This is the time and place heretofore set for an
Adjourned Regular Meeting of the Mayor and Common Council
of the City of San Bernardino at their Adjourned Regular
Meeting held Monday, September 23, 1985, at 9:03 a.m., in
the Council Chambers of City Hall, 300 North "0" Street,
San Bernardino, California.
The City Clerk has caused to be posted the Notice of
Adjournment of said meeting held Monday, September 23,
1985, at 9:03 a.m., and has on file in the Office of the
City Clerk an Affidavit of said posting together with a
copy of said Order which was posted on Tuesday, September
24, 1985, at 10:30 a.m., in the Council Chambers of City
Hall, 300 North "0" Street, San Bernardino, California.

The Adjourned Regular Meeting of the Mayor and Common
Council of the City of San Bernardino was called to order
by Mayor wilcox at 9:05 a.m., on Monday, September 30,
1985, in the Redevelopment Agency Board Room, Third Floor,
City Hall, 300 North "0" Street, San Bernardino,
California.
INVOCATION
The Invocation was given by Olen Jones, Jr., Immanual
Baptist Church.
ROLL CALL
Roll Call was taken by the City Clerk with the fol-
lowing being present: Mayor Wilcox; Council Members
Estrada, Reilly, Hernandez, Quiel, Frazier, Strickler;
City Attorney Prince, City Clerk Clark, City Administrator
Matzer. Absent: Council Member Marks.
REDEVELOPMENT AGENCY - COMMUNITY DEVELOPMENT WORKSHOP
This is the time and place set for a Redevelopment
Agency - Community Development Workshop to discuss various
programs and grants conducted through the Redevelopment
Agency - Community Development.

COUNCIL MEMBER MARKS ARRIVED
At 9:10 p.m., Council Member arrived arrived at the
Council Meeting.
RECESS MEETING
At 12 :45 p.m., the Adjourned Regular Meeting of the
Mayor and Common Council recessed until 1:45 p.m.
RECONVENE MEETING
At 1:50 p.m., the Adjourned Regular Meeting of the
Mayor and Common Council reconvened in the Management
Information Center (MIC), Sixth Floor, City Hall, 300
North "0" Street, San Bernardino, California.
ROLL CALL
Roll Call was taken by the City Clerk with the fol-
lowing being present: Mayor Wilcox; Council Members
Reilly, Hernandez, Frazier, Strickler; Redevelopment Agen-
cy Counsel Briggs, City Clerk Clark, Executive Assistant
to the Council Arvizo. Absent: Council Members Estrada,
Marks, Quiel; City Administrator Matzer.

RECESS MEETING - CLOSED SESSION
At 1:50 p.m., The Adjourned Regular Meeting of the
Mayor and Common Council of the City of San Bernardino
recessed for a Closed Session to discuss the High Ground-
water problem, under the authority of Government Code
Section 54956.9(a).
CLOSED SESSION
At 1:50 p.m., the Closed Session of the Mayor and
Common Council of the City of San Bernardino was called to
order by Mayor wilcox in the Management Information Center
(MIC), Sixth Floor, City Hall, 300 North "D" Street, San
Bernardino, California.
ROLL CALL
Roll Call was taken by the City Clerk with the fol-
lowing being present: Mayor Wilcox; Council Members
Reilly, Hernandez, Frazier, Strickler; Redevelopment Agen-
cy Counsel Briggs, City Clerk Clark, Executive Assistant
to the Council Arvizo. Absent: Council Members Estrada,
Marks, Quiel; City Administrator Matzer.

COUNCIL MEMBERS ESTRADA AND MARKS ARRIVED
At 2:00 p.m., Council Members Estrada and Marks ar-
rived at the Closed Session.
CITY ATTORNEY PRINCE ARRIVED
At 2:00 p.m., City Attorney Prince arrived at the
Closed Session.
COUNCIL MEMBER QUIEL ARRIVED
At 2:05 p.m., Council Member Quiel arrived at the
Closed Session.
ADJOURN CLOSED SESSION
At 2:30 p.m., the Closed Session of the Mayor and
Common Council of the City of San Bernardino adjourned to
the Adjourned Regular Meeting in the Management Informa-
tion Center (MIC), Sixth Floor, City Hall, 300 North "D"
Street, San Bernardino, California.

RECONVENE MEETING
At 2:30 p.m., the Adjourned Regular Meeting of the
Mayor and Common Council of the City of San Bernardino
reconvened in the Management Information Center (MIC),
Sixth Floor, City Hall, 300 North "D" Street, San Bernar-
dino, California.
ROLL CALL
Roll Call was taken by the City Clerk with the fol-
lowing being present: Mayor Wilcox; Council Members
Estrada, Reilly, Hernandez, Marks, Quiel, Strickler; City
Attorney Prince, City Clerk Clark, City Administrator
Matzer. Absent: Council Member Frazier.
POLICE CHIEF POSITION - RECRUITMENT AND SELECTION
Mayor wilcox presented the matter of the recruitment
and selection of a Police Chief to replace Chief Benjamin
Gonzales on his retirement on December 31, 1985. She
emphasized the urgency of this process in order to assure
an orderly transition of law enforcement responsibilities
in this important City Department.

Council Member Strickler made a motion, seconded by
Council Member Quiel and unanimously carried, that the
City Administrator and Mayor be authorized to prepare
requests for proposals (RFPs) for the position of Chief of
Police of the City of San Bernardino. The RFPs are to be

sent to top municipal executive search firms in the coun~
try. All proposals received are to be submitted to the
Mayor and Common Council for final selection of a profes-
sional firm to conduct the search.
COUNCIL MEMBER FRAZIER RETURNED
Council Member Frazier returned to the Council
Meeting.
CONSTRUCTION PROJECT SIGNS
In a memorandum dated September 30, 1985, Council
Member Frazier proposed that a policy be established pro-
viding for the placement of construction project signs at
each project which identify the project and show the names
of elected officials. Mr. Frazier also proposed that a
standard uniform sign format be developed for use at all
construction sites, that staff be authorized to prepare
sample sign formats and a procedure for installing and
removing the signs.
Counc i 1 Member Qu i el made a mot i on, seconded by
Council Member Strickler and unanimously carried, that the
matter of the construction project signs be referred to
the Redevelopment Agency Ad Hoc Committee.

REDEVELOPMENT AGENCY - COMMUNITY DEVELOPMENT WORKSHOP
The staff of the Redevelopment Agency - Community
Development Departments continued with their presentations
of the scheduled workshop on various grants and programs.
CITY CLERK CLARK EXCUSED
City Clerk Clark left the Council Meeting.
COUNCIL MEMBER MARKS EXCUSED
Council Member Marks left the Council Meeting.
COUNCIL MEMBER STRICKLER EXCUSED
Council Member Strickler lef the Council Meeting.
ADJOURNMENT
At 4:45 p.m., the Adjourned Regular Meeting of the
Mayor and Common Council of the City of San Bernardino was
adjourned.
