"D "Street Susan Longville San Bernardino, CA 92418 Gordon McGinnis Neil Derry Website: www.sbcity.org Chas Kelley Rikke Van Johnson Wendy McCan mack MINUTES MAYOR AND COMMON COUNCIL AND THE COMMUNITY DEVELOPMENT COMMISSION OF THE CITY OF SAN BERNARDINO JOINT ADJOURNED REGULAR MEETING JUNE 16, 2005 ECONOMIC DEVELOPMENT AGENCY BOARDROOM 201 NORTH "E" STREET SAN BERNARDINO, CA This is the time and place set for a joint adjourned regular meeting of the Mayor and Common Council and Community Development Commission of the City of San Bernardino from the joint adjourned meeting of the Mayor and Common Council and Community Development Commission held on Tuesday, June 7, 2005, at 3 p.m. in the Economic Development Agency Boardroom, 201 North "E" Street, San Bernardino, California. The City Clerk has caused to be posted the order of the adjournment of said meeting held on Tuesday, June 7, 2005, and has on file in the Office of the City Clerk an affidavit of said posting together with a copy of said order which was posted at 11:30 a.m., Wednesday, June 8, 2005, on the City Hall breezeway bulletin board. The joint adjourned regular meeting of the Mayor and Common Council and Community Development Commission was called to order by Mayor/Chairman Valles at 3:13 p.m., Thursday, June 16, 2005, in the Economic Development Agency Boardroom, 201 North "E" Street, San Bernardino, California. Roll Call Roll call was taken by Assistant to the City Clerk Medina with the following being present: Mayor/Chairman Valles; Council Members/Commissioners Estrada, McGinnis, Derry, Johnson, McCammack; City Attorney Penman, Assistant to the City Clerk 06/16/2005 Medina, City Administrator Wilson. Absent: Council Members/Commissioners Longville, Kelley. Council Member/Commissioner Kelley Arrived At 3:21 p.m., Council Member/Commissioner Kelley arrived at the Council/Commission meeting. 1. Budget deliberations — Fiscal Year 2005/06 — discuss and take possible action concerning proposed City and EDA budgets City Fred Wilson, City Administrator, distributed the following materials and provided an overview of the information contained therein: • "Program Change Request" (pink sheets) • Interoffice memorandum dated June 16, 2005, to the Mayor and Common Council from Fred Wilson, City Administrator, regarding Program Change Requests (white sheet) • "FY 2005-06 Summary of Program Change Requests" (white sheets) • "Recommended Adjustments to FY 05-06 Preliminary Budget" (blue sheet) Mr. Wilson stated that if the Council concurs with the proposed recommendations, the Finance Director would be asked to incorporate the changes contained on the blue sheet and bring the final documents to the next budget meeting. Mayor/Chairman Valles stated that in addition to adding as many police officers as the City can afford she asked that the Council consider using surveillance in high crime areas because visibility is a major crime deterrent. She stated that she recently observed a program regarding these high-tech surveillance cameras, which have been very successful. She stated that the cameras are bullet proof and are monitored by the police department, and when they sense any activity at any of the sites they have the ability to zoom into the face of the perpetrators. Council Member/Commissioner Estrada made a motion, seconded by Council Member/Commissioner Derry, that the Mayor and Common Council authorize the Finance Director to incorporate the recommended adjustments dated 6/16/05 (blue sheet) into the final documents and that a resolution approving and adopting the City of San Bernardino's Final Budget for Fiscal Year 2005/06 be brought forward at the meeting of June 23, 2005. The motion carried by the following vote: Ayes: Council Members/ Commissioners Estrada, McGinnis, Derry, Kelley, Johnson, McCammack. Nays: None. Absent: Council Member/Commissioner Longville. 2 06/16/2005 2. RES. 2005-152 - Resolution of the Mayor and Common Council of the City of San Bernardino authorizing the Mayor to approve an agreement with WL Covenant 88 Associates, LLC, a Delaware Limited Liability Company, for the dedication and improvement of a 4.7-acre park (Verdemont Heights Hilltop Park) at the northeasterly corner of Palm Avenue and Irvington Avenue. (Continued from June 7, 2005) Council Member/Commissioner Estrada made a motion, seconded by Council Member/Commissioner McCammack, that said resolution be adopted. The motion carried by the following vote: Ayes: Council Members/ Commissioners Estrada, McGinnis, Derry, Johnson, McCammack. Nays: None. Absent: Council Members/Commissioners Longville, Kelley. 3. RES. 2005-153 - Resolution of the Mayor and Common Council of the City of San Bernardino awarding a contract to S. Parker Engineering, Inc., for construction of pocket park at the southeast corner of Norma Lane and Stephanie Avenue (PR04-23), per Plan No. 11126. (Continued from June 7, 2005) Council Member/Commissioner Derry made a motion, seconded by Council Member/Commissioner Johnson, that said resolution be adopted. The motion carried by the following vote: Ayes: Council Members/ Commissioners Estrada, McGinnis, Derry, Johnson, McCammack. Nays: None. Absent: Council Members/Commissioners Longville, Kelley. 4. Discuss and take possible action concerning the selection of an underwriter(s) for the issuance of Pension Obligation Bonds (POBs) City Administrator Wilson stated that 13 proposals from various firms were reviewed by a committee that included the City Treasurer, Finance staff, and the chairperson of the Ways and Means Committee, and their recommendation was to select Lehmann Brothers as the underwriter of the City's Pension Obligation Bonds. He stated that if the Council concurs with the action, they will begin to structure the terms of the bond. Council Member/Commissioner McCammack made a motion, seconded by Council Member/Commissioner Estrada, that the Mayor and Common Council approve the selection of Lehmann Brothers as the underwriter of the City's Pension Obligation Bonds. The motion carried by the following vote: Ayes: Council Members/ Commissioners Estrada, McGinnis, Derry, Johnson, McCammack. Nays: None. Absent: Council Members/Commissioners Longville, Kelley. 3 06/16/2005 5. Adjournment At 3:35 p.m., the meeting adjourned to 11:30 a.m., Monday, June 20, 2005, in the Economic Development Agency Boardroom. The next joint regular meeting of the Mayor and Common Council/Community Development Commission is scheduled for 1:30 p.m., Monday, June 20, 2005, in the Council Chambers of City Hall, 300 North "D" Street, San Bernardino, California.
