dated July 1, 1987, Donald Burnett, Chief of Police, provided information to Council Member Maudsley, regarding stockpiled patrol vehicles, and their possible use by area commanders. Ray Schweitzer, City Administrator, was requested to report regarding the current number of stockpiled patrol vehicles, and a solution to future overstocking of vehi- cles. Five-Year Capital Improvement Plan The lack of a five-year capital improvement plan for the City was discussed, along with Government Obligation Bonds and the 1/2 cent sales tax as possible sources of revenue. City Administrator Schweitzer was asked to prepare a presentation on the benefits of the 1/2 cent sales tax and Government Obligation Bonds. RECESS MEETING At 12:00 Noon, the meeting recessed. RECONVENE MEETING At 1: 08 p.m., the meeting reconvened in the Room, California State University/San Bernardino, University Parkway, San Bernardino, California. Oak 5500 3 7/10/87 ROLL CALL Roll Call was taken by Deputy City Clerk South with the following being present: Mayor Wilcox; Council Mem- bers Estrada, Reilly, Flores, Maudsley, Minor, Pope-Lud- lam, Miller; City Attorney Penman, Deputy City Clerk South, City Administrator Schweitzer. Absent: None. Also present was Dr. John Hatton, Facilitator. Future of San Bernardino Mayor wilcox and each Council Member spoke regarding what they see for the future of San Bernardino, how they perceive it to be at the present time and made sugges- tions of how the desired changes can be made. RECESS MEETING At 2:10 p.m., the meeting recessed. RECONVENE MEETING At 2:20 p.m., the meeting reconvened in the Room, California State University/San Bernardino, University Parkway, San Bernardino, California. Oak 5500 ROLL CALL Roll Call was taken by the City Clerk with the fol- lowing being present: Mayor Wilcox; Council Members Estrada, Reilly, Flores, Maudsley, Minor, Pope-Ludlam, Miller; City Attorney Penman, Deputy City Clerk South, City Administrator Schweitzer. Absent: None. Also present was Dr. John Hatton, Facilitator. Time Spent at Council Meetings The Mayor and Common Council discussed time spent at Council Meetings, and the communication between Council Members. the amount of importance of Water Problem Discussion ensued regarding the City's high ground- water problem, and liquefaction in the event of an earth- quake. City Administrator Schweitzer was requested to pro- vide information from the Water Department, Water Attor- ney and the Redevelopment Agency in order to schedule workshop sessions regarding the City's water problem. Rejuvenation of Central Core of City _ Neighborhood Preservation Task Force _ Continued from Earlier in Meeting The Mayor and Common Council identified a broad area in the central core of the Ci ty, which is in need of rejuvenation, and discussed incentives that could be offered in order to attract developers to work in the area. (See Page 4) The broad area boundaries were described as Highland Avenue on the north, Rialto Avenue on the south, Waterman Avenue on the east and the Interstate 215 Freeway on the west. A smaller area within those boundaries was des- cribed as a test area for the rejuvenation project. Its boundaries are Ninth Street on the north, Fifth Street on the south, "E" Street on the east and the Interstate 215 Freeway on the west. The Mayor and Common Council discussed the need to get recommendations from department heads and the ~ede- velopment Agency as to the assistance each department can provide to the rejuvenation project. COUNCIL MEMBER FLORES EXCUSED At 4:00 p.m., Council Member Flores left the Council Meeting. The possible availability of grant monies from the More Attractive Community Foundation, or other resources, and the declaring of amnesty for Uniform Building Code violations as an incentive for building owners to restore buildings up to code, was discussed. CITY ATTORNEY PENMAN EXCUSED At 4:10 p.m., City Attorney Penman left the Council Meeting and was replaced by Deputy City Attorney Grace. City Administrator Schweitzer was requested to pro- vide a comprehensive report regarding a Neighborhood Preservation Task Force, and to maintain a record of how the rej uvena t ion proj ect is set up and its progress for future use.
