NOTICE IS HEREBY GIVEN that Council Members Esther
Estrada, Ralph Hernandez, Steve Marks and Gordon Quiel
have called a Special Meeting of the Common Council for
8:00 a.m., Friday, October 4, 1985. Said Council Meeting
will be held in the Council Chambers of City Hall, 300
North "0" Street, San Bernardino, California.
The purpose for which this meeting has been called is
to discuss Indian Bingo alternatives.

The Special Meeting of the Mayor and Common Council
of the City of San Bernardino was called to order by Mayor
Wilcox on Friday, October 4, 1985, at 8:07 a.m., in the
Council Chambers of City Hall, 300 North "0" Street, San
Bernardino.
INVOCATION
The Invocation was given by Council Member Strickler.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Council Member
Quiel.

ROLL CALL
Roll Call was taken by the City Clerk with the fol-
lowing being present: Mayor Wilcox; Council Members
Reilly, Marks, Quiel, Strickler; City Attorney prince,
City Clerk Clark, City Administrator Matzer. Absent:
Council Members Estrada, Hernandez, Frazier.
RECESS MEETING - CLOSED SESSION
At 8 :08 a.m., the Special Meeting of the Mayor and
Common Council of the City of San Bernardino recessed for
a Closed Session under the authority of Government Code
Section 54956.9{b}, to discuss a significant exposure to
litigation.
CLOSED SESSION
At 8:08 a.m., the Closed Session of the Mayor and
Common Council of the City of San Bernardino was called to
order by Mayor wilcox in the Conference Room, Council
Chambers of City Hall, 300 North "0" Street, San Bernar-
dino, California.

ROLL CALL
Roll Ca 11 was ta ken by the Ci ty Clerk with the fol-
lowing being present: Mayor Wilcox; Council Members
Reilly, Marks, Quiel, Strickler; City Attorney Prince,
City Clerk Clark, City Administrator Matzer. Absent:
Council Members Estrada, Hernandez, Frazier.
COUNCIL MEMBER ESTRADA ARRIVED
Council Member Estrada arrived at the Closed Session.

ADJOURN CLOSED SESSION
At 9:20 a.m., the Closed Session of the Mayor and
Common Council of the City of San Bernardino adjourned to
the Special Meeting in the Council Chambers of City Hall,
300 North "0" Street, San Bernardino, California.
RECONVENE MEETING
At 9:20 a.m., the Special Meeting of the Mayor and
Common Council of the City of San Bernardino reconvened in
the Council Chambers of City Hall, 300 North "0" Street,
San Bernardino, California.
ROLL CALL
Roll Call was taken by the City Clerk with the fol-
lowing being present: Mayor Wilcox; Council Members
Estrada, Reilly, Marks, Quiel, Strickler; City Attorney
Prince, City Clerk Clark, City Administrator Matzer.
Absent: Council Members Hernandez, Frazier.
INDIAN BINGO - SAN MANUEL INDIAN RESERVATION -
HIRING OF SPECIAL COUNSEL
Mayor wilcox read the following statement:

"The City Council has authorized the hiring
of special counsel to go into Federal Court
to seek a court ordered environmental re-
view and mitigation of the Victoria Avenue
approved Indian bingo parlor, to ensure
that the rights of the neighborhood prop-
erty owners and the City, in addition to
the rights of the Indians, are maintained
as the bingo project goes forward.
The City Council has also requested that
the County of San Bernardino join in this
very specific endeavor to require a full
and open environmental review process
whereby identified negative impacts on the
neighborhood and the City's municipal ser-
vices and infrastructure will be mitigated
as a matter of law.
.
Upon acceptance by the County of our re-
quest for joint action in this matter, we
will seek similar participation by the
Attorney General of the State of California
on the question of the EIR."
ADJOURN MEETING
At 9:22 a.m., Council Member Strickler made a motion,
seconded by Council Member Quiel and unanimously carried,
that the Meeting be adjourned.
