Backl.!round:
On September 7, 2004, the Mayor and Common Council approved the FY 2004/05 Capital Improvement
Program (CIP). which included various projects for new installation and upgrade of traffic signals at various
locations as indicate belo" The project was carried over into the FY 2005/06 CIP
On February 7, 2005, a contract was executed with Macadee Electrical Construction, Inc. in the amount of
5338420 for Traffic Signal upgrades at the intersections of 5th Street and Waterman Avenue, 3rd Street and
Watern1an Avenue, Baseline Street and "E" Street, Baseline Street and Arrowhead Avenue, and Pepper
A venue and Rialto A venue. The contract also provided for installation of new traffic signals at the
mtersectlons of Hunts Lane and "E" Street and Arden Avenue and 20th Street.
e Change Order No One, in the amount of $ 110,103 00, consists of the following changes:
It was necessary to install 17 additional magnetic loop vehicle detectors at the intersection of Waterman
'" venue and 5th Street and 8 additional magnetic loop vehicle detectors at the intersection of Waterman
Avenue and 3'd Street. due to the fact that the magnetic loop vehicle detectors in order to complete the
upgrade of the mtersection.

At the intersection of Base Line Street and "E" Street it was necessary to pull new signal conductor wire,
install 12 additional magnetic loop vehicle detectors, install four No.5 pull boxes, and install 470 feet of
1-l/2 inch diameter electrical conduit. The existing conductors at this relatively old signal were found to
be in poor condition and in need of complete replacement. The extent of the replacement necessary to
bring the intersection up to standards was not anticipated in the original design.

At the intersection of Base Line Street and Arrowhead A venue, existing deteriorated conductors had to
be replaced with new conductors. the traffic signal controller and cabinet had to be replaced, including
removal and replacement of the foundation. Installation of a ne" controller was necessary to support
new signal phasing and video detection cameras. Video detection is being used at this intersection in lieu
of magnetic loop vehicle detectors due to poor pavement condition. This existing controller could not
accommodate the additional two phases for the new intersection design and had to be replaced. The
video detectIon was necessary as the deSIgn consultant noted the street to be repaired by Public Services.
At the intersection of Pepper A venue and Rialto A venue, it was necessary to install new conductors to
replace the deteriorated existing conductors and to add an additional 8 magnetic loop vehicle detectors.
The extent of the deterIoration was much worse than antiCIpated during the design phase.

e The conductors were in a state of disrepair and could not be utilized for the upgrade.
5 At the intersection of Hunts Lane and "E" Street, it was necessary to remove the signal equipment for
traffic eastbound on "E" Street making a right turn to southbound Hunts Lane. During design, Phase IV
was to accommodate the eastbound traffic on "E" Street. After construction, it was determined two
traffic signal heads (eastbound to southbound) were no longer needed due to the exclusive right turn lane
configuration.
6 At 20'h Street and Arden, it was necessary to install a pedestrian pushbutton. The poles at 20'h Street
and Arden were not within 5 feet of the prolongation of a crosswalk as required for ADA compliance.
Financial Impact:
The estimated projecI costs are as follow'
Original Contracl Amount $ 338,420.00

Revised Construction Cost $ 448,523.00
Sufficient funding for this change order will be available subject to the recommended budget transfers.
_ The Department of Finance has advised that the budget for this contract has been completely encumbered.
_ Therefore. staff is proposing to fund this change order from the following sources:
a) The new FY 05/06 allocation in the amount of $35,000 from TC-A "City Wide Traffic Signal
Improvements" will be used in its entirety
b) A total amount of S37,470 is proposed to be transferred from project TC04-01 " Mill Street and Macy
Street Traffic Signal. This transfer will not affect the schedule, design or scope of Project TC04-0 I The
tratlic signal for Mill Street and Macy Street has been designed and is programmed for bidding in FY
2006/07 Carryover plus a new allocation from the Traffic Systems Fund in FY 2005/06 in the total
amount of $79,300 were proposed to be used for right-of-way acquisition. However, all necessary right-
of-way was obtained by dedication; therefore, most of the carryover and newly allocated funds are
available for use on this project. Approximately $42,000 is proposed to be retained in the account for
completion of final design.
c) An amount ofS44 183 is proposed to be transferred from project Account No. 129-367-5504-7156 (SS-
C) "Street Safety Improvements at Various Locations (Annual)" SS-C is a general purpose account for
solving safety problems throughout the City as they are identified. $150,000 was allocated FY 05/06.
Approximately $106,000 will remain in the account after completion of the proposed transfer
The above total amount of $116,653 is sufficient to fund the change and additional staff costs necessary to
administer and inspect the change order work.
The breakdown of costs for this Change Order No. I is shown in the attached Exhibit "A"

Install 17 additional loops and conduit stubs at the intersection of Waterman

At the intersection of Waterman Avenue and 5'h Street, it was necessary to install 17
additional traffic detector loops and 2 additional home stubs.
Install 8 additional loops at the intersection of Waterman Avenue and 3'. Street

and Arden due to the existing pole being more than 5' from the crosswalk,
