Age"'a lIem "7 L~' D5" e CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION Staff Report Subiect: Reclassify position of one (I) Account Clerk III to position of Administrative Analyst II and provide a salary adjustment for the position of Police Records Supervisor in the Police Department. Backl!round: The Police Department has an annual budget of over $51.5 million and has relied on the assigned Police Captain to project costs, research contracts and amendments, review monthly financial reports, prepare mid-year budget analysis, and administer the department's budget. Due to the complexity of the budget, it is advantageous to the Department to have continuity in the position assigned to this function. The Police Department has and will continue to have significant turnover in the safety classifications, which have traditionally performed the fiscallbudget function. It is desired to give responsibility for the budget to a civilian classification. . Reclassification The creation of an Administrative Analyst II position is a necessary component in transitioning the current department organization of utilizing a Police Safety employee to the recommended civilian position. This reclassification will allow the department to better function and provide support to the administrative staff in the Police Department. The current position of Account Clerk III assigned to budget/purchasing has evolved beyond the current job description. The employee is currently performing a variety of professional and technical analytical functions and continues to provide the additional support needed to maintain daily operations. Her knowledge and abilities have and continue to be an asset to the department. The proposed Administrative Analyst II position will assume responsibility for' . The preparation of annual certification reports for asset forfeiture spending Detailed staff reports Maintaining contracts Forecasting and reconcilIng multiple expenditures and revenue accounts Benefit analysis Compiling statistical data for presentation to PolIce and other City Department staff members Analyzing the mId-year reports Assisting in the preparation of the Police Department's annual budget . . . . . . . . . . e We are recommending that the position of one (I) Account Clerk III be reclassified to the position of Administrative Analyst II in the Police Department to more accurately reflect the scope of duties. The incumbent will underfill this position for one year at the Administrative Analyst I classification. This classification is an existing classification with the City Upon the completion of one year with a satisfactory or better evaluation, the incumbent will automatically be appointed to the Administrative Analyst II position. Salarv Adjustment As part of the recently negotiated Mid-Management contract, the City agreed to conduct a compensation study for the position of Police Records Supervisor Human Resources surveyed several agencies including: Ontario, Redlands, Pomona, Riverside, Fullerton, and Fairfield to compare the duties and salaries of the Police Records Supervisor. Based on surveys of comparable agencies with like positions, we are recommending adjusting the salary for Police Records Supervisor to be competitive with the current job market. (See attached salary survey) Financial Impact: The additional annual salary and benefits cost to reclassify the Account Clerk III to the Administrative Analyst II is $16.700. This position will be underfilled in FY 2005-06 with an estimated cost of$9,900. Budgeted Account Clerk III Salary $36,700 Benefits 8,000 Total Cost $44,700 Proposed Administrative Analyst II Salary $51,300 Benefits 10,1 00 Total Cost $61,400 Employees in the Police Records Supervisor classification will be placed in the monthly salary step closest to their current salary step resulting in a minimal increase to the FY 2005-06 budget. This will be funded by personnel savings in the Police Department.
