November 26, 1985 This is the time and place set for an Adjourned Regular Meeting of the Mayor and Common Council of the City of San Bernardino at their Adjourned Regular Meeting held 9:05 a.m., Wednesday, November 20, 1985, in the Council Chambers of City Hall, 300 North "0" Street, San Bernardino, California. The City Clerk has caused to be posted the Notice of Adjournment of said meeting held at 9:05 a.m., Wednesday, November 20, 1985, and has on file in the Office of the City Clerk an Affidavit of said posting together with a copy of said Order which was posted at 3:00 p.m., Wednes- day, November 20, 1985, in the Council Chambers of City Hall, 300 North "0" Street, San Bernardino, California. . The Adjourned Regular Meeting of the Mayor and Common Council of the City of San Bernardino was called to order by Mayor Pro Tempore Esther Estrada at 10:02 a.m., Tuesday, November 26, 1985, in the Council Chambers of City Hall, 300 North "0" Street, San Bernardino, California. INVOCATION The Invocation was given by Reverend Elijah Single- tary, New Life Missionary Baptist Church. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by City Clerk Shauna Clark. ROLL CALL Roll Call was taken by the City Clerk with the fol- lowing being present: Mayor Pro Tempore Estrada, Council Members Estrada, Reilly, Hernandez, Marks, Quiel, Frazier, Strickler; City Attorney Prince, City Clerk Clark, City Administrator Matzer. Absent: Mayor Wilcox. . EMERGENCY LOAN - WEST SIDE COMMUNITY DEVELOPMENT CORPORATION - 1777 WEST BASE LINE STREET In a memorandum dated November 25, 1985, Glenda Saul, Executive Director of the Redevelopment Agency, provided details concerning an emergency loan by the Redevelopment Agency to the West Side Community Development Corporation for a project located at 1777 West Base Line Street. Ken Henderson, Manager, Community Development Division of the Redevelopment Agency, explained that at a previous meeting, the Council had established a set of conditions for a future loan to the West Side Community Development Corporation. He set forth those conditions in a memorandum dated November 25, 1985, and recommended denial of this request for five reasons. Glenda Saul, Executive Director of the Redevelopment Agency, gave reasons why the Ci ty should not advance further loans to this very heavily subsidized project. . Ken Henderson, Manager, Community Development Division of the Redevelopment Agency, explained how the loan conditions originated at a workshop meeting on Sep- tember 30, 1985, and answered questions regarding the staff report. . Valerie Ludlam, President of the West Side Community Development Corporation, spoke regarding the financing of this project. It was her understanding that the $112,000 advanced previously to the West Side Community Development Corporation could be converted to tax increment financing or to a grant. Executive Director of the Redevelopment Agency Glenda Saul answered questions, and stressed the need to secure a second position for the Redevelopment Agency on the loan. Executive Director of the Redevelopment Agency Saul and President of the West Side Community Development Cor- poration Ludlam discussed the $112,000 loan made in 1984. Dwayne Burgess of the West Side Community Development Corporation, stated that the Economic Development Council will approve debt up to $520,000 on this project. . Glenda Saul, Executive Director of the Redevelopment Agency, and Ken Henderson, Manager of the Communi ty Development Division of the Redevelopment Agency, answered questions regarding the stance of the Economic Development Council concerning loans to the West Side Community Development Corporation. The Economic Development Council is requiring the West Side Community Development Corporation to retire the Redevelopment Agency loan of $112,000 prior to increasing its debt. Council Member Marks made a motion, seconded by Council Member Quiel, to deny the emergency loan to the West Side Community Development Corporation, and to direct the Redevelopment Agency staff to meet with the West Side Community Development Corporation to determine a permanent solution to the problems, which will have a mutual benefit to the West Side Community Development Corporation and the City. The motion carried by the following vote: Ayes: Council Members Estrada, Reilly, Marks, Quiel, Strickler. Noes: Council Member Hernandez. Abstain: Council Member Frazier. Absent: None. . The Council commended the Redevelopment Agency staff on their report concerning the West S ide Communi ty Development Corporation. RECESS MEETING - CLOSED SESSION At 11:25 a.m., the Council recessed for a Closed Session under the authority of Government Code Section 54957.6, regarding labor relations. ROLL CALL Roll Call was taken with the following being present: Mayor Pro Tempore Estrada; Council Members Estrada, Reilly, Hernandez, Marks, Quiel, Frazier, Strickler; City Attorney Prince, City Administrator Matzer. Also present: Director of Personnel perlick. Absent: Mayor Wilcox, City Clerk Clark. . ADJOURN CLOSED SESSION At 12:40 p.m., the Closed Session of the Mayor and Common Council of the City of San Bernardino adjourned to the Adjourned Regular Meeting in the Council Chambers of City Hall, 300 North "D" Street, San Bernardino, California. 2 11/26/85 . RECONVENE MEETING At 12:40 p.m., the Adjourned Regular Meeting of the Mayor and Common Council of the City of San Bernardino reconvened in the Council Chambers of City Hall, 300 North "0" Street, San Bernardino, California. ROLL CALL Roll Call was taken by the City Clerk with the fol- lowing being present: Mayor Pro Tempore Estrada; Council Members Estrada, Reilly, Hernandez, Marks, Quiel, Frazier, Strickler; City Attorney prince, City Clerk Clark, City Administrator Matzer. Absent: Mayor Wilcox. ADJOURNMENT At 12:40 p.m., Council Member Frazier made a motion, seconded by Council member Strickler and unanimously carried, that the meeting be adjourned to 9:00 a.m., Monday, December 2, 1985, in the Council Chambers of City Hall, 300 North "0" Street, San Bernardino, California. .
